Meeting Minutes
August 4, 2026 at 6:00 PM
The meeting was called to order at 6:00 pm by Sid Cutts, Planning Board Chair.
Quorum was verified. Members in attendance were Sid Cutts, Jessica Harvey, Forrest Alston, Dan Swango, and Terry Grizzard.
Others present, Mark Bloomer, Zoning Director, Ann Wells, Sr. Admin. Asst., Crystal Smith, County Manager, and Angelena
Kearney-Dunlap, County Commissioner. Not in attendance were Paul Mella and Don Stith. Neither had contacted staff to inform them
that they would not be present at the meeting.
The Conflict-of-Interest Disclosure Statement was read by Chairperson Sid Cutts. There were none.

Citizen Comments:
Barbara Espinosa presented her support for an applicant for the 1st Alternate position on the Board, Mr. Joe Zeno. She asked the
Board to consider his application based on his experience and knowledge, even though he does not reside in one of the districts that
are not currently represented by a Board member. Chairman, Sid Cutts added that Mr. Zeno was currently volunteering as Chairman
of the Board of Adjustment. Mrs. Espinosa also addressed the subject of the Data Center moratorium and expressed her support for the
moratorium.
Kirk Deutrich expressed his interest in serving the County on the Planning Board. Originally from Texas, he lived in Virginia for a
period before relocating to Warren County. He stated that his background in construction, manufacturing, and rural living would
provide valuable perspective to the County. He also noted that his experience in business, with a focus on due diligence and
operational efficiency, combined with his experience as a resident who has navigated the zoning and building process, would allow
him to contribute effectively to the Board.
Reinaldo Espinosa addressed the Board to invite its members to a meeting scheduled for August 25, 2026, at 6:00 p.m. on the VanceGranville Community College campus. The meeting would focus on discussing the potential advantages and disadvantages of data
centers.

Review/Approve Minutes:
Vice-Chair Dan Swango made a motion to approve the minutes from the July Planning Board meeting. The motion was seconded by
Jessica Harvey, and the Board voted unanimously in favor of approving the minutes.

Staff Report:
Mr. Mark Bloomer reported to the Board on several ongoing projects within the County, including the continued construction of
Tractor Supply in Norlina, improvements at Glen Raven Mill, and recovery work at International Paper following the explosion. He
also informed the Board that the Planner position has been posted on the County's website and that applications are currently being
accepted. Additionally, he noted that the Planning Department continues to experience a high volume of activity, including permit
processing and plat reviews.

In response to a question from Board Member Jessica Harvey regarding the Farmers Market project currently underway, Mr. Bloomer
stated that the project is progressing well. He noted that he had passed by the site on his way to the meeting and observed that the
shelter has been erected and construction of the restroom building is underway.

Chairman Sid Cutts asked about the application process for county positions. Mr. Bloomer explained that applications are received
through the Human Resources Department and reviewed to determine whether applicants meet the minimum qualifications for the
position. Qualified applications are then forwarded to Mr. Bloomer for review. Mr. Bloomer selects the candidates to be interviewed,
and the Human Resources Department coordinates and schedules the interview dates.
Vice Chairman Dan Swango asked how applicants who are not selected for an interview are notified. County Manager Crystal Smith
responded that applicants who are not selected for an interview are not typically notified. However, applicants who participate in an
interview but are not selected to move forward in the hiring process are notified through NeoGov, the county's online application
system. Those applicants are also given the opportunity to contact the county and discuss the hiring decision.
Mr. Bloomer added that once a candidate has been selected and has accepted the position, the Human Resources Department begins
the onboarding process.

New Business:

1. Final Plat for Phase II (39 lots) of The Pointe at Kerr Lake

Mark Bloomer presented the Board of Commissioners the Final Plat for Phase II of The Pointe at Kerr Lake. The developer is
proposing to subdivide the remaining portion of the parent tracts into 39 residential lots, all being zoned Residential Lakeside
(RL), with private streets, and lots will be served by Warren County water and individual septic systems.
Staff recommended approval of the Final Plat for Phase II of The Pointe at Kerr Lake, subject to the following conditions:
1.

Submission of an engineer’s report for the monument sign that was installed prior to obtaining the required county permits
and inspections. Permit applications have since been submitted.

2.

Documentation verifying the installation of all required concrete monuments, to be provided to Warren County upon
completion of the installation.

3.

Review and approval of the submitted Articles of Agreement and proposed bond by the County Attorney and County Finance
Director.
Mr. Bloomer noted that the applicant and surveyor were in attendance and available to answer any questions from the Board.
Cliff Rogers, part owner and developer of The Pointe at Kerr Lake, introduced himself to the Board and thanked its members
for their continued cooperation throughout the development of the subdivision. Mr. Rogers welcomed any questions from the
Board and encouraged approval of the Final Plat for Phase II of The Pointe at Kerr Lake without any conditions. Mr. Rogers
stated that a bond for the subdivision's water system and streets had already been secured the previous month. He added that
the developers have a 12-month period to complete the required improvements covered by the bond.

After consideration, Vice Chairman Dan Swango made a motion to approve the Final Plat for Phase II of The Pointe at Kerr Lake as
submitted. Board Member Jessica Harvey seconded the motion. Upon a vote, all members voted in favor, and the motion carried
unanimously.

2. Moratorium on Data Centers

Mark Bloomer informed the Planning Board that the Warren County Board of Commissioners would hold a public hearing during its
August 19, 2026 Work Session regarding the proposed Data Center Moratorium. He further advised that, following the public hearing,
the Planning Board could pursue a tour of a data center to gain additional information and insight into such facilities.
During the Board's discussion of the proposed moratorium, members considered several topics, including who should be eligible to
participate in future data center tours, whether research into data center operations should coincide with the ongoing update of the
Unified Development Ordinance (UDO), and the possibility of establishing a committee to oversee research efforts and coordinate
data center tours. Board members discussed the value of gathering information through site visits and research to assist in evaluating
potential regulations and future planning considerations related to data center development in Warren County.

3. Potential Pedestrian Safety Projects
Mark Bloomer also informed the board of the recent notification that NCDOT is accepting grant applications for pedestrian safety
projects. With no new ideas after contacting several Warren County department heads to solicit project ideas, the list of projects that
were applied for in the previous round of funding was brought before the board.
Dan Swango, Vice Chair made a motion to proceed to apply for the funding from NCDOT for funding for the same Pedestrian Safety
Projects that were applied for during the last round. Board Member Forest Alston 2nd the motion and all attending were in favor.

4. Potential Members of Planning Board
Mark Bloomer announced that there were currently two vacancies on the Planning Board: one full member position,
formerly held by Robert May, and one Second Alternate position.
Vice Chair Dan Swango made a motion to appoint Paul Mella, who currently serves as the Second Alternate, to fill the
vacant full member position. The motion also included tabling consideration of the remaining applicants who had
expressed interest in serving on the Board until the next meeting. The motion was seconded by Terry Grizzard. Upon a
vote, all members were in favor, and the motion carried unanimously.

Closing Comments and/or New Business from Board Members and Staff
1. Potential Changes to Bylaws –
Commissioner Angelina Dunlap-Kearney suggested that, once the newly elected Board of Commissioners members are
seated, a joint meeting be held involving the Planning Board, Economic Development, and the Board of Commissioners. She
stated that bringing the groups together would help ensure all parties are aligned in their efforts to improve and strengthen the
community.

2. Request for agenda items from the Board for future meetings
Vice Chair Dan Swango commented on the Sign Ordinance, noting that he has observed a significant
reduction in the number of smaller signs throughout the county. However, he stated that there appears to have been little to no
change regarding the larger signs located along NC Highway 903 and Eaton Ferry Bridge Road. Mr. Bloomer responded that he and
Assistant County Manager Matt Gardner would be conducting a site assessment of those signs within the following week.
Chairman Sid Cutts suggested notifying local sign companies about the county's enforcement efforts concerning illegal signs and sign
ordinance compliance throughout Warren County.

Next Meeting Date is September 1, 2026.
Chairman Sid Cutts made a motion to adjourn the meeting. The motion was seconded by Terry Grizzard and favored by all attending.

Site Plan for Proposed High School

Site Plan Review: Proposed Warren County Elementary School
218 U.S. Highway Bypass
A site plan application has been submitted for the development of a new Warren County
Elementary School at 218 U.S. Highway Bypass. The property is the site of the former Math and
Science High School and is located adjacent to the current high school campus.
The proposal involves the reuse of the existing school facility and the construction of a significant
building addition to create a consolidated elementary school serving all Warren County students in
kindergarten through fifth grade.
The site contains approximately 13.41 acres. A recombination plat was recently completed to
ensure that the proposed building will be located entirely on its lot and that all required 50-foot
setbacks are met.
Existing improvements on the property include:
• A principal building containing approximately 24,664 square feet
• A secondary building containing approximately 6,572 square feet
• Two office trailers
The two office trailers will be removed as part of the project.
The proposed addition will contain approximately 84,160 square feet, resulting in a total building
area of approximately 101,253 square feet. The facility will include 24 classrooms and will serve
all elementary-grade students in Warren County.
The site plan provides for 102 parking spaces, including five ADA-accessible spaces. County
ordinances require three parking spaces per classroom, and the proposed parking meets this
requirement. The submitted plan also satisfies the County's landscaping standards.
Staff has reviewed the site plan and determined that it complies with all applicable requirements of
the Warren County Zoning Ordinance except for one. The proposed development currently exceeds
the maximum allowable impervious surface coverage of 36 percent. The applicant has been

notified of this issue and is working to revise the plan to bring the impervious surface coverage into
compliance.
Staff Recommendation
Staff recommends approval of the site plan contingent upon the applicant revising the plan to
reduce impervious surface coverage to 36 percent or less, thereby achieving full compliance
with Warren County ordinances. All other applicable site development, parking, landscaping, and
setback requirements have been satisfied.

Manager within ten (10) business days of the decision.
6. The decision of the Board of Commissioners shall be final in matters involving removal recommendations,
and the decision of the County Manager shall be final in all other disciplinary matters.
7. The Board of Commissioners retains the discretion to deviate from this procedure and take such action as

Board Chair. The Chair, acting on behalf of the board, will communicate with the designated staff liaison
(typically the Department Head or their designee). Board members shall not represent their individual views
as those of the board and shall not direct staff work outside of this process.
C. Respect for Staff Roles
All requests requiring staff time, research, or resources must be routed through the Chair and staff
liaison. Board Members shall not:
o Direct, supervise, or assign work to County staff unless such authority is expressly provided in
the bylaws and approved by the Board of Commissioners
o Interfere with staff operations or workflow
o Circumvent established communication protocols
D. Concerns Regarding Staff Accessibility

or impede the board’s ability to function:
o The concern shall first be discussed with the Board Chair
o If unresolved, the concern may be submitted in writing to the County Manager for review and
determination
14. Review and Revisions
This policy shall be reviewed every two (2) years. Revisions may occur at any time at the discretion of the
Warren County Board of Commissioners.

Potential Members of Planning Board

We currently have two open spots on the Planning Board since William Lovelace (who was First
Alternate on the Planning Board) resigned and Robert May’s term expired. Mr. May was a regular
member of the Planning Board. We have received Statements of Interest from three citizens who
are interested in serving on the Planning Board: Kirk Deutrich, Joe Zeno (who is the current chair
of the Board of Adjustment), and Erika Horton.
Jessica Harvey lives in District 1. She is the only current Planning Board member who lives in
District 1. Joe Zeno lives in District 2, as do Sid Cutts, Dan Swango, Paul Mella, Terry Grizzard,
and William Lovelace. Don Stith lives in District 3. Kirk Deutrich lives in District 4. Erika
Horton lives in District 1. We currently do not have any Planning Board members who live in
Districts 4 and 5. I have included copies of the Statements of Interest received from Kirk Deutrich,
Joe Zeno, and Erika Horton.

Work experience

I have over 35 years of cross-functional
leadership experience in business strategy,
operational improvement, project
management, business development,
contract negotiation, procurement,
logistics, and manufacturing coordination. I
am a founding member of the Black Hawk
family of businesses, serving as President
and Chief Operating Officer of Black Hawk
Capital Ventures, overseeing daily
operations and helping establish
companywide strategy, procedures, and
operating standards. Our subsidiaries
include companies engaged in the energy

sector, residential construction, and
manufacturing.
My experience includes domestic and
international projects involving industrial
water treatment, energy, construction,
manufacturing, and agriculture. These
assignments have required me to evaluate
complex technical and financial matters,
coordinate employees, vendors,
manufacturers, and other stakeholders,
negotiate agreements, manage budgets and
schedules, and guide projects from initial
planning through installation, testing, and
delivery.
I also serve as a Director of Black Hawk
Cares Foundation, a charitable organization
that recently donated micro homes to
residents affected by Hurricane Helene in
western North Carolina. This role
contributes to my experience in nonprofit
governance, charitable initiatives, and
community service. I also have prior
volunteer experience supporting youth
sports and serving through my Church,
which strengthened my commitment to
community involvement and helping others.
In addition, I am a fifth-generation co-owner
and operator of my family’s cattle ranch in
Texas, which I continue to operate with my
cousin. This hands-on agricultural
experience has reinforced my respect for
working lands, private-property ownership,
responsible stewardship, long-term
planning, and the importance of preserving
agricultural opportunities for future
generations.
My wife and I now make our home on 30
acres in rural Warren County, where we live
close to our daughters and grandchildren. I
believe strongly in stewardship of the land,
supporting agriculture, protecting the
county’s rural character, and pursuing

smart growth that creates economic
opportunity without sacrificing the qualities
that make Warren County a desirable place
to live. I would bring this combination of
business leadership, agricultural
experience, project management, nonprofit
governance, volunteer service, and rural
land stewardship to thoughtful, practical,
and evidence-based public service.
Volunteer experience

I currently serve as a Director of Black Hawk
Cares Foundation, a charitable organization
that recently donated micro homes to
residents affected by Hurricane Helene in
western North Carolina.
My previous volunteer experience includes
more than a decade as a youth soccer
coach and many years organizing and
directing a large youth soccer tournament
that hosted more than 300 teams. Running
the tournament required coordinating
teams, volunteers, facilities, schedules, and
other logistical needs while maintaining a
safe and positive environment for young
athletes and their families.
I have also volunteered through my Church.
Collectively, these experiences have
strengthened my commitment to service,
teamwork, responsible leadership, and
community involvement.
