3. 2025 General Reappraisal - Reappraisal is the process of taking a Jan.1,

4. An Evening to Shine from DPS - The Durham Public Schools Foundation
(DPSF) and Durham Public Schools (DPS) are excited to announce the
annual student arts showcase and scholarship fundraising event, An Evening
to Shine, at the Durham Performing Arts Center on Tuesday, Feb. 11 at 7
p.m. Guided by vocal clinicians, artists, and choreographers, over 500
elementary, middle, and high school students will display their vocal, dance,
and visual arts talents in front of over 2,500 community members. Proceeds
from An Evening to Shine support the Durham Promise Scholarship Fund,
which provides scholarships to at least one senior at every DPS high school.

Proclamation - Durham Soil and Water 60th Anniversary - January 2025

Resolution - Honoring the Life of Dr. E. Lavonia Allison (10min)

The Board is requested to approve a resolution honoring the life and legacy of Dr. E.
Lavonia Allison who made her transition on January 7, 2025. Funeral services for Dr.
Allison were held on January 25th, and the resolution was read at that time and
shared with the family.
Dr. E. Lavonia Allison was a stalwart activist and champion for those without an
effective voice. For generations she rallied for improved education, political access,
and justice for all. She chaired The Durham Committee on the Affairs of Black
People for many years, and was a well-known, highly respected leader across our
state and nation. She was on a first name basis with some of the most powerful
politicians across the spectrum and was always known and respected for her tenacity.
On behalf of Durham County and its residents, we extend our sincere condolences to
Dr. Allison’s entire family and her extensive network of friends.

Extension’s Kids Voting Durham program, nearly 100 Durham community dreamers,

Proclamation - National Mentoring Month (5min)

The Board is requested to issue a proclamation declaring January 2025 as National
Mentoring Month in Durham County. The goal of the proclamation is to urge all
residents of Durham County to rededicate ourselves to preventing youth from entering
the juvenile and criminal justice systems and recommit to building a community where
all our youth can grow, flourish, and take Durham County to new and greater heights
through effective mentoring relationships.
Created in 2002 by the Harvard School of Public Health and MENTOR: The
National Mentoring Partnership, National Mentoring Month (NNM) focuses national
attention on the need for mentors, as well as how each of us - individuals, businesses,
government agencies, schools, faith communities and nonprofits - can work together
to increase the number of mentors to assure positive outcomes for our young people.
NMM celebrates mentoring and the positive effect it can have on young lives. Its
goals are to raise awareness of mentoring in its various forms, recruit individuals to
mentor, especially in programs that have waiting lists of young people and promote
the rapid growth of mentoring by recruiting organizations to engage their constituents
in mentoring.

Authorize the County Manager to Execute an Interlocal Agreement
with Central Pines Regional Council for $110,000 to continue the
Low-Income Residential Solar Program

Agenda Text:

The Board is requested to approve authorize the County Manager to execute an
Interlocal Agreement with Central Pines Regional Council (CPRC) to continue the
Low-Income Residential Solar Program.
Durham County partnered with CPRC and the City of Durham to create a
Low-Income Residential Solar Program in 2022 to cover the cost of solar power
systems on homes for low-income residents. Staff has worked with Durham
Community Land Trust and Rebuilding the Triangle Together to identify homes for the
program, including rental properties designated for permanent low-income housing.
So far, nine homes have received solar systems at no-cost and several more are
awaiting final contracts. The systems are approximately 4kW in size and cost
approximately $12,000 each.
This interlocal agreement provides for CPRC to
administer the funds and provide quality assurance for the installations.
The Board of Commissioners approved $110,000 in the FY25 budget; this ILA does
not require allocating additional funding this fiscal year.
Installing solar power systems on low-income housing reduces monthly utility costs for
the residents for the 25-year lifespan of the systems. This frees up funds for other
necessities like food and medicine. This also reduces resident anxiety about using
potentially life-saving air conditioning during extreme heat events, thus increasing
resident resilience and improving health outcomes.

Lease Agreement Between Durham County and 712 Ellis Durham
LLC for the Relocation of Office of Emergency Services and General
Services Vehicle Maintenance Facility to 712 Ellis Road, utilizing
35,306 square feet of space at a lease rate of $10.26 (base lease plus
additional rent for taxes and insurance) per square foot for a Year 1
lease payment of $362,239.56.
Agenda Text:

The Board of County Commissioners is requested to approve Budget Amendment
No. 25BCC071 appropriating $129,631.87 of General Fund fund balance to fund
the approval of the attached Lease Agreement between Durham County and 712 Ellis
Road LLC for 35,306 square feet of industrial space located at 712 Ellis Road,
Durham NC, to serve as the centralized location for Office of Emergency Services
(OES) and County Fleet Vehicle Maintenance. The lease rate is $8.75 per square
foot plus $1.51 per square foot for taxes, insurance, and General and Administrative
costs, and an upfront security deposit in the amount of $77,232. The annual
escalation on the lease rate is 3.75%. The Board of Commissioners is further
requested to authorize the County Manager to execute the Lease agreement in its final
version, subject to approval by the County Attorney’s Office. County engineering
personnel, with the Assistance of the County Attorney’s Office (and - to the extent
necessary - outside counsel) are in the process of finalizing the details of the Lease
document. Upon approval and execution of the Lease Agreement, the County
Engineering’s Project Management Division will begin the work to complete the
design and construction of the building upfit to accommodate the County’s needs in a
timely manner.
The budget amendment ensures funding for the Security Deposit ($77,231.88) and
first month’s rent ($30,186.63) and Additional Rent for February - June
($22,213.36) which will be due in the FY 2024-25. The plan and budget for this
whole project, including the future lease obligations ($362,239.56 for FY 2025-26),
will be brought forward through the FY 2025-26 budget process for further
consideration by Management and Elected Officials.
This is a 7-year NNN (triple net lease) with two 5-year extensions that may be
exercised at the County’s option. A triple net lease means that property taxes,
building insurance, and maintenance costs are paid by the Tenant. In order to
eliminate repair and maintenance fees that are frequently paid to the Landlord in the
form of “additional rent” or TICAM (Taxes, Insurance, Common Area Maintenance)
fees, and to retain needed control over the property during our lease term, General
Services staff and contractors will maintain this property and make repairs as needed.
This includes building systems, landscaping, hardscaping, parking lot, fencing,
extermination, refuse hauling, as well as all utility costs for this triple net lease. The
Landlord maintains responsibility for repair and replacement of all roof and structural
systems.

Durham County has leased space for OES Fleet Maintenance since 2016 at 122
Stone Park Court. The property was sold to the North Carolina Railroad in 2023
and is slated for demolition to allow for the realignment of the existing rail line adjacent
to the property. Durham County has been notified that we must vacate the building
by the end of August 2025. The former Parkwood Fire Station on Seaton Road was
evaluated as a potential solution, however, due to zoning and other issues, could not
be upfitted for this purpose in a time to fulfill this urgent need.
In addition to the needs of OES, General Services has been relying on outside vehicle
service providers to maintain our fleet due to lack of space to perform this critical
function in-house. GSD has found this to be an unreliable and untenable approach.
Multiple locations for the relocation of OES and General Fleet Maintenance have
been explored, and staff have determined that the location at 712 Ellis Road is the
most effective option for a temporary facility until a new permanent facility can be
funded and construction on the County’s property at Junction Road, and can be
functional within the time available.

Sustainable Infrastructure & Environment by planning for long-term use of County
facilities, and equipment.

The Districtwide Roofing Repair capital project will fund contracts to address ongoing
leaks in roofs at multiple sites; the Districtwide Life Safety Equipment Upgrades capital
project will fund building repairs, replacements and upgrades such as fire alarms,
burglar alarms and intercom systems; and the Districtwide Carpet and Floor Tile
Replacement capital project will fund flooring repairs due to unsafe conditions at
multiple sites. All projects will be completed by the summer of 2025 and prior to the
start of the 2025/2026 school year.
Lottery funding assigned to roofing repairs will support repairs and leaks that directly
affect classrooms and areas throughout the building. Some leaks cause classrooms to
close and result in students being moved from that classroom during the period the roof
is leaking. DPS currently needs roofing repairs throughout the district, to include
elementary, middle, and high schools.
Lottery funding assigned to life safety equipment will support replacing and installing
new building devices. This funding is not intended to support a whole system
replacement. All levels of schools could need repairs and upgrades to intercoms, fire
alarm pull stations, smoke detectors, and other related system devices. These repairs
are considered critical to ensure the building systems alert students and staff in the
event of an emergency. These types of repairs are currently needed throughout the
district, to include elementary, middle, and high schools.
Lottery funding assigned to flooring upgrades and replacements will support urgent
areas that have been identified for replacement. These areas need to be replaced due to
tiles chipping and carpet being exposed to leaks/ flooding. These repairs are intended to
improve IAQ and overall facility conditions.

Approval of Property Tax Releases and Refunds for December 2024

Agenda Text:

The Board is requested to approve the Releases & Refunds for December 2024,
which includes adjustments to the current year’s levy as well as prior years’ levies.
Due to property valuation adjustments for over assessments, listing discrepancies,
duplicate listings, and clerical errors, etc. the attached reports detail monthly releases
and refunds for December 2024.
This month’s report includes releases
and
refunds for tax year 2024 totaling $
1,995,772.80. Prior tax years’ (2015-2023) releases and refunds are in the amount
of $ 169,252.71. December 2024, releases and refunds total $ 2,165,025.51.
Alignment with Strategic Plan: This item aligns with Durham County Strategic
Goal: Financial Stewardship. This request is to ensure the county complies with
financial requirements mandated by North Carolina General Statutes which ensures
we are accountable to our citizens.
Resource Persons: Keyar Doyle, Tax Administrator
County Manager’s Recommendation: The County Manager recommends that the
Board approve the property tax release and refund report for December 2024, as
presented and authorize the Tax Assessor to adjust the tax records as outlined by the
report.

The Board of Commissioners recognizes the need to have a representative sample of
the citizens of Durham County serve on boards, commissions, committees, and
authorities. No citizen may serve more than four consecutive terms for 2-year term
boards; three consecutive terms for 3-year term boards; two consecutive terms for
4-year term boards; and one consecutive term for 5 and 6-year term boards in any
one position, unless otherwise stated by statute; or there are no other applicants who
meet the eligibility requirements. The Equalization and Review Board shall be exempt
from these term limits.
Alignment with Strategic Plan: This item aligns with Goal 5: Accountable, Efficient
and Visionary Government.

County Manager’s Recommendation: The County Manager recommends that the
Board of County Commissioners vote to appoint members to the aforementioned
