interlocal agreement. McConaughey moved and DeNaeyer seconded to approve the 2026-2027 Valentine Public Library
Interlocal Agreement as presented. Roll call vote: Aye - McConaughey, DeNaeyer, Nelson. The motion carried.
The board discussed maintenance on 2 Mile Lane with County Attorney Eric Scott, Highway Superintendent Jay D
Osburn, and adjacent landowners Paul & Ronda Kenner and Lavisa Schlueter. Mr. Kenner discussed the maintenance
that has not been done on a portion of Two-Mile Lane; however, Mr. Osburn stated the county only maintains the
portion of the road that the county has an easement for, when requested by a landowner due to the Class 4 Road
Classification placed on that section of Two Mile Lane. Mr. Kenner stated they would like to have Two Mile Lane
abandoned by the county because it is a private drive that only goes to one building site. However, Ms. Schlueter stated
that Two-Mile Lane west is the only access to their property without an easement from another landowner. Mr. Scott
asked Mr. Kenner to research his title insurance to verify easement inclusions. It was a consensus of the board for Mr.
Osburn and Mr. Scott to research for easements on the east side of Two Mile Lane. The board stated they would not
abandon any road that would landlock any landowner. The board will discuss it at a later regular meeting after research
is completed by Mr. Osburn and Mr. Scott. No board action taken.
At 10:51 a.m. the board met with representatives of the Amish-owned bridge on Anderson Bridge Road to discuss any
information updates from the last discussion. Mr. Osburn stated he is still waiting to hear from NDOT if they have
inspected the engineer reports presented by the County and Amish Community to verify if the State will place a Bridge
number on the privately owned bridge. If NDOT will not give the bridge a structure number, it cannot bea public bridge.
The goal of the county with this process was to gain better access across the river for the County Maintenance and
Emergency Personnel. No board action taken.
At 11:20 a.m. the board met with Greg Nollette, Valentine Tourism Board Member, to discuss pledging additional funds
for the Convention Center. The Tourism Board is asking the Board to pledge an additional $300,000 of future lodging
tax dollars collected over a 3-year period to complete the funds necessary for the project. The Tourism Board is waiting
on approval of two other potential grants for funding. The board stated no tax dollars will be pledged now or in the
future for the funding of the Convention Center project. Nelson moved and DeNaeyer seconded to pledge an additional
$300,000 over 3 years, starting December 2027, payable out of the Visitor Promotion and Improvement Funds with
lodging tax dollars collected. Roll call vote: Aye — DeNaeyer, Nelson, McConaughey. The motion carried.
The board discussed the potential written agreement to allow a landowner to place a gate across 412 Ave. County
Attorney Eric Scott stated his opinion would be to start the process to abandon the road by the board asking for a study
of said road and start the process to abandon. The board will discuss the process of abandonment at the next regular
board meeting. No board action taken.
At 11:59 a.m. the board met with Interim Zoning Administrator Jane Stolzenburg to discuss a zoning permit application.
Ms. Stolzenburg stated the inquiry came via email back in March, prior to the moratorium being approved. The board
encouraged the applicant to continue the application process until the moratorium ends in December 2026. Ms.
Stolzenburg also provided a Zoning Regulation update. The Planning and Zoning Board is currently working on solar &
wind and data centers. The board recommended the Planning and Zoning Board start meeting twice a month to continue
progress on the regulations. No board action taken.
Emergency Management Director Jessica Coyle provided an update re: Beaver Tower repairs being completed, | Am
Responding, PSAP audit, weather monitoring, 914 outage, fire, and hazard mitigation grant.
The board discussed claims presented. Payroll backpay for Deputy Erick Wickman was discussed. Deputy Wickman had
not figured holiday working hours properly and requested to be paid for the difference. The board discussed the
handbook policy with Clerk Leonard and Payroll Clerk Billie Brockley. Any employee working hours must be paid by law.
Ms. Brockley stated to help alleviate a lack of documentation issues road employees, sheriff employees, and emergency
management should be attaching logs to all time sheets. This is at the suggestion of multiple State Auditor Reports the
Clerk’s Office has read from other counties. The-board-agreed-thattogs need-to-be-att: i ii
forward: The board also discussed Claim #2609000051 submitted by Pat Hooper, Noxious Weed Superintendent. The
claim submitted showed two meals being paid for; however, the county will only pay for one meal per receipt. Mr.
Hooper did clarify with the Clerk’s Office he paid for Sheridan County Noxious Weed Superintendent’s meal because
they traveled to the conference together. Paying for two meals in one setting is over the per meal limit as established
by GSA rate, and the travel reimbursement claim form needs to be used to submit any reimbursement claims.
Commissioner McConaughey will discuss this with Mr. Hooper and Mr. Hooper will resubmit the reimbursement claim.
DeNaeyer moved and McConaughey seconded to approve claims excluding 2609000051. Roll call vote: Aye — Nelson,
McConaughey, DeNaeyer. The motion carried.
