PROCLAMATION NATIONAL POLICE WEEK-MAY 10-16, 2026 TO RECOGNIZE
NATIONAL POLICE WEEK 2026 AND TO HONOR THE SERVICE AND SACRIFICE OF
THOSE LAW ENFORCEMENT OFFICERS KILLED IN THE LINE OF DUTY WHILE
PROTECTING OUR COMMUNITIES AND SAFEGUARDING OUR DEMOCRACY
WHEREAS, there are more than 800,000 law enforcement officers serving in communities across the
United States, including the dedicated members of the Hopewell Township Police Department; and
WHEREAS, since the first recorded death in 1786, more than 24,000 law enforcement officers in the
United States have made the ultimate sacrifice and been killed in the line of duty, including O members of
the Hopewell Township Police Department; and
WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law
Enforcement Officers Memorial in Washington, DC; and
WHEREAS, 555 new names of fallen heroes are being added to the National Law Enforcement Officers
Memorial this spring, including 282 officers killed in 2025 and 273 officers killed in previous years; and
WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored during the
National Law Enforcement Officers Memorial Fund's 38th Candlelight Vigil, on the evening of May 13,
2026;and
WHEREAS, the Candlelight Vigil is part of National Police Week, which will be observed this year May
10th-16th; and
WHEREAS, May 15 is designated as Peace Officers Memorial Day, in honor of all fallen officers and their
families, and U.S. flags should be flown at half-staff;
THEREFORE, BE IT RESOLVED that Hopewell Township will observe May 10-16, 2026, as National
Police Week and publicly salutes the service of law enforcement officers in our community and in
communities across the nation.

Supporting the Click It or Ticket Mobilization of
May 11 - May 31, 2026
Whereas, there were 582 motor vehicle fatalities in New Jersey in 2025; and
Whereas, a large percentage of the motor vehicle occupants killed in traffic

crashes were not wearing a seat belt; and
Whereas, use of a seat belt remains the most effective way to avoid death or

serious injury in a motor vehicle crash; and
Whereas, the National Highway Traffic Safety Administration estimates that

15,000 lives are saved annually in the United States by safety belt usage.
Whereas, the State of New Jersey will participate in the nationwide Click It or
Ticket seat belt mobilization from May 11 - May 31, 2026 to raise awareness

and increase seat belt usage through a combination of high visibility
enforcement and public education; and
Whereas, the Division of Highway Traffic Safety has set a goal for seat belt

usage rate of no less than 95 percent; and
Whereas, a further increase in seat belt usage in New Jersey will save lives on

our roadways;
Therefore, be is resolved that Hopewell Township declares its support for the

Click It or Ticket seat belt mobilization both locally and nationally from May 11
~ May 31, 2026 and pledges to increase awareness of the mobilization and the

benefits of seat belt use.

WHEREAS, the Office of the Professional Municipal Clerk, a time~honored and vital part of local
government, exists throughout the world; and
WHEREAS, the Office of the Professional Municipal Clerk is the oldest among public servants; and
WHEREAS, the Office of the Professional Municipal Clerk provides the professional link between
the citizens, the local governing bodies, and agencies of government at other levels; and
WHEREAS, Professional Municipal Clerks have pledged to be ever mindful of their neutrality and
impartiality, rendering equal service to all; and
WHEREAS, the Professional Municipal Clerk serves as the information center on functions of local
government and community; and
WHEREAS, Professional Municipal Clerks continually strive to improve the administration of the
affairs of the Office through participation in education programs, seminars, workshops, and annual
meetings of their professional organizations; and

ORDINANCE NO. 26AN ORDINANCE AMENDING CHAPTER 17 "LAND USE" OF THE CODE OF THE
TOWNSHIP OF HOPEWELL TO ESTABLISH REQUIREMENTS FOR NATIVE
PLANT SPECIES IN LANDSCAPING PLANS
WHEREAS, the Township Committee of the Township of Hopewell recognizes that native
plants are essential to the health of the local ecosystem, providing necessary habitat and food
for indigenous wildlife; and
WHEREAS, the introduction of invasive and non-native species can cause significant harm to
the local environment and economy; and
WHEREAS, it is in the best interest ofthe Township to ensure that landscaping plans prioritize
genetically pure native species over modified cultivars to maintain ecological integrity;
NOW, THEREFORE, BE IT ORDAINED, by the Township Committee of the Township of
Hopewell, in the County of Mercer, New Jersey, as follows:
SECTION I. Definitions
Chapter 17, Section 17-4 is hereby amended to include the fo 11 owing terms :

Scientific Name: Binomial nomenclature; the taxonomic name of an organism
consisting of the genus and species.
Common Name: The familiar, non~scientific name for a species of plant or animal
which is widely used.
Straight Species: A plant found in the wild that has not been modified by any means
to produce specific ornamental traits.
Cultivar: A subspecies classification produced in cultivation by selective breeding,
including those designated as "nativars". Cultivars must be indicated with a modifier
term encapsulating in single quotes after the scientific name of the straight species (e.g.,
"Acer negundo 'Flamingo"').
Variety: A plant variation that often occurs in nature and is most often "true to type,"
meaning seedlings grown from a variety will retain the parent plant's unique
characteri sties.
Hybrid: The offspring of two different species or varieties.
Native Plant: Indigenous terrestrial and aquatic species that have evolved and occur
naturally in a particular region, ecosystem, and habitat.
Non-Native Plant: Species that have not existed historically in an area but were
introduced via human activities, including genetically modified species or subspecies.
Invasive Plant: A species non-native to the New Jersey ecosystem whose introduction
causes or is likely to cause harm to the economy, environment, or human health.

SECTION II. Native Plant Requirements

Section 17-89 is hereby amended to include the following requirements for approved native
vascular plants:
1. Approved List: A list of additional approved native vascular plants, as referenced from
the Native Plant Society of New Jersey for Mercer County, as of October 25, 2024, is
hereby adopted. Qualification as an approved plant shall be determined by the exact
formal scientific name of the plant indicating the genetically pure species.
2. Compliance: Landscaping plans specifying plants whose scientific names do not
exactly match the scientific name of this approved list are not approved for inclusion in
landscaping plans.
3. Prohibitions: Genetically modified variants, cultivars (including nativars) or other
forms of subspecies classification arc not permitted and shall require review and
exception approval by the Environmental Commission.
4. Specifications: Landscaping plans must specify the full scientific names of all proposed
plants and must fully specify the modifying term for any genetically modified variant,
cultivar, or other form of subspecies classification.
SECTION III. Exception Review and Approval

A new Section §17-89.2 "Exception Review and Approval of Non-Native Plants" is hereby
established as follows:
§ 17-89.2 Exception Review and Approval of Non-Native Plants

a. All applications to the zoning board of adjustment, planning board, stream corridor permits,
or any agenda item that comes before the Environmental Commission that propose any
landscaping must include landscape plans with a plant inventory, proposed locations and
quantities of proposed plants and specify each proposed plant by scientific name for review by
the environmental commission.

b. Any proposed landscaping plan including plants not found on either the approved woody
plants or approved native vascular plants specified in § 17-89 shall require exception approval
by the environmental commission before any planting is undertaken, provided that if the
approving authority has considered an application for development involving landscaping, an
exception may not be sought for five years after the date of completion of the development.
c. Noncompliance will result with the removal of the unapproved specie(s) to be replaced with
an approved species at the cost of the responsible party within one month.
d. Scientific names do occasionally change. Therefore, if the Environmental Commission finds
that there was a reclassification and it is different from the name on the current accepted plant
list, the Environmental Commission reserves the right to use the more updated scientific name
and updated native range of that species to determine if the plant is an acceptable New Jersey
native species.
SECTION V. Severability, Repealer, and Effective Date

I. Severability: If any section or provision of this ordinance is deemed invalid, such
decision shall not affect the validity of the remaining portions.
2. Repealer: All ordinances or parts of ordinances inconsistent with this ordinance are
hereby repealed to the extent of such inconsistency.
3. Effective Date: This ordinance shall take effect following final passage and publication
as required by law.

ORDINANCE NO. 26-187X
AN ORDINANCE PROVIDING FOR A PUBLIC REFERENDUM ON
WHETHER A CHARTER STUDY COMMISSION SHALL BE CREATED
WHEREAS, the Hopewell Township municipal charter provides that Hopewell
Township shall operate under a "township committee" form of government; and
WHEREAS, this form is among the oldest and most traditional forms of government
recognized in the state of New Jersey; and
WHEREAS, the Legislature has adopted NJ.SA. 40:69A-1 et seq., the Optional
Municipal Charter Law of 1950, commonly known as the "Faulkner Act," which gives a
municipality the opportunity to review and amend its charter; and
WHEREAS, the Faulkner Act allows the municipal governing body to submit to the
voters the question of whether a charter study commission shall be elected to study the charter
of the municipality and to consider a new charter or improvements in the present charter, and
to make recommendations thereon; and
WHEREAS, a charter study commission has the power to review and consider all of
the different forms of government provided by the Faulkner Act, including special forms of
government, and to hear from the public, all to determine what might be best for the Township;
and
WHEREAS, this question would be placed before the voters at the November, 2026
general election; and
WHEREAS, the voters would at that time also have an opportunity to select five (5)
Charter Study Commissioners, who would be elected by popular vote.
NOW, THEREFORE, BE IT ORDAINED by the Township Committee of the
Township of Hopewell that a referendum shall be held in the Township of Hopewell, at the
next general election, upon the question, "Shall a charter commission be elected to study the
charter of the Township of Hopewell and to consider a new charter or improvements in the
present charter and to make recommendations thereon?"
BE IT FURTHER ORDAINED that this referendum shall proceed in accordance
with the statutory requirements of N.JS.A. 40:69A-1 et seq., the Faulkner Act.
BE IT FURTHER ORDAINED that this Ordinance shall take effect immediately
upon final passage and publication in accordance with the law.

AN ORDINANCE ADDING CHAPTER 27, "LIMOUSINES AND LIVERY
SERVICES," TO THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP
OF HOPEWELL AND AMENDING CHAPTER 10, "FEES AND PERMITS," TO
ESTABLISH CORRESPONDING FEES.
BE IT ORDAINED by the Township Committee of the Township of Hopewell, County of
Mercer, State ofNew Jersey, as follows:
SECTION I: Chapter 27 of the Code of the Township of Hopewell is hereby created to read
as follows:
CHAPTER 27: LIMOUSINES AND LIVERY SERVICES

§ 27-1 Definitions. As used in this chapter, the following terms shall have the meanings
indicated:

LIMOUSINE: Any automobile or motor car with a carrying capacity of not more than
14 passengers (excluding the driver), used in the business of carrying passengers for
hire which is held out, announced, or advertised to operate or run on a regular route, and
which is used on a prearranged, charter basis at a premium fare.
LIMOUSINE SERVICE: The business of carrying passengers for hire by limousines.
PRINCIPAL PLACE OF BUSINESS: The location of the main place of business of
the limousine service in the municipality where the service is conducted, where
limousines are dispatched, or where drivers report for duty.

§ 27-2 License Required. No person shall operate a limousine service within the Township of
Hopewell unless the owner has their principal place of business within the Township and has
obtained an annual municipal limousine license and corresponding vehicle certificates from the
Township Clerk.
§ 27-3 Insurance Requirements. In accordance with N.J.S.A. 48:16-14, no license shall be

issued until the owner files with the Township Clerk an insurance policy of a company duly
licensed to transact business under the insurance laws of New Jersey.
1. Minimum Coverage: The policy shall provide for the payment of a sum of not less
than $1,500,000 for any one person or occurrence for bodily injury or death and property
damage.
2. Evidence of Coverage: A copy of the insurance identification card for every vehicle
must be filed with the Clerk and a copy kept within each vehicle at all times.

§ 27-4 Power of Attorney. The owner shall execute and deliver to the Township Clerk,
concurrently with the insurance filing, a power of attorney appointing the Chief Administrator
of the New Jersey Motor Vehicle Commission (MVC) as their attorney for the purpose of
acknowledging service of process out of a court of competent jurisdiction.
§ 27-5 Driver Qualifications. No person shall operate a limousine within the Township unless

they:
1. Possess a valid New Jersey Driver's License.
2. Possess a valid "Limousine Driver Certification" issued by the New Jersey MVC.
3. Have cleared state-mandated criminal background checks and drug testing per N.J.S.A.
48: 16-22.3a.

§ 27-6 Issuance of Certificate of Compliance. Upon approval of the application, insurance,
and fees, the Clerk shall issue a "Certificate of Compliance" for each vehicle. The owner shall
use this certificate to obtain/renew "OL" license plates from the MVC.
§ 27-7 Violations and Penalties. Any person violating any provision of this chapter shall, upon
conviction, be subject to a fine of not less than $100.00 nor more than $1,250.00, or
imprisonment for a term not exceeding 90 days. Each day a violation continues shall be deemed
a separate offense.
SECTION II: Amendment to Chapter 10 (Fees and Permits)
Section 10-6.7, "Taxicab, Limousine and Livery Service," is hereby amended and replaced in
its entirety to establish the following fee schedule:

A fee of $800 plus $30 per mile, calculated one way, will be charged to all
persons receiving emergency medical services or ambulance transport services
by the Hopewell Township Fire District No. 1. In addition to the above, a fee in
the amount of $65 will be charged for the use of oxygen, when required and a
fee in the amount of $200 will be charged for treatment of a patient without

Hopewell Fire Department and Emergency Medical Unit volunteers, and
Pennington Fire Company volunteers, the Hopewell Township Fire District No.
I will accept the co-payment if required and the amount paid by an insurance
company as payment in full and will not seek further reimbursement for the

services. All others may be required to pay the entire bill to the Hopewell
Township Fire District No. l depending upon their insurance requirements.

The recipient of the emergency medical services and/or ambulance transport
services must facilitate the submittal of the bill for such services, if required by
the insurance company, and provide all required information necessary for
payment; however, in no case will recipients of services who are Hopewell
Township, Hopewell Borough, or Pennington Borough residents, or others
identified in paragraph c receive a bi11 for said services from the Hopewell
Township Fire District No. l for payment by the recipient.

The Hopewell Township Fire District No. 1 is authorized to collect fees for
emergency medical services and ambulance transport services pursuant to this

The purpose and intent of this section is to increase the availability of ambulance
and fire service units for true emergency situations by reducing the calls for
dispatch of ambulances and fire service units in non-emergency situations and
thereby better protect the health and safety of Hopewell Township residents.

application fee in minimum amounts as set forth below, to be used for
professional review fees and inspection fees. The minimum amount of the
development application fee/escrow will be determined as set forth below.
Each applicant shall agree in writing to pay for all reasonable costs for
professional review fees incurred in excess of the minimum escrow amount.
Any unused po1tion of the escrow fee or escrow amount shall be returned to
the applicant.
(a) Applicants for aquifer test designs, septic system test d_esigns and report
reviews required by Section 16-6 et seq. of Hopewell Township's Health
Ordinance, Section 17-149 et seq. of Hopewell Township's Municipal
Land Use and Development Ordinance, or review of hydrogeological
reports in association with septic system design or evaluations shall pay

shall be obtained or renewed not later than January 31 in any calendar year.

A late charge of 50% will be added to the license fee if not renewed by February
15 of that same year.

When a licensee requires the issuance of an interim. conditional or temporary
license. the Board of Health shall be entitled to charge a processing fee of $100
for each such issuance.

When a licensee requires additional inspections due to a Conditionally
Satisfactory or Unsatisfactory Chapter 24 inspection rating, a fee of $100 shall be

2026, shall be assessed at 50% of the annual rate. The full fee schedule shall
apply to all subsequent renewals and new applications effective January 1. 2027.

PURPOSES
WHEREAS, the Township of Hopewell ("Township") is the owner of the property located at
230 Washington Crossing-Pennington Road, including all buildings and associated grounds;
and
WHEREAS, the Mercer County Sheriff's Office has requested permission to utilize the
property for official law-enforcement training activities; and
WHEREAS, the Township supports interagency cooperation and recognizes the public safety
value of providing an appropriate training environment for law-enforcement personnel; and
WHEREAS, the Township Administrator has reviewed the request and recommends entering
into a Memorandum of Agreement establishing the terms and conditions for such use; and
WHEREAS, the Township Committee finds that entering into this Agreement is in the best
interest of the Township and promotes cooperative public safety operations.
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of
Hopewell, County of Mercer, State of New Jersey, that the Mayor and Township Administrator
are hereby authorized to execute the Memorandum of Agreement with the Mercer County
Sheriff's Office for the use of Township property at 230 Washington Crossing-Pennington
Road for training purposes, consistent wilh the terms set forth herein; and
BE IT FURTHER RESOLVED that a fully executed copy of the Agreement shall be kept on

MEMORANDUM OF AGREEMENT BETWEEN THE COUNTY OF MERCER - SHERIFF'S OFFICE
AND THE TOWNSHIP OF HOPEWELL, MERCER COUNTY, NEW JERSEY

This Memorandum of Agreement ("Agreement") is entered into by and between the Mercer
County Sheriff's Office ("Sheriff's Office") and the Township of Hopewell ("Township") for the
purpose of permitting the Sheriff's Office to utilize Township-owned property for
!aw-enforcement training activities.
1. Property Authorized for Use
The Township hereby grants permission for the Sheriff's Office to use the property located at:
230 Washington Crossing-Pennington Road, Hopewell Township, NJ
including all buildings, accessory structures, and surrounding grounds ("the Property"), for
official training purposes.
2. Condition of Property
The Sheriff's Office shall ensure that the Property is:
Used in a safe and responsible manner
Returned to the same condition in which it was found at the start of each training
session
Free of debris, damage, or alterations unless expressly approved in writing by the
Township
Any damage caused by training activities shall be repaired or remediated at the sole expense of
the Sheriff's Office.
3. Certificate of Insurance
Prior to any use of the Property, the Sheriff's Office shall provide the Township with a Certificate
of Insurance naming Hopewell Township as an additional insured for the duration of this
Agreement.
4. Notice of Training Dates
The Sheriff's Office shall provide the Township Administrator with no less than fifteen (15) days'
advance written notice of each intended training session.
Such notice shall include:

5. Fees
The Township shall charge no fee for the authorized use of the Property under this Agreement.
6. Term of Agreement

7. Indemnification
The Sheriff's Office agrees to indemnify and hold harmless the Township, its officers,
employees, and agents from any claims, liabilities, or damages arising from its use of the
Property, except to the extent caused by the Township's own negligence.
8. Entire Agreement
This document constitutes the entire understanding between the parties and may be amended
only in writing signed by both parties.

POLICIES AND PROCEDURES MANUAL TO PROVIDE CERTAIN
RETIREE HEALTH BENEFITS

WHEREAS, state statute N.J.S.A. 40A:10-23(a) allows a municipal employer to
assume the cost of health care benefits for employees who have retired after 25 years or more
of service credit in a Stale or locally administered retirement system and a period of service of
up to 25 years with the employer at the time of retirement, such period of service to be
determined by the employer and set forth in an ordinance or resolution as appropriate; and
WHEREAS, providing such benefits helps the Township attract and keep talented staff;
and
WHEREAS, the Hopewell Township Personnel Policies and Procedures Manual
currently provides that for the positions of Township Administrator and Depa1tment Head, the
employee qualifies for retiree health benefits if the employee has at least twenty-five (25) years
in the pension retirement system and twenty-five (25) years of service with the Township of
Hopewell, and retires from the position of Township Administrator or Department Head, after
serving at least two (2) years in that role; and
WHEREAS, the Township has in the past and continues to employee individuals in the
position of Township Administrator, who also serve an additional role as a department head,
requiring that individual to perform two jobs, while saving the Township the cost and expense
of retaining two people to perfonn the same work; and
WHEREAS, it is in the Township's interest to provide incentives for an individual to
fill two such roles, by reducing the length the service required by person employed Township
Administrator and department head, to qualify for retiree health benefits; and
WHEREAS, an employee who fills two such roles is on a distinctively different footing
from other employees.
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the
Township of Hopewell, that the Hopewell Township Personnel Policies and Procedures Manual
dated March 27, 2006, last revised November 10, 2025, be and hereby is supplemented as
follows (new material is underlined):
RETIREE HEALTH COVERAGE
Hopewell Township will provide retiree medical benefits to any retiree who meets the
following criteria. All coverage will be coverage in place at the time of an employee's
retirement; all premiums will be subject to Chapter 78 contributions in addition to any
other contributions required by this policy or by law. Payments for benefits are due by
the first day of the month for the following month's benefit coverage.

A. Retirees with at least twenty-five (25) years in the pension retirement.
system and twenty-five (25) years of service with the Township of Hopewell will be
provided with the cost of medical benefits. The retiree may add their spouse or domestic
partner - provided the spouse or domestic partner is not covered under their own
medical benefit plan - and will pay 100% of the added cost of this coverage to insure
their spouse or domestic partner. Once the employee reaches age 60 the retiree will pay
50% of the added cost of this coverage to insure their spouse or domestic partner. Should
the retiree obtain benefits from another employer, that employer's coverage will be
primary.

Any person with at least twenty-five (25) years in the pension retirement system
and twenty-five (25) years of service with the Township of Hopewell, who
retires from the position of Township Administrator or Department Head, after
serving at least two (2) years in that role, will be provided with the cost of
medical benefits. The retiree may add their spouse or domestic partner, and
dependents, provided they are not covered under their own medical benefit plan.
Should the retiree obtain benefits from another employer, that employer's
coverage will be primary.
Any person with at least twenty-five (25) years in the pension retirement system
and ten (1 0) years of service with the Township of Hopewell. who retires from
the position of Townshi p Administrator and Department Head. after serving at
least five (5) years in that role, will be provided with the cost of medical benefits.
The retiree may add their spouse or domestic partner, and dependents. provided
thev are not covered under their own medical benefit plan. Should the retiree
obtain benefits from another employer. that employer's coverage will be
pnmary.
B.
Retirees who are at least sixty-five (65) years of age, with twenty-five
(25) years in the pension retirement system and at least ten (10) years of service with
the Township. The retiree may add their spouse or domestic partner, provided such
spouse or domestic partner is not covered under their own medical benefit plan. The
retiree will pay 50% (fifty percent) of any additional cost of coverage to insure their
spouse or domestic partner.
C.
Retirees who are sixty-two (62) years of age and have at least fifteen
(15) years of service with the Township. The retiree may add their spouse or domestic
partner, provided such spouse or domestic partner is not covered under their own
medical benefit plan, and the retiree shall pay 50% (fifty percent) of any additional
cost of coverage to insure their spouse or domestic partner.

RE S O LU TI ON #26RESOLUTION OPPOSING PASSAGE OF PROPOSED S-1836
WHEREAS, municipalities are required to establish a Municipal Master Plan with a
combination of mandatory and optional elements including Goals and Objectives, Land Use,
Circulation, Housing, Community Facilities, Downtown Economic Development, Historic
Preservation, and Sustainability; and
WHEREAS, municipalities are also required to reexamine the Municipal Master Plan every 10
years to ensure that the master plan meets the community needs and is relevant as communities,
evolve, grow, and change; and
WHEREAS, municipalities complete this effort at great cost and community input to ensure
their community has a roadmap for growth; and
WHEREAS, a municipality is best suited to plan for and understand their community's needs,
the existing infrastructure to address the municipality's public safety, health, traffic, and
character and the ability to expand such infrastructure for desired growth; and
WHEREAS, there are many mechanisms for exceptions and variances to the local planning
process; and
WHEREAS, municipalities have been diligently working to comply with the changes outlined
in the passage of A-4/S-50 in 2024 that made substantial changes to the 4th Round ofAffordable
Housing obligations; and
WHEREAS, affordable housing construction has generally comprised between l 0 - 20 % of a
total development, but municipalities will end up constructing far more units during this current
round of affordable housing; and
WHEREAS, recent legislative proposals that preempt the planning process by permitting the
conversion of underutilized properties into mixed used developments, reducing the number of
parking spaces required for new developments near transit, making Accessory Dwelling Units
permissible, and most recently, legislation that enhances the ability of religious and nonprofit
organizations to convert certain property to inclusionary developments with affordable housing
undenninc the careful planning process outlined in the Municipal Land Use Law; and
WHEREAS, this proposal, S-1836 is particularly egregious because the required percentage
of affordable housing units is only 20% with the remaining 80% at market rate as more than
400 municipalities have adopted plans to fulfill their 4th Round Affordable Housing obligations
far in advance of previous rounds; and

WHEREAS, this legislation bypasses local planning for increased density and height,
regardless of a municipality's ability to ensure safety; and
WHEREAS, a worthy project could, and should participate in the local planning and zoning
process to engage with the public; and
WHEREAS, S-1836 permits the bypassing of the local planning process which is an egregious
assault on municipal autonomy and local decision making.
NOW, THEREFORE, BE IT RESOLVED that the governing body of the Township of
Hopewell, County of Mercer, State of New Jersey, urges the legislature to defeat S-1836 and
similar legislation that denies local autonomy in land use planning and ignores the well thought
out master plan; and

BE IT FURTHER RESOLVED, that a copy of this resolution shall be forwarded to Senator
Shirley Turner, Assemblymember Verlina Reynolds-Jackson, Assemblymcmber Anthony
Verrelli, Governor Mikie Sherrill, and the New Jersey State League of Municipalities

DISABLED VETERAN PROPERTY TAX EXEMPTION
FOR THE YEARS 2026 THROUGH 2032
WHEREAS, the legislature in adopting New Jersey Statute 54:4-3.30 et seq. has
granted full property tax exemption for veterans suffering from certain service-connected
disabilities as declared by the United States Department of Veterans Administration; and
WHEREAS, such exemption shall be granted by a tax assessor upon the filing of a
claim demonstrating the right to the exemption; and
WHEREAS, the statute does not specify the effective date for the granting of a
disabled veteran tax exemption but rather states that the municipal governing body shall by
resolution establish a policy for the granting of property tax exemption under this statute; and
WHEREAS, Resolution #10-224 establishing the policy was originally adopted
August 23, 2010, and subsequently extended by Resolution# 18-363 the 2019-2025 period.
NOW, THEREFORE, BE TT RESOLVED, by the Township Committee of the
Township of Hopewell, in the County of Mercer, State of New Jersey, that the Tax Assessor
shall be authorized for the years 2026 through 2032 to grant property tax exemption to
veterans suffering from certain service connected disabilities as declared by the United States
Department of Veterans Administration upon the filing of a claim demonstrating the right to
an exemption; such property tax exemption shall be effective as of the date of disability as
declared by the United States Deparlment of Veterans Administration, or the date of the

RESOLUTION
EXECUTIVE SESSION

WHEREAS, it is necessary for the Township Committee to discuss real estate, legal,
contract negotiations and/or personnel matters; and
WHEREAS, N.J.S.A. 10:4-12 permits the Township Committee to conduct a meeting
from which the public is excluded in order to discuss such matters; and
WHEREAS, the time when and circumstances under which discussion conducted in
executive session may be disclosed to the public is when appropriate.
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the
Township of Hopewell, County of Mercer, State of New Jersey, that the Township Co~mittee
shall forthwith conduct an executive session to discuss the above.
BE IT FURTHER RESOLVED, that the scope of the aforesaid executive session wi II
be limited to the above matters as stated.
