LA SALLE COUNTY COMMISSIONERS COURT
TUESDAY, OCTOBER 13", 2026; 10:00 AM
La Salle County Courthouse, Commissioners Courtroom,
101 Courthouse Square, Cotulla, TX 78014
The La Salle County Commissioners Court requires that testimony before the court be given under
oath pursuant to Local Government Code 81.030. A person who makes a false statement under
oath is subject to prosecution under Section 37.02 Penal Code. The board may go into executive
session with its attorney on any listed item provided the item is listed in the Open Meetings Statute.

A. MEETING CALLED TO ORDER

B. PUBLIC PARTICIPATION COMMENTS
1. The public will be allowed to comment at the beginning of the meeting during Public
Participation Comments. The speaker must first properly submit the Public
Participation Form to the La Salle County Clerk’s office and briefly describe the subject
matter. The public may comment on any agenda item listed.
C. EXECUTIVE SESSION
1. Discussion in executive session pursuant to Section 551.0725 of the Texas Government
Code, deliberations regarding a contract with a third party, related to the Professional
Services Agreement for Public Relations Consulting Services with Poznecki-
Camarillo, LLC, and the potential addition of services thereto, including but not limited
to, open records reports.
2. Discussion in executive session pursuant to Section 551.074 of the Texas Government
Code, deliberations regarding personnel matters, including but not limited to,
adjustments to pay for medical staff at the La Salle County Regional Detention Center
approved during the Regular Commissioners Court Meeting held on April 13, 2026.
D. DISCUSSION/ACTION ITEMS
1. Discussion and/or possible action to accept minutes dated:

2. Discussion and/or possible action to approve Pipeline/Water Agreements.

Maldonado from checking account #**8460 held at Stockmens National Bank under
LSC DFD-43 Regional Detention Center Inmate Trust Acct.
5. Discussion and/or possible action to approve the purchase of a storage container to
store jail files and records as presented by Bonita Perales, Jail Administrator.
6. Discussion and/or possible action to remove and dispose of discarded Detention Center
property as presented by Sheriff Hector Ramirez.
7. Discussion and/or possible action to approve estray donkey donation/auction as
presented by Sheriff Hector Ramirez.
8. Discussion and/or possible action to approve thirteen-dollar daily rate for deputy use
for trailer home as presented by Sheriff Hector Ramirez.
9. Discussion and/or possible action to authorize any additional measures necessary to
implement adjustments to pay for medical staff at the La Salie County Regional
Detention Center approved during the Regular Commissioners Court Meeting held on
April 13, 2026, as presented by Sheriff Hector Ramirez.
10. Discussion and/or possible action to authorize Pozneckt-Camarillo, LLC, to assist with
open records reports, as presented by Attorney Keith Franklin.
11. Discussion and/or possible action regarding the Application for Order of
Abandonment, Closure, and Vacation of Portions of River Drive and Catfish Cove
Drive Pursuant to Section 251.051, 251.057, and 251.058 of the Texas Transportation
Code, as presented by Attorney Graves Peeler on behalf of Applicant KO Supply
Ranch, LLC.
12. Discussion and/or possible action to approve to purchase a CB95 Broom (cab w/ AC
& Heat-7’ 6” with Polly Tube) in the amount of $78,942.48 as requested by
Commissioner Noel Niavez, Pct 1.
13. Discussion and/or possible action to approve holding a Town Hall Meeting in regards
to South Texas Regional Data Center Information Symposium on Thursday, October
15", 6:00 p.m., Alexander Convention Center. (FOR INFORMTION ONLY)
14. Discussion and/or possible action to approve a resolution to submit Colonia Fund
Construction Program FY27 grant application to the Office of the Governor as
presented by Judge Leodoro Martinez, III.
15. Discussion and/or possible action to approve for Lone Star Strategy Group, LLC to
gather and submit all required documentation for the FEMA submission as presented
by Judge Leodoro Martinez, III.
16. Discussion and/or possible action to approve Budget Amendments for the following
