H. STAFF REPORTS:
Preston Township Subdivision & Land Development Ordinance (SALDO) Amendments –
In late March, our office completed a review of current and previous proposed SALDO
amendments. The proposed amendments spanned two separate proposals that encompassed
proposed changes from the past two years. The majority of the changes had to do with Solar
Energy Systems in terms of both regulations and amended or added definitions. However, some
proposed changes were also more general and administrative in nature. Our review was
completed on March 30th, and as we understand it, the Township is working through the
proposed changes and recommendations.
Sterling Township Zoning Ordinance Amendment – Our office completed a Zoning
Ordinance amendment review for the regulating of ‘Data Centers’ within the Township. These
facilities shall be permitted as Conditional Use in the Planned Business Park (PBP) district with
twenty (20) acres minimum required and a maximum lot coverage of 70%. Also required will be
a 250-foot setback from any lot line of an adjoining residential district or structure. Our review
comments of proposed Section 809 were returned to the Township for their consideration.

Penn DOT 2026 Legislative Construction Season Mtg. – The annual Spring District 4-0
meeting was held the morning of April 7th over at the District 4-0 Office in Dunmore with the
northeast counties of PA. Penn DOT’s emphasis overall will be bridge replacements and Interstate work. For Wayne County, a total of 20 projects are scheduled this year, with 15 of those
being bridge replacements. A slide repair in Damascus and drainage improvements in Texas are
also planned along with a County bridge replacement in Buckingham over Equinunk Creek.
