BUDGET AMENDMENT: ALIGN ARPA ENABLED BUDGET AFTER
FISCAL YEAR 2026 YEAR END
Background:
As part of the allocation of American Rescue Plan Act
(ARPA) funding, the Guilford County Board of
Commissioners (Board) authorized funding for certain
initiatives through the revenue replacement provisions of
ARPA. These allocations are accounted for in the ARPA
Enabled Fund, with appropriations established separately for
each initiative through the annual Budget Ordinance. This
structure ensures that funding balances are tracked
appropriately and only used for the purposes authorized by
the Board.
During the annual budget development process, staff creates
projections for expenditure and contractual commitments
through the end of the fiscal year to estimate the amount of
funding remaining in each initiative on June 30th. These
estimated remaining balances are included in the adopted
budget, then subsequently reconciled to actual expenditures
and commitments after the fiscal year closes and the true
balances are known.
With the completion of the Fiscal Year 2025-26 year-end
accounting process, budget amendments are necessary to
align Fiscal Year 2026-27 appropriations with the remaining
funding available for each initiative.
This reconciliation is a routine year-end process that ensures
budgeted amounts remain consistent with the Board's
previously approved allocations. The amendments do not
change the total funding authorized for any initiative or impact
planned program activities. The appropriations of fund
balance restore funding already committed to each initiative
and are not uses of unassigned General Fund fund balance.
Requested Action:
Approve budget amendments for the ARPA Enabled Fund.

APPROVE BUDGET AMENDMENT TO RECOGNIZE $463,435 IN
STATE FUNDING FOR LAW ENFORCEMENT OFFICER BONUSES
Background:
The North Carolina General Assembly authorized a one-time
$1,750 bonus for eligible sworn local law enforcement
officers as part of the FY2026-27 State Budget. The North
Carolina State Bureau of Investigation (SBI) is responsible
for distributing funding to local agencies to support the
bonuses and associated employer FICA costs.
The Guilford County Sheriff's Office has been awarded
$463,434.48 based on 246 eligible sworn full-time equivalent
(FTE) positions ($430,500 Bonus + $32,934.48 FICA). The
County is responsible for processing the bonus payments
through its payroll system. The County will reconcile the final
number of eligible FTEs with SBI, which may result in minor
adjustments to the total funding and associated expenditures.
This action will not result in the expenditure of any county
funds.
Requested Action:
Approve a budget amendment to the FY2026-27 General
Fund increasing Federal/State revenues and Law
Enforcement’s appropriations by $463,435 to recognize
funding from the North Carolina State Bureau of Investigation
for one-time sworn law enforcement officer bonuses and

JUVENILE DETENTION ACCESS CONTROL SYSTEM UPGRADES
Background:
The County has been working to complete a needed access
control system upgrade at the Juvenile Detention Center to
improve facility security and support the safety of County staff
and juvenile detainees. The project was initially solicited in
April 2024 under Bid 20179 and following implementation
challenges and the contractor’s inability to complete the
required access control scope, the County discontinued work
under that contract in October 2025. The project was
subsequently re-solicited in April 2026; however, that
solicitation was rejected in July 2026 to ensure compliance
with changes in North Carolina procurement requirements.
The operational need for the access control improvements
remains significant and has become increasingly urgent.
Following closure of the prior contract, approximately
$253,091 remains available within the existing project budget.
County Purchasing has authorized a bid waiver for this
service based on qualifications, subject matter expertise, and
geographic proximity to Guilford County. Juvenile Detention
is requesting authorization to contract with Cornerstone
Detention Products, Inc. for completion of the access control
improvements. The total cost of the project would be
$509,846.89. Completing these improvements will provide
a more reliable and effective access control system and
strengthen the overall safety and security of the Juvenile
Detention Center.
The equipment is under warranty during the first year of the
contract; however, the County may elect to add a
maintenance package through a future contract amendment
following completion of installation and acceptance of the
system. The proposed maintenance package is priced at
$87,120.66, consisting of $27,635.42 for Year 1, $29,017.19
for Year 2, and $30,468.05 for Year 3. The first year's cost
would be prorated based on the actual commencement date

HHS-DEPARTMENT OF SOCIAL SERVICES CONTRACT
AMENDMENT WITH VANGUARD PROFESSIONAL STAFFING
Background:
Guilford County Health & Human Services Agency Department of Social Services has utilized contracted
services for staffing in Child Welfare with Vanguard
Professional Staffing for social worker staffing since July
2021. Vanguard Professional Staffing is a reputable talent
management organization specializing in temporary staffing
solutions for human services organizations. The services
provided by Vanguard have been a significant help in
children’s services covering vacant positions and caseloads.
The initial contract in question was entered with a term of July
01, 2024 - September 30, 2025 with 2 options to renew in the
amount of $190,000. The first term for FY25 only expended
approximately $69K of the $190,000 contracted total due to
shortages in available staffing with Vanguard. The first
renewal was activated in FY26 for term of October 1, 2025 September 30, 2026 in the amount of $190,000. Vanguard's
staffing resources increased during this current term leading
to a year to date expended total of $183K. Monthly expenses
have doubled over the last 2 months due to increased
staffing needs within Child Welfare and reduction of
availability with other temporary staffing agency partners.
HHS-DSS staff are requesting an amended increase of
$42,000 for a new contract total of $232,000, to the current
term, to allow completion of current caseloads. These
positions will assist Guilford HHS-DSS with meeting State
and statutory mandates for the protection and well-being of
children. State and federal reimbursements for social work
activities in children's service range between 50-75%.
Social workers contracted through Vanguard have been able
to assist with assessment and foster care cases, carrying
caseloads, assisting with client well-being, parent referrals,
participating in CFT meetings, home visits, initiating cases,
court summaries, on-call duties, and various other
responsibilities associated with the Children's Services

division. The social workers are carrying 12-14 cases each
and assisting with other supports for social workers.
Over the past few years, social services agencies across the
state have struggled to attract and retain qualified child
welfare social workers for various reasons. Guilford has seen
rising caseloads and reports of abuse and neglect. Our
agency currently has numerous vacancies in the child welfare
division. Child welfare supervisors are covering vacant
caseloads and shifts within programs areas have been made
to ensure service levels are maintained.
Guilford HHS-DSS currently has 32 vacant social worker
positions in children's services with an additional 14 workers
identified to start over the next month. At the end of
September, the latest completed month with data available,
there are 776 children in custody, with 28 foster care social
workers available to carry caseloads. There are 1160 open
assessment cases and 32 assessment social workers
available to carry cases.
Funding for this contract will be paid from part-time salaries
using lapsed salaries from various vacancies throughout the
agency. Per County Purchasing policy, the contract must be
approved by the Board of Commissioners due to the total
exceeding $200,000.
Requested Action:
Approve contract amendment, in substantial form, for
increase of $42,000 with Vanguard Professional staffing for
contract social workers, for total contract in the amount of
$232,000.

FOUNDATION FOR A HEALTHY HIGH POINT - APPROVAL TO APPLY
FOR COMMUNITY ENGAGEMENT GRANT ($270,000)
Background:
Health and Human Services - Department of Public Health
requests authorization to apply for a three-year Impact Grant
from the Foundation for a Healthy High Point to expand
community engagement capacity countywide, with a focused
effort in Greater High Point. The grant will support a
dedicated Community Health Educator II who will strengthen
relationships with residents and community partners;
coordinate listening sessions, community forums, and other
engagement activities; support the 2027 Community Health
Assessment and subsequent Community Health
Improvement Plans; and advance community-informed
initiatives addressing priority health issues, including violence
prevention and food insecurity. Over the three-year grant
period, the project aims to directly engage at least 500
Guilford County residents and establish sustainable
community engagement practices.
The Foundation for a Healthy High Point will provide $90,000
annually for three years, beginning January 1, 2027, for a total
grant award of $270,000. Grant funding will primarily support
the salary of the Community Health Educator. Notification of
grant award is expected around December 10 2026.
To support implementation of the grant, the department
proposes reclassifying an existing vacant Nurse Specialist I
position in the Case Management of High Risk Pregnancy
Program (CHMRP), currently funded by a grant ending
December 31, 2026, to a Community Health Educator II
position. Upon grant award approval and required
Commissioner authorization, the position will be reclassified
to align with the grant’s purpose and funding requirements,
allowing the department to repurpose the existing position for
the new grant-funded responsibilities.
HHS-DPH will provide approximately $82,647 in in-kind
support over the three-year grant period. This contribution will

consist of a portion of salary and fringe benefits for existing
staff providing supervision, as well as support for education
and training, local travel, printing and office expenses,
educational materials, and related infrastructure. This in-kind
support will help ensure successful implementation of the
grant without requiring these resources to be fully funded by
the grant.
Department leadership intends to seek County funding to
sustain the Community Health Educator position beyond the
grant period, subject to the County’s annual budget and
approval processes.

GRANT APPLICATION - PAVED TRAILS AND SIDEWALKS
FEASIBILITY FOR THE BICENTENNIAL GREENWAY
Background:
The City of Greensboro, City of High Point, and Guilford
County recently entered into an Interlocal Agreement
establishing shared ownership and management
responsibilities for the Bicentennial Greenway. The
agreement provides a coordinated approach to maintaining
and improving the regional greenway system, including
addressing aging infrastructure, aligning resources, and
pursuing grant opportunities to support long-term
improvements.
The Piedmont Triad Regional Council (PTRC) recently
identified a grant opportunity through the North Carolina
Department of Transportation's (NCDOT) Paved Trails and
Sidewalks Feasibility Studies Program. Guilford County, in
partnership with the City of High Point, proposes to pursue
funding to evaluate improvements to the southern section of
the Bicentennial Greenway, west of East Fork.
This section of the Greenway includes a deteriorating
wooden staircase and a significant elevation change adjacent
to a bridge, presenting accessibility and safety concerns. The
proposed feasibility study will evaluate existing conditions,
identify potential improvements, and assess alternative trail
alignments to improve accessibility, safety, and long-term
maintenance.
Guilford County and the City of High Point propose to pursue
$80,000 in total project funding for the feasibility study. The
NCDOT program requires a 20% local match of $16,000,
which will be shared equally between the two jurisdictions
($8,000 each). Guilford County's contribution will be funded
through existing Parks and Recreation capital appropriations
previously approved by the Board of Commissioners.
PTRC will prepare and submit the grant application on behalf
of Guilford County and the City of High Point and provide

grant administration services. PTRC will charge a $2,000
administrative fee, shared equally between the two
jurisdictions ($1,000 each). Guilford County's portion of the
administrative fee will be funded through the Parks and
Recreation Department's existing operating budget.
Guilford County's total financial commitment is $9,000,
consisting of an $8,000 grant match and a $1,000
administrative fee, both funded through existing
appropriations.
Requested Action:
Authorize the Piedmont Triad Regional Council (PTRC) to
prepare and submit a grant application on behalf of Guilford
County, in partnership with the City of High Point, to the
NCDOT Paved Trails and Sidewalks Feasibility Studies
Program. The proposed study will evaluate needed
improvements and potential realignment of the southern
section of the Bicentennial Greenway to enhance
accessibility and safety for Greenway users.

CONVEYANCE OF PROPERTY INTEREST TO CITY OF GREENSBORO
- 4525 and 4525A W. WENDOVER AVENUE, GREENSBORO
Background:
The properties at 4525 and 4525-A West Wendover Avenue
comprise the former Guilford County Animal Shelter site. The
property was acquired in 1958, with ownership historically
divided among Guilford County (1/2), the City of Greensboro
(3/8), and the City of High Point (1/8). Following relocation of
animal shelter operations to the County's new facility in 2021,
the former shelter was demolished in 2023. In June 2026,
the City of High Point conveyed its 1/8 ownership interest to
Guilford County.
The site is currently divided among three lots. Lot 1 is
associated with the Humane Society of the Piedmont, Lot 2 is
identified as Guilford County property, and Lot 3 is jointly
owned by Guilford County and the City of Greensboro.
The City of Greensboro is evaluating the site for
development of permanent supportive housing. Permanent
supportive housing combines permanent, affordable housing
with individualized supportive services for people who have
experienced chronic homelessness or face significant
barriers to stable housing. The City has completed initial due
diligence, including soil testing and stream identification,
conceptual site design, civil engineering review, and a Phase
I environmental assessment, while developer engagement
and financial scenario planning remain underway.
The City has indicated that transfer of the property is needed
before it can complete rezoning and annexation and advance
developer selection and, if applicable, a Low-Income
Housing Tax Credit application. Additional project steps
include surveying and recombination, water infrastructure,
developer selection, financing, and completion of interlocal
agreements.
The proposed action would convey the County’s interests in
4525 and 4525-A West Wendover Avenue to the City of

Greensboro pursuant to N.C.G.S. §§ 153A-176 and

covenants would require the property to be used for the
development of permanent supportive housing; prohibit the
City from disposing of the property for the purpose of
generating a profit while allowing transfer to a nonprofit,
housing provider, developer, or other development partner to
facilitate the project; and require the property to revert to
Guilford County if permanent supportive housing is not in use
or under construction within three years, unless the County
agrees in writing to extend that period.
Requested Action:
Accept the receipt and recording of a quitclaim deed to
extinguish the Humane Society's reversionary or other
property interest for 4525-A W. Wendover Avenue and
approve conveyance of:
(1) Guilford County’s undivided five-eighths (5/8) interest in
the property located at 4525 W. Wendover Avenue,
Greensboro and authorize the County Manager or designee
to finalize, execute, and record all documents necessary to
complete the conveyance; and
(2) Guilford County's interest in the property located at

RECEIVE GUILFORD COUNTY SCHOOLS' NORTH CAROLINA
DEPARTMENT OF PUBLIC INSTRUCTION FACILITY NEEDS SURVEY
Background:
Pursuant to NCGS 115C"-521(a), local boards of education
are required to submit a facility needs survey every five (5)
years to the State Board of Education and the Guilford
County Board of Commissioners is also required to receive
and review the survey results.
The results of this survey, which includes both new school
needs and renovation/repair of existing schools, allows the
State to assess projected facility needs for the five to ten
years. The survey is based on a set of assumption within the
database provided by the North Carolina Department of
Public Instruction (NCDPI) and does not necessarily reflect
Guilford County Schools' local capacity or cost projections.
The results of the survey are attached, which include

PUBLIC HEARING: CONSIDER THE ADOPTION OF A PROPOSED
MORATORIUM ON DEVELOPMENT APPROVALS FOR NEW DATA
CENTERS, WITH POTENTIAL EXEMPTIONS
Background:
Pursuant to N.C. Gen. Stat. §§ 160D-107 and 160D-601, the
Guilford County Board of Commissioners will conduct a
legislative hearing to receive public comment and consider
adoption of an ordinance imposing a temporary moratorium
on development approvals for new data centers, including the
acceptance, processing, and approval of applications for
such facilities within Guilford County’s planning jurisdiction.
The proposed moratorium is intended to provide the County
sufficient time to evaluate the potential impacts of data center
development and determine whether additional zoning
standards, mitigation measures, or review procedures are
appropriate. The County’s review is anticipated to include
consideration of impacts on utility and infrastructure capacity,
environmental resources, public health, surrounding land
uses, and other community considerations associated with
data center facilities.
During the moratorium period, County staff would evaluate
existing regulations and develop recommendations
consistent with the Guiding Guilford Moving Forward
Together Comprehensive Plan. This work is anticipated to
include:
·

town halls, a survey, and other potential engagement
strategies; and,
Preparing recommended ordinance amendments or
other regulatory measures for consideration by the
Board of Commissioners.
If adopted, the proposed moratorium would expire no later
than a date certain identified in the ordinance, or upon
adoption of applicable zoning ordinance text amendments,
whichever occurs first. The moratorium would apply within the
unincorporated areas of Guilford County and any additional
areas that become subject to Guilford County land use and
zoning jurisdiction during the moratorium period.
The proposed moratorium would not apply to data
processing equipment, server rooms, or similar facilities that
are incidental and subordinate to an otherwise permitted
principal use and are intended solely to support the on-site
operations of that use, provided all other applicable
provisions of the County’s development regulations are
satisfied. Examples may include facilities supporting
hospitals, medical facilities, financial institutions, offices,
educational institutions, or similar uses, so long as data
processing is not the principal use of the property or offered
primarily as a service to off-site users.
Projects exempt from development moratoria pursuant to
N.C. Gen. Stat. § 160D-107(c) would also be excluded as
required by law.
The purpose of the legislative hearing is to solicit public
comment on the proposed moratorium. Following the
hearing, the Board may consider revisions to the advertised
proposal based on public comment, Board discussion, and
deliberation.

GUILFORD COUNTY HEALTH AND HUMAN SERVICES AGENCY DEPARTMENT OF PUBLIC HEALTH: ADOPT REVISED GUILFORD
COUNTY WELL RULES
Background:
N.C. Session Law 2026-32, effective July 2, 2026, changed
the regulatory framework for private drinking water wells.
Private drinking water wells must now be permitted and
regulated under state requirements, and local permitting rules
for private drinking water wells are repealed. Local authority
for water testing standards and fees is preserved, and local
rules governing other well types are not affected by the
legislation.
Guilford County has maintained local well rules since June
1989. In response to the change in state law, Public Health
reviewed the County's existing rules and the other well types
historically regulated locally. The proposed revisions
transition private drinking water wells to state requirements;
retain local rules for irrigation/agriculture wells, commercial
wells not permitted by NC DEQ, and monitoring wells within
the HERA program; and remove DUMT (daily use greater
than 10,000 gallons) and geothermal wells from the local
rules.
Public Health conducted public and stakeholder outreach,
including public notice and an online public-comment portal
beginning September 15, outreach to developers through
TREBIC and to well drillers, and a community forum on
September 22 with in-person and online comment options.
Requested Action:
Adopt the revised Guilford County Well Rules.
Budget Impact:
No budget impact is anticipated. The legislation preserves
local authority for existing water testing standards and fees.
