subdivision of a 30-acre parcel. Proposed Lot 2 (10.00 acres) is vacant and designated for agricultural use at this
time; a proposed 50-foot-wide access easement serves the lot. Lot 1 is the remaining land. It has a barn, a spring,
and a natural gas well pad. The surrounding parcels in this area are generally used for agricultural and residential
purposes. There is no sewage collection system in the vicinity of this subdivision.
Action Needed: Applicant is seeking a Modification Request from Section 504.2 “On Lot Septic” for Lot 2.

❖ 2026-052 David & Julie Martin / Warren Township- David & Julie Martin is a proposal for two homes on one
66.76-acre parcel. Percolation testing has been conducted as shown for a second residential system of one EDU
(400 g/day) for a proposed three-bedroom house. Access to the homesite will be via a common drive. The
surrounding parcels in this area are generally used for agricultural and residential purposes. There is no sewage
collection system in the vicinity of this subdivision.

❖ 2026-055 Cheri Fagan & Adam Wells / Wyalusing Township The subdivision of lands of the Lyle Wells Estate
is a two-lot subdivision of a 16.75-acre parcel described in Bradford County Inst#200615389. The property is
located along Beacon Hill Road. Proposed Lot 2 (2.49 acres) contains an existing house and shed. Lot 1 is the
remaining land (14.26 acres). It contains an existing pond and is vacant and designated for agricultural use at this
time. There is no public sewerage collection system in the vicinity of this subdivision.

❖ 2026-044 David & Amy DeCristo / LeRoy Township: David & Amy DeCristo are the owners of 2.22 acres
situate 9070-9080 Route 414 in Leroy Township. Lot 2-A contains 1.46 acres and is commercial in use. This lot
contains the store with fueling islands. This lot is served by on-lot water and has an existing sand mound and an
approved replacement holding tank. DEP Code No. 22-265. No new water or sewer is proposed for this lot. There
is a community on-lot system maintenance agreement in place for the shared sand mound. Access is made from
S.R. 0414. Lot 2-B contains 0.76 acres and is currently in commercial use. This lot contains an existing shop area,
which is served by the sand mound on Lot 2-A, and has previously been approved for a replacement holding tank.
DEP Code No. 22-265. No new water or sewer is proposed. There is a community on-lot system maintenance
agreement in place for the shared sand mound on Lot 2-A. The purpose of this subdivision is to split the property
along the common wall between the gas station building and the shop. Adjoining properties are either agricultural,
commercial or residential in use. The residential and commercial lots are served either on lot, with holding tanks, or
with sand mounds.

❖ 2026-007 PAL115 Tarbox Solar Project (Canton) / Canton Township: PIVOT is proposing to construct a 3-megawatt
photovoltaic solar generating project and associated necessary infrastructure on land that is currently, and has historically
been, used for agricultural operations. The project will consist of PV Solar panels, racking systems, inverters that convert
direct current to alternating current, a network of racking-mounted and buried cables to collect electricity, a collection
substation, a switchyard, laydown yards, and perimeter fencing around the PV panel arrays and the substation. The project
will consist of approximately 6,625 solar panels, and the representative panel type will be SILFAB SIL-580 XM + 580W
manufactured panels. Each panel has a generating capacity of 580 watts with a total DC capacity for the site of 3.842 MW
DC. Panel dimensions are 89.7 inches by 44.6 inches by 1.4 inches. The maximum height of panels will be approximately
12 feet above grade. The project will connect to the grid at a point of interconnection along State Route 14.

❖ 2026-025 Vato Solar / Springfield Township: Vato Solar, LLC (the “Applicant”) proposes to construct and operate the
Bradford Solar energy facility at 5162 Springfield Rd, Columbia Crossroads, PA 16914, identified as Bradford County Tax
Parcel 42-056.00-002-000-000. The Property is owned by Shannon and Leonard Cory, who have authorized the Applicant
to submit this application.
❖ The Project will be a small solar energy facility with an approximate capacity of 3 megawatts (MW) alternating current.
Electric components will be located within a fenced area of about 16.8 acres on the 174.09-acre Property. The system will
include approximately 7,500 ground-mounted photovoltaic modules on single-axis trackers, arranged in north–south rows
to track the sun from east to west. Modules will measure about 3.7 by 7.9 feet and be rated around 550 watts. Trackers will
be mounted on steel posts driven 10–15 feet into the ground, with a maximum height under 12 feet.

stormwater management facilities and other site features. The project site is located along the east side of SR 2010,
approximately 550 feet northeast of the intersection of SR 2010 and Gravel Pit Road in Wyalusing Township, Bradford
County. The project will be served by public sanitary sewer and public water. The disturbance limit in the original area is
38.9 acres, and the proposed area is 63 acres. The NPDES permit boundary originally was 66.1 acres, and the proposed
area is 66.1 acres.

❖ 2026-049 D&C Fuels: The proposed work consists of constructing a fuel station and convenience store. This construction
will include the convenience store building, a paved parking pad, and pump stations, fuel tanks, drive aisles, a retaining
wall, and necessary stormwater management facilities. The project will also involve the removal of an existing barn and
driveway to the south. The existing site was used for agricultural purposes in the past but has lately consisted of open space
and a meadow with a lay-down yard. The nature of the proposed site requires a substantial area of impervious surface for
drive lanes, parking, and fueling passenger vehicles and tractor-trailers. As a result, approximately 2.1 acres of the 5-acre
site are proposed to become impervious under post-construction conditions. With earth disturbance not permitted within
the existing 50-foot stream buffer, there is little space for installing stormwater facilities.
