The Fire Company and Emergency Medical Services grant was submi ed, and we are awai ng
update on the grant status. We s ll expect to receive this.
We did not secure a grant for a fire engine through the Assistance to Firefighter’s federal Grant.
This was only awarded to 14 companies na onwide. We are preparing a new apparatus

We received a 5k dollar grant from Range Resources for the purchase of intake valves for our
apparatus
We have wri en and submi ed a grant through the PA DCNR to help with the replacement of our
20-year-old ATV. This would offset up to $15k of the cost
As part of the NFPA requirements our annual hose tes ng will be conducted on November 2nd all
throughout the day. We expect to lose quite a few sec ons of hose due to most hose approaching
30 years old. Our next AFG grant will be wri en for hose replacement.
Our Open house is set to occur on October 24th. 1-4pm. All are welcome to a end and check out

ASSISTANT TOWNSHIP MANAGER
Mr. Hartwell stated that the annual open enrollment period for benefits will be held in October
this year. We will be putting out information to our employees towards the end of this month
regarding benefit selections for next year.
The budget for fiscal year 2027 is underway. Currently department heads are working on their
capital and staffing requests for next year. We’re using an online portal process to do that. They
will submit the information electronically and we will be able to provide that to you during budget
discussions. Then we will be moving on to our general operating budget here in the next week or
so. The tentative schedule is to present the preliminary budget for your consideration at the
November meeting followed by consideration for approval at the December meeting. We may go
ahead and advertise a special meeting just so we’re able to have that if we need it at the end of
December if any changes are to be made.
Mr. Doddato stated just a caution to all the department heads that have vehicles. The cost of
gas doesn’t appear to be decreasing next year. There have been reports that we could get up to
$200 a barrel. Mr. Doddato wants to make sure that we are being cognizant when we budget for
our fuel.

OLD OR UNFINISHED BUSINESS
A motion was made by VALENT , seconded by O’DONNELL , and carried to adopt
Resolution No. 108-26, which grants approval of the application for tentative approval of
The Canyon PRD planned residential development project.
The board has taken extra time to review this matter. We’ve discussed it internally with legal
counsel and our engineers. I think that everyone in the community would love to see more
farmland, but this was not farmland. It was just vacant land and the owners sold it. The
developers are developing it in accordance with our Township requirements. We do have very
stringent requirements on lot sizes, and what yards are supposed to look like. They are meeting
those requirements set forth. We did hear all the concerns about protecting our farmland and we
have done everything that we can as a community with agricultural security. I’ve talked to a few
of you that have reached out and said if there’s any other farms or area that we should include
or zone as agricultural in the future, the board would be happy to do that because we do want to
protect our farms. This was not an instance where you see a good farm being turned into a data
center. We saw land that wasn’t being used for anything and it’s going to be converted into
home. If we were to deny this, the developer can simply come and develop it without it being a
PRD because it is their right as it is zoned residential. It is zoned residential because it was not
an existing farm but didn’t make sense to zone it agricultural and we didn’t want to zone it
industrial, because we don’t want to have industry abutting residences and farms. If there are
any comments or questions, we are happy to address those.
An unidentified resident asked if they were going to look at the infrastructure as far as North
Branch Road, McWreath Road and Valley Street Extension, as far as the entrances, exits,
turning lanes and all of that. Should that be taken care of by the developer.
Mr. Doddato stated they have limited traffic that can turn onto McWreath Road as part of this
development. North Branch Road is a state road, and we can not take that into consideration
when we do any of these approvals. That would be something that PennDOT would have to
object. That’s not our jurisdiction. We did look at limiting traffic on McWreath Road as part of
this.

Page 7
The Unidentified Resident asked if they are going to take care of the sediment ponds.
Mr. Doddato stated that is the intent of everyone of our developments. A lot of the challenges
you see in Oakdale are caused by some of the plans that were built before these requirements
were in place. After Hurricane Ivan came through in 2004 there was an expansion of
requirements that municipalities could put on developers for retention ponds and as a result of
that you are seeing more and more controlled flooding. I always point to The Pointe where
Bravo, Targe Walmar, and Home Depot, that area where we did our MS4 that our engineer was
talking about, that was one of the areas we targeted to prevent flooding. We cleaned out the
sediment ponds as part of that. As a result of that you don’t see flooding in that area. You don’t
see the parkways getting flooded, because those were built to the specs they should be and
that’s the intent when these plans come through, is that they are built to spec.
The Unidentified Resident asked about the protection of the cat tails and everything. Is that
going to be taken care of through the Township or the developer?
Mr. Doddato asked if they were talking about wetland preservation.
The Resident said yeah.
Steve Victor from Victor, Wetzel Associates, stated that as part of the MPDES permitting
process, we have to submit wetland reports and wetland mappings to the DEP. It will be the
DEP that will monitor that and make sure that all the wetland areas that we have identified will
be preserved. The Township can participate and watch as we do it through the inspections that
are done. The primary responsibility falls with the DEP, and they have all that information
relative to where the wetlands are and the requirements for retention.
Ms. Cromer stated that just for the record, we’re going a little out of order because the Chairman
graciously is allowing comment now instead of at the normal time. Can you please state your
name and address for the record so it can be reflected in the minutes?
The unidentified resident identified himself as Dennis Slovick, Sr. of 115 Slovick Lane,
McDonald.
Mr. Slovic asked if there are going to be any concessions made for less housing as far as the
number of residential houses, the quads, and the apartments and stuff like that. They talked
about that at the last meeting.
Mr. Doddato said no, because that is all part of their PRD submission. If we ask them to change
that, they can simply go and follow the Township zoning as it is written. Any one of us in this
room can go and build a housing plan anywhere that is zoned R2. That is the right that any one
of us have to develop. Where we have the PRD, we allow for some modifications to receive
benefits for the community, such as a pool, clubhouse, the recreation area, so there’s a little bit
of trade off. If we were to require or reduce the number of homes, then that jeopardizes the PRD
and they can withdraw that application and just build houses
Mr. Slovick said they can’t lower the number of houses or residences at all.

Mr. Doddato said that is right. There are upsides and downsides with a PRD and a part of that is
we get an agreement, we get community amenities for them to use and there is a benefit to that
because if we put in and allow 2,000 new residents without increasing the recreational
opportunity for those residents then we will be building more parks, which is great but we all
have to pay for that out of our tax dollars. There is a reason we do the PRDs and having the
community benefit is part of that.
Mr. Slovick so this will push through with no concessions.
Mr. Doddato said the only concessions are the areas where they previously asked for waivers
where the Planning Commission has recommended against those waivers and the Township will
carry that forward.
Dan Dougherty of 1160 Stewart Road stated that he appreciated the board letting them speak at
the last meeting as well. He stated that he had a couple of questions. You spoke about limiting
traffic on McWreath Road potentially. I spoke with the chief a little about that and I appreciated
the discussion. We talked briefly about the traffic limiting measures, being that the traffic study
didn’t cover any or study any potential southbound traffic as part of that study. Is that what you
were referencing? Is there something the Township has been discussing since the last meeting
about limiting overall traffic on McWreath Road in particular?
Mr. Doddato said yeah, it’s with the turning. We as a Township can put signs up. We have done
it on roads coming into Walden Woods, where people were using non-main arteries to get into
Walden Woods quicker. It was causing damage and excessive traffic, and we put a no right turn,
then only people who need to be on that road are using it. By putting those no right turn, no left
turn signage, that’s something the Township has the authority to do. Those are Township roads
and that’s what we can do with the traffic.
Mr. Dougherty said that great. That’s exactly what I talked to the Chief about last month. That’s
something that I think many of these people will be happy about, being that is a narrow road.
Mr. Dougherty asked if there is a list of waivers. At the last meeting I was aware of 12 total
waivers that hadn’t been granted yet. I was just curious if we knew how many waivers we were
looking at right now.
Mr. Brodak stated that there are 11 waivers. On the Planning Commission’s recommendation,
they recommend that 3 are denied and 8 approved modifications.
Mr. Dougherty asked if they would mind sharing which ones they recommend being denied.
Mr. Brodak said that the Planning Commission recommends denial to the modifications to the
slope ratio from facing slope to be 2.5 to 1 to 2 to 1. Modification to allow for curved sewer
popes in line with grade and a waiver from placing fencing around detention facilities.
Mr. Dougherty asked if there were no additional waivers since the last Planning Commission
discussion.
Mr. Brodak said they have received none.

COMMENTS FROM THE FLOOR
An unidentified resident stated that he saw in Sunday’s paper that we are amending the firearms
on public property. He was curious where we stood on that. I have a lot of property and like to
shoot, and I want to see if I can still can or not.
Mr. Doddato stated that at this point they are just working on an ordinance update to make it a
little more clear. We’re not going to try to remove or eliminate the right of any homeowner to use
their firearm. With this we are going to clarify that they are allowed. We have such instances
where people are practicing shooting in their backyard.
The unidentified resident stated that he is not a homeowner but does have 85 acres and his kids
go out once in awhile to shoot.
Chief Cokus said that he would be good.
State Representative Valerie Gaydos just wanted to thank the Board for all the work that they
do. She said it makes her job a little bit easier for all communications.
Mr. Doddato thanked Representative Gaydos for coming out.
Representative Gaydos stated that she missed the first part of the meeting, but it’s always good
to see what we are doing and that she is there if we have any questions.
