A meeting of the Limerick Township Board of Supervisors was held on Tuesday, April 14, 2026
in the Spring-Ford High School Auditorium, 350 S. Lewis Rd, with Connie Lawson, Chair,
presiding.
Members Present: Supervisors Connie Lawson, Dr. Cheryl Walraven, Patrick M. Morroney,
Linda Irwin, and Kara Shuler
Members Absent: None.
Others Present: Rebecca Geiser, Esq., Township Solicitor; Khaled R. Hassan, P.E.; Joseph P.
Platt; Robert J. Matalavage, Chief of Police; Patrick Roche, Lieutenant; Timothy Haas, Assistant
Township Manager; Glenn Dickerson, Chief Financial Officer; Greta Martin Washington, Director

Call to Order: Ms. Lawson called the meeting to order at 6:38 P.M. and led the Pledge of
Allegiance.
Ms. Lawson announced that the meeting is being recorded and live-streamed. She continued by

Motion was made by Mr. Morroney, and seconded by Dr. Walraven to approve the Minutes of
the April 7, 2026 Board of Supervisors’ meeting. Motion passed unanimously.

Motion was made by Mr. Morroney, and seconded by Ms. Irwin to approve Bills List #8 in the
amount of $715,400.61. Motion passed unanimously.

Ms. Lawson thanked everyone for coming to the meeting.
PUBLIC HEARING
CU #25-04: MCD 7, LLC (Data Center) – Lightcap, Evergreen, & Possum Hollow Roads
Ms. Geiser summarized the Conditional Use procedure. She suspended the public meeting to
proceed into a public hearing and entered 11 exhibits into the hearing. A Court Reporter was
present, and the Notes of Testimony will be available at the Township Building for review. She
stated the hearing would remain open and continue on Monday, May 11th; 6:30 PM at the SpringFord High School Auditorium.
Adjournment: Motion was made by Mr. Morroney and seconded by Ms. Irwin to adjourn the
meeting at 9:26 P.M.

Recommendation to Award Project #26-01: Cold Milling & Wearing Course

As advertised, sealed bid proposals were publicly opened and read aloud on Tuesday, April
28, 2026, at 10:00 A.M. All proposals were for Public Works Project #26-01, consisting of
consisting of approximately 9,000 sq. yds. (+/-) Cold in place recycled base course, 27 (+/-)
tons of Portland Cement, and 23,450 sq. yds. (+/-) of mill/sweep and tack, 1,940 (+/-) tons of
9.5mm wearing course, 30,872 sq. yds. (+/-) of mill /sweep.
The following roads are included in the project:
Recycle and overlays: of the following roads: Church Road and S. Limerick Road,
wearing course placed by Township forces.
Mill and overlays: Highland Road, Parnell Lane, Pery Court, Pine Tree Drive,
Autumn Lane, and Arbor Court – these roads will have the wearing course placed by
the Public Works Department. Wensel Circle, Jessica Circle, Durham Circle, Ashford
Way, Lynrose Circle, and Ashbrook Drive – these roads include tack and wearing
course by the contractor.
Public Works crews are in the process of all prep work for these roads, which includes some
storm sewer replacements and repairs, inlet top replacements, as well as, base repairs.
There were two (2) firms who submitted bid proposals. The firm of The H & K Group has
been determined to be the lowest, qualified, responsible bidder meeting all the requirements
per the contract.
Following review and calculations of all contract documents, it is recommended PWD
Project #26-01 be awarded to The H & K Group, as per line-item unit prices totaling
$597,305.90.
The Project is to be funded from State Liquid Fuels revenues.

43,500 sq. yds. (+/-) of Bituminous Surface Treatment and 6,525 (+/-) gallons of Grip-Tight
Fog Seal.

be qualified and responsible bidders meeting all the requirements per the contract
documents.
Following review and calculations of all contract documents, it is my recommendation that
Project #26-02 be awarded to Asphalt Maintenance Solutions, LLC in the contract sum of
$ 202,381.79.
The Project is to be funded from the approved budget line item 438-450.

WHEREAS, the Unites States Coast Guard Office of Auxiliary and Boating Safety (CGBSX) has a National Recreational Boating Safety (RBS) Program; and,
WHEREAS, more than 70 million Americans participate in recreational boating which
has significant economic impacts and is an important part of the American heritage and culture;
and,
WHEREAS, the Board of Supervisors encourages local residents to become more
informed in regard to boating safety; and,
WHEREAS, the Board of Supervisors hereby promotes National Safe Boating Week
during the week of May 16th through May 22nd; and,
RESOLVED AND ENACTED by the Board of Supervisors of Limerick Township this
5 day of May, 2026.
