PLANNING AND ZONING BOARD MEETING OF AUGUST 4, 2026 minutes
Vice Chairperson Adrienne Woods called the meeting to order at approximately 5:30 pm and Sean Hickman gave the invocation. The
Chair led the Pledge of Allegiance and welcomed the participants in today’s meeting. The Planning and Zoning Board members
present included: Vice Chair Adrienne Woods, Sean Hickman, Edy Bergstrom, and Shaun Grier. Chairman Keith Bradley, Ron
Humphries, and James Holmes were absent.
The Vice Chair entertained a motion to approve the agenda for tonight’s meeting with the addition of a staff discussion after the 6.
A. Case Z-26-12. Sean Hickman made a motion to approve the adoption of the amended Agenda, Edy Bergstrom seconded the
motion, and it passed unanimously.
The Vice Chair entertained a motion to approve the minutes of the July 7, 2026 meeting. Edy Bergstrom made a motion to approve
the adoption of the minutes. Shaun Grier seconded the motion, and it passed unanimously.
Z-26-12 Consider an Amendment to the City of Kings Mountain Zoning Map Changing Parcel 11212 from Suburban
Residential (SR) to Rural (RU)
The Chair introduced the case and asked for a staff report. Nick Schrum, Planner I/GIS Tech, presented this case advising the board
that the Applicant is requesting parcel 11212 at 110 Camelot Court be rezoned from Suburban Residential (SR) to Rural (RU). Staff
advised that this plot has been subdivided into a new northernmost 1-acre parcel for consideration to RU. This is a Family Subdivision
intended for immediate family. Staff support this rezoning of the parcel as it aligns with the adjoining Rural (RU) zoning to the
southeast, and the property is situated outside the municipal limits of the city and near the edge of the City’s ETJ. The board
questioned staff and discussed how the 1-acre parcel meets RU standards. After discussion, Vice Chair Adrienne Woods asked for a
motion to approve or deny this rezoning.
Sean Hickman made a motion to recommend approval of the rezoning request for 110 Camelot Court, parcel 11212, from Suburban
Residential (SR) to Rural (RU) as the requested zoning district is reasonable and is consistent with the Proposed Future Land Use
(FLU) map designation of Future Rural. Shaun Grier seconded the motion and the vote was unanimous.
______
Next, the Chair recognized Brad Lagano, Planning Director, for staff discussion. Brad introduced Jason Frady, the new Senior
Planner. He addressed the individual Planning and Zoning binders for the board, went through the sections, and advised that we would
be glad to add any education/training materials as needed. Sean Hickman requested a Land Use reference be added to the binder. Staff
agreed that this would be helpful and would include this information at the next meeting. Next staff moved to other updates.
Z-26-5 Update on Data Center Standards
Brad Lagano, Planning Director, updated the board on the Data Center moratorium and the City Council’s August 25, 2026 Public
Hearing meeting to consider a moratorium extension for up to 6 or 12 months. If no action is taken, the current moratorium will end
that night.
Z-26-9 Discussion on Mineral Extraction Text Amendment
Brad Lagano asked the board to review the draft of the proposed Mineral Extraction zoning district text amendment as this would be
brought back to this board to provide a recommendation for a new zoning district with increased development standards to ensure a
controlled development that protects the health, safety, and welfare of the City and surrounding properties. Staff advised no action was
needed at this time.
With no other matters to discuss, the Vice Chair entertained a motion to adjourn.
Sean Hickman made a motion to adjourn, Edy Bergstrom seconded, and the vote was unanimous.

STAFF REPORT

For the City of Kings Mountain Planning & Zoning Board Meeting: 09/01/2026
DATE: 08/24/2026

CASE: Z-26-14

TO: Kings Mountain Planning & Zoning Board
FROM: Planning Department
PREPARED BY: Jaylon M. Smallwood, Planner II
Consider a Map Amendment to the City of Kings Mountain Zoning Map Changing Whole/Portions of
Parcels 154189, 305516, 313851, & 313852, from Rural (RU) to Light Industrial (LI) and Suburban
Residential (SR)
PURPOSE:
To consider the applicant’s request to change the zoning district on whole/portions of Parcels 154189,
305516, 313851, and 313852, along the dead-end street, Linwood Road/Ike Brooks Drive, from Rural (RU)
to Light Industrial (LI) and Suburban Residential (SR). These parcels are located in the northeast area of
the City within the Extra-Territorial Jurisdiction (ETJ).
BACKGROUND AND FINDINGS:
Parcels 154189, 305516, 313851, and 313852 form a combined +/- 90.88-acre tract of land located along
the dead-end street, Linwood Road/Ike Brooks Drive, west of NC Highway 161 (Cleveland Avenue). These
parcels are currently zoned Rural (RU). The Rural (RU) zoning district promotes the preservation of natural
areas, the continuation of agricultural uses, and the accommodation of very low-density residential
development primarily in the Extra-Territorial Jurisdiction (ETJ) and the outlying areas of municipal limits
where infrastructure is not available, and urban development is premature or inappropriate.
The applicant requests that +/- 76.2 acres of whole/portion of the parcels be rezoned to Light Industrial
(LI), while the southeastern 12.13-acre portion of parcel 305516 is rezoned to Suburban Residential (SR).
The Light Industrial (LI) district is designated for uses that are situated away from residential areas. This
district may include fabrication and assembly operations that do not qualify as heavy industry, as well as
warehousing. On the other hand, the Suburban Residential (SR) district serves as the City’s standard
residential area, permitting single-family detached homes on moderately sized lots, along with some civic
and institutional uses.

The remaining 2.55 acres of the northeastern portion of parcels 154189 and 313852 would remain Rural
(RU) to preserve the area between existing residential to the north and the requested industrial to the
south.
The Future Land Use (FLU) map currently designates this area as Future Rural (RU). If this rezoning were
approved, the Future Land Use (FLU) map would need to be amended to reflect Future Auto Urban (AU)
to align with the parcel rezoned Light Industrial (LI) and Future Suburban (SR) for the parcels rezoned
Suburban Residential (SR).
FINANCIAL IMPACTS:
This rezoning would allow for increased tax and utility revenue from industrial and residential uses on
low-density parcels.
RECOMMENDATIONS:
• Planning Department
o Planning staff support this request as it aligns with the existing Light & Heavy Industrial
(LI & HI) and Suburban Residential (SR) parcels in the area. Additionally, it helps develop a
location where Rural (RU) zoning is not fully compatible with the availability of City utilities
and services.
ALTERNATIVES:
1. The Planning & Zoning Board can recommend denial of the requested rezoning map amendment
as proposed by the applicant.
