Public Service Department Update
(i). Requesting approval of the City of Charleston Debris Management Plan. (Matt Alltop)

Stormwater Management Department Update
(i). Approval of construction contract in the amount of $4,504,395.48 with Gulfstream
Construction Company, Inc. as part of the Central Park Drainage Improvement Project.
The scope of this contract includes installation of new stormdrain pipe, culverts, valves,
temporary and permanent erosion control, and additional work pursuant to improving
drainage and tidal and flood resiliency in the Central Park Road basin on James
Island. This portion of the project will utilize a $1,500,00.00 grant from the South
Carolina Rural Infrastructure Authority. (Steve Kirk)(Previously approved by Ways
and Means and City Council on September 22, 2026)
(ii). Approve a 1-year extension with Harper General Contractors, Inc. for the continued
maintenance of the William Dudley Gregorie Pump Station. Original/base contract is a
Not To Exceed contract for $400,000.00, which has a 5% escalation for the two (2)
optional 1-year extensions. The first contract extension is for a Not To Exceed amount
of $420,000.00. The approval of the contract extension does not obligate the city to
any expenditures but will continue to utilize the William Dudley Gregorie Pump Station
line item in the Stormwater Operations Budget. (Steve Kirk) (Previously approved by

Committee on Ways and Means:
(Bids & Purchases
(Community Services – Livability & Tourism: Approval to request $7,500.00 from the
Bloomberg Center for Public Innovation Implementation Accelerator Program to
support continued monitoring and documenting of vacant structures and providing
education and resources. Cities accepted into the program may request up to
$7,500.00 to support implementation, continued prototyping, resident engagement,
or other work connected to the project. L&T is partnering with Building Inspections,
Housing, and BAR staff on this program.
(Information Technology: Approval of a budget transfer for Tyler Energov/MUNIS Cloud
Migration in the amount of $125,000.00 from 161200-58012 to 161100-52206 to
cover the cost of the Tyler Energov and MUNIS systems to the Cloud. These funds
were approved by City Council in 2025, but funding was not rolled over to the 2026

budget. Funding is available in 161200-58012 due to cost savings from data center
upgrades which were budgeted, but not implemented in 2026.
(Legal Department: A Resolution authorizing the mayor to execute a waiver of first-rightof-refusal as it relates to the sale of property identified by Charleston County TMS#:
459-006-10-067 (4 Blake Street). (This is being brought forward to the
Committee on Ways and Means due to time constraints)
(Legal Department: An ordinance to amend Chapter 2; Article XI, Division 5 increasing
the Procurement Threshold for Council approval from $40,000.00 to $100,000.00.

(Legal Department: Authorization for the Mayor to execute a quitclaim deed on behalf of
the City conveying a portion of TMS# 464-2-00-051, approximately 1.98 acres of
property located near Herbert Street (Grace Site) to the South Carolina State Ports
Authority for $6,400,000.00. (This is being brought forward to the Committee on
Ways and Means due to time constraints) [Ordinance]
(Legal Department: Approval to accept an award in the amount of $1,261,648.13 for
funds available through the South Carolina Opioid Relief Fund (SCORF). The grant
will fund opioid abatement efforts within the City of Charleston. No match is required
for this grant.
(Legal Department: Authorization for the Mayor to execute a franchise agreement with
Dominion Energy South Carolina.
(Legal Department: Authorization for the Mayor to execute a franchise agreement with
Berkeley Electric Cooperative.
(A resolution to approve an amendment of the Agreement for Development for Joint
County Industrial Park, by and between Charleston County, South Carolina and
Colleton County, South Carolina, so as to include additional property in the City of
Charleston as part of the Joint County Industrial Park. (Previously approved at the
Committee on Ways and Means and City Council on September 22, 2026)
(Authorization for the Mayor to execute on behalf of the City a utility easement, approved
as to form by the Office of Corporation Counsel, to Dominion Energy South Carolina,
Inc., encumbering a portion of the City of Charleston’s real property designated as
Charleston County TMS No. 460-04-04-118 within the right of way shown on
reference drawing C-85502. (King Street and Carolina Street, TMS# 460-04-04-118).
The property is owned by the City of Charleston. [Ordinance]
(Authorization for the Mayor to execute an Agreement with the Medical University of
South Carolina-Foundation related to the remaining Horizon TIF properties.
(Westedge-Horizon TIF). The property is owned by the City of Charleston and the
Medical University of South Carolina-Foundation. (DEFERRED)
(Authorization for an amendment to the Long Savanna Development Agreement Section
6.6.B of the Agreement titled “Development Phasing and Transportation
Improvements.” (Long Savanna Development-West Ashley). The property is owned
by Charleston County.
(Authorization for the Mayor to execute an Amendment to Lease Agreement with
Dominion Energy South Carolina regarding 3.32 acres to remove 12 parking spaces
to be dedicated for electric vehicle charging stations. (Parking lot at Grove and
Rutledge, TMS# 463-15-01-061, a portion). The property is owned by Dominion
Energy South Carolina. (AS AMENDED)
(Authorization for the Mayor to execute a quitclaim deed conveying a portion of Parcel
AA, Phase 6, containing 1.823 Acres (79,616.33 square feet) located in Berkeley
County, South Carolina back to The Daniel Island Company, Inc. (TMS# 277-00-00004). The property is owned by the City of Charleston. [Ordinance]
(Authorization to accept a Corrective Deed from the Daniel Island Company, Inc.
