Transit – Until this county recognizes that we can’t save farmland and natural spaces
without investment in a robust transit system (one that makes it very easy to leave the car at
home), we will continue to miss the mark. Leadership in county government needs to
recognize the potential for economic stability and growth IF we invest in a public transit
system. Current leadership is ignoring the fact that car traffic will ruin our way of life in the
county. Lancaster is one of the fastest-growing counties in the state – that is a good thing –
and car traffic will continue to increase and become awful if we don't take steps now to fund
and invest (yes, with tax dollars) in transit.

Guide Pertaining to Data Centers in Lancaster County address the following:
• Expands minimum lot area from 10 acres to 30 acres based on LCPD staff
observations and local data center zoning ordinances;
• Explores recent data center legislation;
• Considers potential sources for additional power;
• Includes the PA Computer Data Center Exemption Program;
• Incorporates sustainability practices; and
• Examines Lancaster City’s Community Benefits Agreement (CBA).

• Lancaster City has established a Community Benefits Agreement (CBA) with Lancaster
AI Hub owners.
• Highlights of the CBA:

• All data center buildings will use 100% clean-energy. If they fall below this threshold,
they will be required to make a significant contribution to the city’s Sustainable
Development and Clean Energy Fund
• Plans must address waste-heat reuse, heat-island reduction, stormwater
management, and healthy-building strategies.
• $10 million will support the Economic Development Fund and the Sustainable
Development and Clean Energy Fund.

Equipment Exemption Program
• Allows data center owners to forgo the 6% sales tax
on items like servers and cooling equipment

• Eligibility requires meeting financial benchmarks,
such as creating at least $100 million in new
investment and 45 new jobs.
• The expected cost of tax breaks for the upcoming
fiscal year is $188 million, but tracking actual costs is
challenging due to non-disclosure of data center
revenue losses in Pennsylvania.
