Dear Illinois Valley SWCD Board of Directors,
I am writing to formally request a 25% wage increase. It has been a productive four years at the
Illinois Valley SWCD, and, as of the last two years, the Two Rivers SWCD. Since beginning in this
role on August 16, 2022, I have consistently driven measurable progress at the Illinois Valley
SWCD, improving both our organizational resilience and our legacy reputation as a local
government agency dedicated to putting projects on the ground since its formation in 1949.
When I started work in this role, the position had been vacant for 6 months. Two Rivers SWCD
was on the brink of dissolution at the point that we began moving towards co-management in
2024. Now, co-managed for a little over a year, Two Rivers SWCD is fully functional, fully staffed,
and actively pursuing new projects. The journey has not been easy, but anything worth doing
rarely is. Here are some of my key accomplishments since beginning in this role:
•
•
•
•
•
•
Created jobs: Hired and trained a team of skilled conservationists in one of the most
underserved parts of Oregon. Though our employee retention rate is good, I am
consistently looking for ways to make small improvements and increase employee
satisfaction.
Helping farmers: Worked with producers to help get disaster resiliency projects funded
on farmland through the Oregon Community Food Systems Network Disaster Resilience
Grant Program.
Managed the Illinois Valley Collective Mobilization for Fire and Fish project, which
brought the Illinois Valley Fire Resiliency Oversight Group (IVFROG) to ramp up local fire
resiliency outreach and got IVFROG to a point where they were ready to become a
standalone nonprofit.
Successfully funded and managed a project that created the multijurisdictional Coalition
for Remediating Cannabis Sites (CoRCS), developed a proprietary guide for assessing
abandoned cannabis sites, and developed a proprietary step-by-step guide for assessing
abandoned cannabis sites in the Illinois Valley.
Funded and managed the Kerby Fuels Reduction Project end-to-end, which conducted
eighty-four acres of fuels reduction on fourteen private properties in Kerby, OR.
Funded and managed the Upper Illinois River Watershed Postfire Restoration Project,
which involved seventy-four acres of postfire restoration project work on private
properties in Takilma, riparian planting, and multiple community outreach events.
•
•
•
•
•
•
•
•
•
•
•
•
•
•
Formed the Thompson Creek Tract Steering Committee, developed planning documents
in partnership with NRCS and ODF, and funded a 40-acre fuels reduction project.
Established and sustained the first consistent multi-year, multi-partner water quality
monitoring initiative in the Illinois River Basin, which is now going on its fifth year and
has received both state, federal, and, arguably, international recognition.
Successfully funded the North Illinois Valley Strategic Implementation Area, which is
allowing us to maximize our impact on a high-priority area.
Founded the Illinois Valley Irrigation Modernization Partnership (IVIMP) in partnership
with Trout Unlimited and served as a key partner on the following projects:
o Sweet Cron Irrigation Modernization Project (co-managed)
o Jimmy Little Ditch Irrigation Efficiency Project
o Sucker & Althouse Creek Irrigation Modernization Outreach
o Oxbow Ranch Irrigation Modernization Project
o Q Bar X Irrigation Modernization Project (tentative)
Managing the Cultural and Ecological Enhancement Network (CEEN)-founded Illinois
Valely Priority Noxious Weeds project starting in 2026.
Funded the Two Rivers SWCD Lower River Road Bioswale Project
Developed a Two Rivers SWCD water quality monitoring program and applied for
funding.
Designed and managed the multi-year Smith River North BAR Early Detection Rapid
Response/Native Plant Rehabilitation projects in partnership with IVWC and USFS.
Gained experience as assistant project manager on the Illinois Valley Watershed Councilmanaged Dunn Creek, Crooks Creek, and Horse Creek salmon habitat enhancement
projects
Have occasionally served as interim Executive Director for the Illinois Valley Watershed
Council.
Awarded funding from the OERC fund for two multi-year PFAS studies focused on
environmental site assessment and effective remediation techniques, specifically on
agricultural land.
Conducted a Josephine County Lamprey Engagement Survey and presented results at an
Oregon State University symposium at the Hatfield Marine Science Center in December
2025.
Started a quarterly column in the Illinois Valley News called Riverbound Notes.
Formed and led the SIA Local Monitoring Team (LMT)
•
•
•
•
•
Served on the Engagement Committee for Connect Conference (2025)
Small Grant Team Contact for the OWEB Small Grant Team 06 since 2023.
Coordinator for the Local Advisory Committee (LAC) 2023-2025.
Received Remote Pilot Certificate, FAA Part 107 in 2023
Received HAZWOPER 40 certification in 2024
Through my master’s coursework at Oregon State University, I am strengthening the districts’
capacity to engage proactively in priority community issues such as abandoned cannabis site
remediation, forest resiliency, and abandoned mine land restoration.
Thank you for your consideration. It is a privilege to serve as the lead for both Josephine County
Soil and Water Conservation Districts, and I remain committed to advancing the work our
communities entrust to us.
In service to locally led conservation,
John Bellville

MEMORANDUM OF UNDERSTANDING
Shared Use of Landline Telephone Service and Website
Between the Illinois Valley Soil and Water Conservation District and the Two Rivers Soil and Water
Conservation District
This Memorandum of Understanding ("MOU") is entered into by and between the Illinois Valley Soil and
Water Conservation District ("IVSWCD") and the Two Rivers Soil and Water Conservation District ("Two
Rivers SWCD"), each a special district organized under Oregon Revised Statutes Chapter 568, both
located in Josephine County, Oregon (individually, a "District," and collectively, the "Districts").
Effective Date: ________________________________
1. Purpose
The purpose of this MOU is to establish a shared-services arrangement between the Districts for a
common landline telephone line and a shared website, in order to reduce duplicative administrative
costs, streamline public contact and outreach, and support ongoing coordination between the Districts
consistent with their existing shared-staff and shared-equipment model.
2. Background
IVSWCD and Two Rivers SWCD are both soil and water conservation districts operating within Josephine
County, Oregon, and have, since July 1, 2025, coordinated staff time, equipment, and administrative
resources to improve efficiency and program delivery. This MOU formalizes the shared use of a single
landline telephone number and a single public-facing website by both Districts.
3. Shared Resources
This MOU covers the following shared resources:
●
Landline telephone service, including the shared phone number, physical line, and any
associated voicemail or answering system.
●
A shared public website, including domain hosting, content, and any associated email or contact
forms tied to the site.
Landline phone number: 541-592-3731
Website domain / URL: www.illinoisvalleyswcd.gov & www.tworiversswcd.gov directed to
https://ivswcd.specialdistrict.org/
1
Docusign Envelope ID: D5C8761F-6B9D-8F90-82A8-714EB179CB5C
Physical location of landline (office address): 331 E Cottage Park Dr, Ste 1, Cave Junction, OR 97523
4. Roles and Responsibilities
4.1 Administration.
The Districts agree to designate one District as the primary account holder of record for the landline
service and one District (which may be the same or a different District) as the primary account holder of
record for the website hosting and domain registration, as identified below.
Primary account holder — landline: Illinois Valley SWCD
Primary account holder — website/domain: Illinois Valley SWCD
4.2 Call Handling.
●
Incoming calls will be answered and routed, or messages relayed, in a manner agreed upon by
both Districts' staff.
●
Voicemail greetings will identify both Districts and guide reaching the appropriate District.
4.3 Website Content.
●
Each District will be responsible for providing, reviewing, and keeping current its own program
content, contact information, and public notices on the shared website.
●
Neither District will alter, remove, or publish content on behalf of the other District without
coordination, except for routine administrative updates (e.g., broken links, contact updates).
●
Both Districts will be clearly and separately identified on the website, including distinct contact
information for each District's programs and staff.
4.4 Recordkeeping.
Each District remains responsible for maintaining its own public records in accordance with Oregon
public records law, regardless of the shared communication channel through which those records are
received.
5. Cost Sharing
The Districts agree to share the costs of the landline service and website hosting/maintenance as
follows: 50/50
2
Docusign Envelope ID: D5C8761F-6B9D-8F90-82A8-714EB179CB5C
Billing/reimbursement schedule: Quarterly or as invoiced by Illinois Valley SWCD
Either District may request an accounting of shared costs at any time. Any change to the cost-sharing
arrangement must be agreed to in writing by both Districts.
6. Term and Termination
This MOU is effective as of the Effective Date above and will remain in effect until terminated by either
District. Either District may terminate this MOU by providing written notice to the other District at least
60 days in advance of the intended termination date. Upon termination, the Districts will cooperate in
good faith to transition or separate the landline number and website in a manner that minimizes
disruption to public service, including determining which District (if either) retains the phone number
and domain.
7. No Transfer of Authority
This MOU does not create a joint powers entity, merge the Districts, or transfer any statutory authority,
budget authority, or governing board authority between the Districts. Each District retains full
independent authority over its own programs, personnel, and finances. This MOU addresses only the
shared administrative resources described above.
8. Amendments
This MOU may be amended only by mutual written agreement of both Districts, signed by authorized
representatives of each District.
9. Points of Contact
IVSWCD point of contact: John Bellville, Robert Webb

Illinois Valley SWCD Administration
o Heather and I will be working on monthly budget projections starting in September.
o I am working with Bradley Stokes (NRCS) on galvanizing our organizational partnership.
Projects
o Waldo Road Beaver Cooperation Device Project
A neighboring landowner, who was initially in strong support of the project work, had an
unexpected change of heart. Work on this project is indefinitely suspended until further
notice.
o North Illinois Valley SIA
Carolyn and David are continuing to monitor water quality. Tributaries have run dry at
multiple locations.
o OSU FEWS Wildfire and Water Security Project
Our team continues to maintain the two sondes in the field and send data to OSU.
Project work will likely be wrapping up this fall.
o USFS EDRR/NPR
The project is well underway with our team collecting native seeds in the Smith River
Complex burn area.
We plan to begin growing out native plants on contract with J Herbert Stone in the next
month.
After working on Kevin and Adam with projections, we are on course for a successful 3year project.
o Illinois Valley Priority Noxious Weeds Project
There has been a bit of an expected lull in alyssum species and barbed goatgrass
abatement.
Chemical treatment of Japanese Knotweed will occur soon. I am currently working up a
contract for Strauss Ecological Services.
o IV WQM 2024-6
Bryce has finished thoroughly cleaning all WQM data. We are now going to contract out
the data entry to skilled specialists while Bryce begins preparing for more training and
grant writing.
I am expecting the passive sampling results from USGS CERC very soon. Once received,
we will start working on another infographic to be flown in the Illinois Valley News,
Daily Courier, and Rogue Valley Times.
o Irrigation Modernization Projects
The Sweet Cron Irrigation Modernization Project pivot systems should soon be installed
by JW Kerns. More info at the meeting.
The Jimmy Little Ditch Flow Study is in process. Trout Unlimited, Waterways
Consulting, IVSWCD, and participating landowners met for the summer survey work on
8/6.
o Thompson Creek Woodland Conservation Tract Enhancement
The project is now fully permitted.
Thinning work will begin on November 1.
o PFAS Baseline Studies
