First Reading of Proposed Resolution 44-2026 authorizing the Mayor to execute a contract
with Hexco Motorsports, LLC, for the purchase of a 2027 Can Am Defender XU MAX XT CAB
HD10 UTV, in an amount not to exceed Forty-One Thousand, Eight-Hundred Fifty-Four Dollars
and Eighty-Eight Cents. ($41,854.88) and declaring an emergency. (Mayor Chuck Brunello Jr.

First Reading of Proposed Resolution 45-2026 recognizing the observance of Halloween on
October 31, 2026, between the hours of 6:00 p.m. and 8:00 p.m. and declaring an

First Reading of Proposed Resolution 46-2026 imposing a moratorium on Data Centers in
the City of Highland Heights, Ohio; for a period not to exceed six months from the effective
date of this resolution, in order to allow City Council, Administration and the Planning
Commission to review the Highland Heights Zoning Code relative to such use; and declaring

First Reading of Proposed Ordinance 19-2026 enacting Chapter 379 of the Codified
Ordinances of the City of Highland Heights, Ohio, to establish a comprehensive regulatory
framework for Low-Speed Micromobility Devices, including Electric Bicycles and Electric
Scooters; defining operational restrictions, speed limits, equipment mandates, age
restrictions, and parental responsibilities; setting an administrative penalty and
impoundment schedule; and declaring an emergency. (Mayor Chuck Brunello Jr. & Council as
