Councilman Thompson discusses updating the Water Law and not providing service where
unpaid bills cannot be recouped via tax levy. Shawn Thompson to refine draft resolution for
next meeting. Fire department tanker used to fill a private pool; charged $100 load fee per trip
(two trips), causing disagreement. Current law sets load fee plus volumetric charge; historically
FD not charged, but no written exemption. Councilman Thompson to add an exemption for
Louisville Firemen in revised water law; consider codifying exemptions for consistency. All
hauling from the designated hydrant at the water plant with a meter; contact town office first.
It was also suggested installing a permanent meter and camera at the plant hydrant for
tracking/security; designate the superintendent/office as the contact for commercial hauling.

Clerk Ellsworth brings geese abatement fees to the Town Board’s attention. Clerk Ellsworth
received a request from Mary Hinds Noorsdy (Geese in Hindsight) for reimbursement of Geese
Abatement services provided in May 2026. Mrs. Ellsworth explains that last fall she had
informed the Town Board that after speaking with the Town’s Insurance representative, it is
suggested to have 3 documents with the contractor/business owner for geese abatement: a
contract in place, hold harmless in place, and for the Town to be listed on the contractor’s
insurance as an additional insured. Clerk Ellsworth did get a sample of a hold harmless from the
insurance representative and has forwarded it to the Town Attorney 04/2026 for review; she
has not heard back yet.

collecting donations for back-to-school supplies for Massena School District and donations for
local nursing homes such as fleece blankets, men’s pajamas, women's clothes 2xl and large
