1. Most DCo Offices Closing for Winter Holidays - Most Durham County
Government offices will be closed in observance of the Winter Holidays from
Tuesday, December 24 through Thursday, December 26, 2024. Offices will
reopen with normal business hours on Friday, December 27. Our offices will
also close for New Year’s Day on Wednesday, January 1, 2025, and reopen

2. Info Session for the BULLS Academy Cohort 11 - Open enrollment for
BULLS Academy is now open; however, you must first attend an info

3. Stanford L. Warren Branch Library Re-opening - The Durham County
Library is excited to host the grand re-opening of the Stanford L. Warren
Branch Library on Thursday, December 12, at 10 a.m. The branch, located
at 1201 Fayetteville Stret, closed for extensive renovations, structural repairs,
and updates for three years. The branch’s history began with the founding of
the Durham Colored Library in 1916 as only the second Black library in

4. Little WORLD Charity Holiday Model Train Show - All aboard and
welcome to the train show! This exhibit is brought to us by Little WORLD

is to encourage literacy and bring joy to kids needing medical care. When:

5. NAIA Football Championship on Dec. 21 - Durham County Memorial

6. 2024 Annual Property Tax Billing - The Durham County Tax
Administration mailed 2024 tax bills to Durham County property owners in
mid-August. Taxes are due September 1, 2024, but must be paid by January

7. 2025 Reappraisal Notices - The Durham County Tax Administration wants
to inform everyone that notices for the 2025 Reappraisal will be mailed to all

taxpayers of their 2025 assessed values. Property owners are encouraged to
review the values, compare them with sales they have observed in their

8. Durham Homicide and Victims of Violent Death Memorial Quilt
Exhibit - The Durham County Department of Public Health and the DCo
Firearm Injury Prevention Partnership invite all community members to come
to the Human Services Building, 414 E. Main Street, during the month of
December to view the Durham Homicide and Victim of Violent Death
Memorial Quilt exhibit. Artist Sidney Brodie created the quilt in the mid
1990s. Event is free and open to the public during normal business hours.

9. Watch Latest “In Touch with Durham County” - Be sure to check out
the latest edition of “In Touch with Durham County” from the DCo Public

10. Help Shape the Future of Biking and Walking - Have ideas on how to
make biking, walking, and rolling in Durham better? Residents are now invited

infrastructure. Residents can participate by completing an online survey or
attending an in-person community meetings or pop-up events.

The Board of County Commissioners will provide a 30-minute comment period at a
meeting once a month. Any citizen of Durham County wishing to speak shall have an
opportunity to do so. The Board may direct staff to research and reply to the

of the meeting so that staff may reply to comments and/or questions. All speakers are
requested to refrain from addressing issues related to personnel matters.

This camera system captures both audio and visual data. Officers activate their
body-worn cameras (BWC) during encounters with victims, witnesses, and suspects.
The BWCs will provide an accurate and unbiased evidentiary recording of
deputy-involved incidents. BWCs will also strengthen accountability and transparency
and aid in the de-escalation of conflicts resulting in a more constructive encounter
between law enforcement and the community. BWCs, in-car cameras, and vehicle
panoramic cameras can be a highly effective resource to capturing evidence in the
event of a crime, law enforcement-citizen interaction, and/or use-of-force. The value
of modifications in behavior that occurs for both deputies and citizens when aware
that their actions are being recorded strengthens agency accountability and increases
public trust in the professionalism of deputies that serve the community.
This project will upgrade the current system that will go EOL at the end of calendar
year 2024. It will upgrade the current database to a cloud version, which is becoming
the industry standard, that will enable the Sheriff and designated personnel the ability
to view video in real-time. This upgraded database and user portal will allow a
quicker, more efficient way to upload, share and livestream video.

The Board is requested to approve Budget Ordinance Amendment No. 25BCC047
recognizing $31,915 from the 2024 Homeland Security Grant Program (HSGP)
through the North Carolina Department of Public Safety to the Durham County
Sheriff’s Office.
The Homeland Security Grant Program provides funding on an annual basis to
enhance emergency responses. The North Carolina Department of Public Safety
manages and distributes these funds across the state. The Durham County Sheriff’s
Office is a member of North Carolina’s Disaster Preparedness Region 4 (DPR4),
where these funds are awarded. There is no local match required for this grant.
The grant funds will be used to purchase bomb technician equipment used during
suspicious package operations. Funding will also be utilized to purchase an ATV to
deploy during search and recovery requests. These types of responses often require
officers to traverse through rough terrains which limits their ability to carry lifesaving
resources, equipment and transport injured or disabled persons.

The Board is requested to approve a contract with NWN Corporation in the amount
of $113,547.83 to purchase network equipment and licenses for the Detention
Facility’s Security Upgrade Project.
As part of our critical security infrastructure upgrade project, it is necessary to
increase the capacity of our internal network to support the new devices. The
attached equipment quotes were provided by the County’s IS&T department in
response to the number of existing and future network devices that have been
identified for the project. Funding for this project was previously approved by the
Board last fall (23-0787).
G.S. 143-129(e) (7) allows local governments to be exempted from the competitive
bidding requirements and purchase furnishings/equipment through contracts
established by the North Carolina Department of Information Technology as provided
in Article 15 of Chapter 143B of the General Statutes.

The Board is requested to approve a contract with NWN Corporation in the amount
of $115,532.91 to purchase replacement switches for data transfer for the Durham
County Sheriff’s Office.
The Durham County Sheriff’s Office data center has two main core switches that
handle all data transfer inside and outside of the agency. By having two Layer 3
switches and spreading servers on both, we achieve a higher level of redundancy in
which the failure of one Layer 3 switch does not completely compromise the
application and data environment. These new switches will also allow the Sheriff’s
Office to accept higher data transfer speeds, which will assist the DCSO grow into a
more data-driven agency and handle more digital data as we continue to move into
more video evidence from body worn, in-car and drone cameras.
Our current switches are 5 years old and have exceeded the industry standard Life
Cycle Replacement practices of 4 years. Our current switches have also reached their
End of Life, which means we are unable to replace parts, or put any type of
maintenance plan on them. Funding is included in current budgeted amounts.

The BOCC is requested to authorize the County Manager to execute a contract with

In FY25, the Board of County Commissioners (BOCC) approved $1,926,750.00 to
replace five ambulances under the county’s vehicle replacement policy, supporting a
safer and more sustainable emergency response fleet. The purchase, facilitated
through the SAVVIK Cooperative Agreement consortium with Spartan Fire and
Emergency Apparatus, includes a $385,350.00 per unit price that Spartan has agreed
to honor until January, 2025. Each ambulance includes $23,534.00 towards the
purchase and installation Stealth Power anti-idle system, enhancing operational
efficiency, reducing fuel consumption, and supporting Durham County’s environmental
goals. G.S. 143-129(e) allows local governments to be exempted from the
competitive bidding requirements and purchase furnishings/equipment through group
purchasing programs.

Approval of Contract with Stryker for the Purchase of
Power-LOAD Units in the amount of $89,999.99.

The Board is requested to approve a contract with Stryker for the purchase of three
(3) Power-LOAD units that will equip three (3) new Braun ambulances. The Office
of Emergency Services (OES) will utilize existing capital budget funds for EMS
equipment replacement in the amount of $89,999.99 utilizing Sole Source Exemption.
In 2021, the OES - Emergency Medical Services acquired Stryker stretchers and
Power-LOAD systems, deploying them across all EMS ambulances. At that time,
several ambulances were permanently out of service due to mechanical failures and
were scheduled for replacement. Consequently, Power-LOAD units were not
installed in these decommissioned vehicles. Due to substantial supply chain delays, the

The breakdown of the city contributions is $500,000.00 for the client $120,000.00 in
administrative support, and $7,500.00 in publications.
The Durham County Department of Social Services worked in partnership with the
Durham County Tax Office and the Durham County Board of Commissioners to
develop a Low-Income Homeowners Relief Program. The objective of the program
is to provide relief through a tax support program to help long-term homeowners in
the lower income brackets to remain in their homes.
This budget ordinance is dependent on approval by the Council of the City of
Durham.

The NCCU Digital Equity Leadership Program (DELP) is designed to “address the
lack of
broadband access, connectivity, adoption, and equity at NCCU and surrounding
anchor communities. The Budget Amendment in the amount of $180,000 will cover
salaries, benefits and other expenditures through October 14th, 2025. The purpose
of the program is to provide sustainable digital literacy programming and one on one
assistance to members of the community who need to improve their computer skills.
Durham County Library has proposed to hire three provisional FTE Senior Library
Assistants, increasing Durham County Library’s authorized FTE strength from 144.38
to 147.38.
The County Attorney’s Office has reviewed and approved the subaward agreement
document.

The Durham County Detention Center fire pump is currently non-functional and needs
to be replaced. The Sheriff’s staff must conduct round-the-clock fire watch on the
building because it does not have a functioning sprinkler system. This condition is a life
safety issue for the inmates and staff working at the building. The estimated cost of
this project is $300,000.
Also, a bypass line and valves on the domestic water line servicing the Detention
Center must be installed. Currently, if the main backflow goes down, there will be no
water service to the building. This bypass will allow water service to the building if
and when the backflow needs to be repaired. This is a necessary redundancy for a
facility that must operate 24-7. The estimated cost of this project is $175,000.
Both projects fall within our Scope for the Ongoing Facilities Systems Upgrades. The
Detention Center Window Replacement project’s construction cost was well below
the estimated project construction cost. This leaves a surplus that can be used to
cover the above request.

the Bus Rapid Transit (BRT) Vision Plan and Transit Plan Management, as well as
approval of one new Transportation FTE to be funded by the Durham Transit Plan.
On November 12, 2024, the Durham County Board of Commissioners approved the
FY25 Durham Transit Work Program Q2 Amendment, and subsequently, on
November 20, 2024, the GoTriangle Board of Trustees also approved the
amendment. This amendment included the appropriation of up to $1,076,939 for
Durham County to undertake a Bus Rapid Transit Vision Plan and an additional
$60,542 of FY 2024-25 funding support for staff at the County to administer the
Transit Plan and transit projects. This budget ordinance amendment is necessary for
the Durham County budget to recognize these approved funds that will be reimbursed
by GoTriangle using Durham County Transit Plan funding.
The Bus Rapid Transit Vision Plan will identify potential corridors for BRT or bus
speed and reliability infrastructure. The Transit Plan Management project supports the
half-year cost for an additional staff position at Durham County to manage the BRT
Vision Plan and will work with project sponsors to the implementation of projects
over the many years to come. The BRT Vision Plan is a one-time capital planning
project, and the additional funding for Transit Plan Management is available starting
mid-year in FY25 and will continue as a full-year ongoing operating project in the
Annual Work Program.

The Board is requested to approve the amendment to the contract between the
County and Durham Children’s Initiative (DCI) for DCI to act as the implementation
partner for the DCo Thrives guaranteed income pilot program to provide an
additional $61,500 in ARPA funding towards the contract. With this amendment, the
contract amount will total $1,652,500 with a period of performance ending
September 30, 2025, or 6 months after the final guaranteed income payment,
whichever comes later, not to exceed June 30, 2026.
The overall budget approved for DCo Thrives by the Board is $1,690,000 from the
County’s ARPA allocation. This overall budgeted amount included a contract with a
third-party program administrator, as well as a reserve for additional funding needs
related to the DCo Thrives program. Throughout the planning of the pilot program,
staff have worked with DCI and other project partners to refine and finalize the scope
of needs, and have determined the best use of the funds is to allocate the remaining
reserved funds, totaling $61,500, to the program administration contract with DCI in
order to carry out the DCo Thrives pilot program successfully and ensure that all
ARPA funds budgeted for the program are encumbered by the December 31, 2024
compliance deadline.
The Board of County Commissioners (BOCC) originally approved the contract for
DCI to serve as the program administrator for DCo Thrives on Monday, April 29th,
2024. The pilot program will target low-income families with at least one child under
the age of 18 and will distribute $750 per month to 125 families for one year in order
to determine the effectiveness of guaranteed income in improving
well-being for children and families in Durham.
Accordingly, it is now recommended that the Board approve the amendment to the
contract with Durham Children’s Initiative.

This month’s report includes releases and refunds for tax year 2024 totaling $
811,727.86. Prior tax years’ (2015-2023) releases and refunds are in the amount of
$ 36,238.23. November 2024 releases and refunds total $ 847,966.09.

within the ARPA project budget, totaling $62,445,275. In addition, the Board is
asked to approve the contract amendments to support the childcare subsidy
allocation, food insecurity, and funds to support a water-sewer project. More
specifically, the Board is asked to authorize the County Manager to execute the
contract amendments to support an increased childcare subsidy allocation of
$400,000 to the Child Care Services Association, bringing the contract total to
$2,400,000 and increasing funding to support the Inter-faith Food Shuttle from
$1,643,284 to $1,985,368, a $342,084 increase. The action also approves the
contract amendment for the Durham Children’s Initiative to increase the existing
contract by $61,500 to administer the DCo Thrives Guaranteed Income Pilot
Program, which brings the contract amount to $1,652,500. Finally, the budget to
support Slater Road for the water-sewer project is increased to $13,135,308, with
transfers from the Broadband project allocation and other previously funded ARPA
projects. The County will leverage funds available through the NC Department of
Information Technology, Division of Broadband and Digital Equity to support
broadband projects.
In 2021, Congress passed legislation to approve the American Rescue Plan Act
(ARPA), a $1.9 trillion bill passed to speed up the country's recovery from the
economic and health effects of the COVID-19 pandemic and recession. Of this
amount, $350 billion was delivered to state, local, territorial, and Tribal governments
to respond to the COVID-19 emergency. Durham County received $62,445,275. In
May 2022, the Durham County Board of Commissioners adopted a comprehensive
framework for allocating and using ARPA funds aligned with US Treasury guidelines.
ARPA funds can support several priorities, including a public health response to

COVID-19, addressing negative economic impacts, replacing public sector revenue

A relocated and upgraded Slater Road Lift Station (LS) was recommended in a
preliminary engineering report. Upgrades to the LS will increase sewer capacity in the
Northeast Creek basin, as well as improve reliability and ease of maintenance. The
Slater Road LS was constructed in 1983.
Relocation of the Slater Road LS is recommended for the following reasons:
· The current location lies within Wake County, and customers served in this
area can still be served by a gravity system that flows to the relocation point.
· By moving the LS west of I-540, the force main underneath I-540 can be
abandoned, thereby eliminating a potential catastrophic liability.
· Roughly 1800 feet of existing force main will be abandoned, which will
improve pumping efficiency.
· Construction at the new location allows for the current LS to operate with
minimal interruptions or construction conflicts.
This project uses progressive design-build as its delivery method and involves
ARPA-approved funding, which was initially approved at $10,000,000 and has
increased to $13,135,308.
DCo Engineering is using the progressive design-build delivery method to expedite
project completion and meet ARPA requirements for funds obligation (by December
31, 2024) and funds spent (by December 31, 2026). The County will be reimbursed
for funds spent within ARPA’s eligibility limits (December 31, 2026).
This is Phase 2 of the project. Phase 2 consists of the construction of the lift station,
force main, and sewer outfall.
Phase I consisted of field evaluations,
permitting/encroachment, projecting flows, siting, right-of-way analysis, easement
acquisition, surveying, subsurface utility surveys, geotechnical services, detailed
design, and development of the Guaranteed Maximum Price (GMP).

Board and Commission Appointments (10min)

Monica Wallace, Clerk to the Board, will distribute ballots to the Board to make
appointments to the following boards:

Board of Adjustment
Dangerous Dog Appeal Board
Durham County Women’s Commission
Durham Open Space and Trails Commission

The Board of Commissioners recognizes the need to have a representative sample of
the citizens of Durham County serve on boards, commissions, committees, and
authorities. No citizen may serve more than four consecutive terms for 2-year term
boards; three consecutive terms for 3-year term boards; two consecutive terms for
4-year term boards; and one consecutive term for 5 and 6-year term boards in any
one position, unless otherwise stated by statute; or there are no other applicants who
meet the eligibility requirements. The Equalization and Review Board shall be exempt
from these term limits.
Alignment with Strategic Plan: This item aligns with Goal 5: Accountable, Efficient
and Visionary Government.
Resource Persons: Monica Wallace, Clerk to the Board
County Manager’s Recommendation: The County Manager recommends that the
Board of County Commissioners vote to appoint members to the aforementioned
Boards and Commissions.
