Dickenson Tomlinson. R. Brantley Ivey participated via teleconference due to being out
of town on business.

IN RE: OPENING BUSINESS
Supervisor Anderson made the motion to amend the agenda for a motion to petition
Grayson County Circuit Court with a special election to fill Supervisor At-Large position
and for the position of Grayson County Sheriff under new business and add to the
agenda under board appointments for BRIC, GGEMS, NRVRJ and VCWA and to approve
the agenda/consent agenda which includes: regular meeting minutes of November 13,
2025; Special Called Meeting minutes of December 3, 2025; bills & payroll for November
2025; duly seconded by Supervisor Tomlinson. Motion carried 4-0.
IN RE: PUBLIC HEARING(S)


A public hearing to receive public comment(s) to consider a request to amend an
existing Special Use Permit for Deer Creek Motorcoach Homeowners
Association. The applicant is requesting the removal of interior setback

requirements within the Planned Unit Development Subdivision on Tax Map #96A-18E and 96C1-1 through 96C1-1-70.
Mrs. Jada Black, Planning & Community Development Director, gave the following staff
report: The Deer Creek Motorcoach Homeowners Association is requesting an
amendment to an existing Special Use Permit for the Deer Creek Motorcoach Resort
located on Edmonds Road in the Rural Farm zoning district. The amendment would
reduce the interior side setback for individually owned lots from 10 feet to zero feet.
This resort was originally approved in 2007 as a planned, compact motorcoach
development. Over time, owners have added outdoor features consistent with the
resort’s design, some of which encroach into the existing setback. The purpose of this
amendment is to bring existing conditions into compliance and allow future
improvements to be properly permitted and regulated. The request does not change
the use, density, or intensity of the development and does not increase demand on
public services or infrastructure. Building and Fire Code requirements will continue to
govern safety and separation standards. Proper public notice was provided, and no
public comments have been received. The Planning Commission recommends approval
of the amendment to the Special Use Permit for the Deer Creek Motorcoach
Homeowners Association, which includes modifications to the required setback
standards under 5-11-39(a). The reduced setback is necessary or desirable based on the
specific circumstances of the project; and (b) The modification will not create an undue
adverse impact on the surrounding properties, neighborhood character, or overall
setback and density standards. These modifications are consistent with the intent of
the ordinance and in harmony with the zoning ordinance. Suck modifications to reduce
the interior side setback requirement from 10’ to 0’, subject to the following conditions:
1. All existing and future structures shall comply with all applicable Building and Fire
Code requirements; and 2. All improvements shall obtain all required County permits
and inspections – overall, this amendment is corrective in nature and aligns zoning
regulations with the established character of the resort while maintaining public health
and safety. Supervisor Tomlinson made the motion to open the public hearing; duly
seconded by Supervisor Anderson. Motion carried 4-0. With no one signed up to speak,
Supervisor Anderson made the motion to close the public hearing; duly seconded by
Supervisor Tomlinson. Motion carried 4-0. Supervisor Anderson made the motion to
approve the amendment to the Special Use Permit for Deer Creek Motorcoach
Homeowners Association, Inc., located at 2524 Edmonds Road, Galax, VA to reduce the
interior side setback requirement from j10’ to 0’ for individually owned lots, subject to
the following conditions: (1) All existing and future structures shall comply with all
applicable Building and Fire Code requirements; and (2) All improvements shall obtain
all required County permits and inspections; duly seconded by Supervisor Tomlinson.
Mrs. Black noted that she’s had no complaints – HOA initiated this by coming to the
County to get into compliance. Motion carried 4-0.

IN RE: REPORTS, PRESENTATIONS OR REQUESTS
Michelle Pridgen, Director, Grayson LandCare, thanked the Board of Supervisors for
their continued support and gave the following 2025 IMPACT REPORT:

PERMACULTURE – 17 Volunteers – 388 hours
- Monthly meetings are hosted with potluck suppers, garden work days and 2
winter book study events
WORSHOP EVENTS
- Hosted 6 workshops: Fruit Tree Pruning, Kids Day, Using Herbs, Weed the Park,
Composting & Water Catchment, Fall Garden Cleanup
TEACHING TERRACE
- Proved a perfect place to host meals, workshops and tours
GARDEN TOURS
- Co-hosted the June LandCare meeting with the Church of the Good Shepherd
attended by 60 members and guest who toured the garden
- Participated in the Grayson County Art & Ag Adventure, hosting 67 garden
visitors
FREE MARKET
- The Christmas Gift Shop will be held at the GATE Center on December 6, 11am3pm, for children and parents to choose gifts for family members, friends and
teachers. The CATE Center Culinary Arts students will ontinue their holiday
tradition and bake and serve holiday cookies
- Averaged 76 visitors, 17 bringing, 69 taking items daily and $49 daily donations
which cover expenses-rent/utilities/insurance
- 4 volunteers are needed during each shift due to increased traffic and donations
- Served 14 agency clients with new or like-new dishes, kitchenware, towels,
bedding
- Loaned 114 pieces of medical equipment in the last 12 months
- Partnered with Food Independence to hand out gift bags of ornaments to each
family in November; and handmade hats and stuffed toys to their children in
December
- 24 Volunteers continuously improve how the Market looks and operates by
donating 3,013 hours
INDEPENDENCE FARMERS MARKET
- 250 customers weekly and 27 vendors
- Hosted 24 regular Markets, 3 Winter Markets, year-round Online Market and 12
events, including 4 Cooking Days
- Participated in the Senior and WIC Farmers Market Program and distributed
$2,800 of SNAP benefits and $2,000 of Match for fresh fruits and vegetables and
added 10 new SNAP users – became 1 of 3 test Markets to expand the Match to
Medicaid, WIC and Farmers Market Fresh users
- Distributed $1,000 in Healthy Kids Bucks to 100 kids with the Virginia Family
Nutrition Program and $1,500 in IFM Kids Bucks to 400 kids
- Supported 54 small businesses: 9 new and 7 entrepreneurs under 18 years old
- 17 community partners and 52 volunteers donated more than 300 hours
- The Cape Center Ag classes helped press apples and other sold their products at
Market

FOOD INDEPENDENCE
- Provided an average of 380 boxes to 350 households with 740 people per month
- 50 volunteers, including Oak Hill Academy & GCHS ROTC students, donate an
average of 200 hours a month unloading the delivery truck, unpacking and
sorting products, packing boxes for distribution, checking in clients on
distribution day and distributing boxes, and other tasks
LEADERSHIP TRANSITION
- After founding and leading Food Independence for more than 5 years, Tom and
Anita Simpson, with the assistance of the steering committee, have selected
Shannon Miller and her husband Mark as the new leaders with Jackie Crowe
taking over as Secretary and Intake leader
DRIVE-THROUGH DISTRIBUTION
- Over 140,000 pounds of food was provided in 2025 through drive-thru
distribution at the pantry and two community-based delivery programs for
home-bound and isolated households monthly
- Distributed weekly kid’s Summer Food Boxes to Grayson County youth for the
first time
- Food is sourced from Feeding Southwest Virginia, The Southwest Virginia
Farmers Market, Food City and local farmers and gardeners
THANK YOU!
- Grants from the Twin County Community Foundation, support from Grayson
County and donations from individuals and businesses solely support the pantry
INDEPENDENCE ELEMENTARY SCHOOL GARDEN
- 72 1st grade students participated in the garden twice a month during class time
- Students planted, harvested and tasted hers and vegetables – lessons were
integrated to meet the SOL standards
- John Alexander and Vanessa Austin assisted with the program
- Students won 1st place at the Grayson County Fair with tomatoes and second
place with flowers
- A family of groundhogs enjoyed the garden too! As one student said, “BAD
groundhog”
Tractor garden project
- Hosted 2 community work days to maintain and mulch the garden and weeded
the Park with 17 volunteers and enjoyed a potluck dinner co-hosted by the
Permaculture Group and Town of Independence
GRAYSON COUNTY SEED LIBRARY
- Attendance doubled at the seed saving workshop & seed swap co-hosted with
the WGR Library in Independence – distributed over 300 seed packets donated
by the community
GRAYSON LANDCARE
- Sponsored the Haybale contest and youth poster contest to advertise the
Grayson County Fair which saw the addition of new events and had record
attendance
- Hosted 7 workshops with Project leads

applications for eight (8) days to review before making a decision and also noted
a special election will be held in November for this position; then he read the list
of names which include: Taylor Hyatt; Chris Anders; Terry Dunlevy; Brenda
Sutherland; Robert Williams; Paul Gray Richardson; James I Wyatt, Jr., Dennis J.
Cox, and William Jason Harris. Supervisor Anderson made the motion to approve
Paul Gray Richardson to fill the interim position for Supervisor At-Large until a
special election can be held; duly seconded by Supervisor Tomlinson. Roll call

vote as follows: Tracy A. Anderson – Aye; Mary E. Dickenson Tomlinson – Aye; R.
Brantley Ivey – Aye; Michael S. Hash – Aye. Motion carried 4-0.

Resolution – Community Impact Grant – Grayson LandCare (Free Market)
Mr. Boyer noted they are requesting $167.70 for the donated use of the
property located at 1173 N Independence Ave/Independence for the tax year of
2025 – for the entirety of 2025, the use of the property has been donated to
Grayson LandCare, which is a 501c3 based in Independence/VA – the request of
$617.70 is equal to the 2025 county real estate tax amount. Reading of the
resolution (listed below) was waived. Supervisor Ivey made the motion to
approve; duly seconded by Supervisor Anderson. Roll call vote as follows: Tracy
A. Anderson – Aye; Mary E. Dickenson Tomlinson – Aye; R. Brantley Ivey – Aye;

RESOLUTION
COMMUNITY IMPACT GRANT
FOR
GRAYSON LANDCARE dba THE FREE MARKET
WHEREAS, the Grayson County Board of Supervisors recognizes Grayson LandCare dba The Free
Market as a community asset for their role in recycling by receiving usable items that people no longer
need and offering them for free to people who can put them to use; and,
WHEREAS, the Board also recognized that Grayson LandCare dba The Free Market is a 501 (c) 3
non-profit entity, and wishes to support their efforts through creative and resourceful means; and,
WHEREAS, the Board shall establish a Community Impact Grant (CIG) to be used as the
instrument to provide assistance to this organization; and,
WHEREAS, the Community Impact Grant (CIG) will be provided to Grayson LandCare dba The
Free Market on an annual basis in an amount not greater than the amount tendered in real estate tax on
the real property owned by the organization for that calendar year and agreed upon by the Board; and
NOW THEREFORE, BE IT RESOLVED, that the Grayson County Board of Supervisors will support
Grayson LandCare dba The Free Market through a Community Impact Grant to further assist their efforts
in recycling within Grayson County, Virginia.

Supervisor Anderson made the motion to approve the appointments as stated by the

PETITION CIRCUIT COURT FOR A SPECIAL ELECTION - Mr. Boyer noted that the Board of
Supervisors need to make a formal motion to petition the court for a special election for
the At-Large position and the Sheriff’s position. Supervisor Anderson made the motion
to petition the Grayson County Circuit Court for writ of a special election to fill the
position of Supervisor At-Large and the position of Grayson County Sheriff; Mr. Boyer
noted that the petition has already been worked out with the County Attorney and will
submit by December 15th and the one for the Sheriff’s position will be submitted
January 2nd, 2026. Mr. Boyer noted that the Code of Virginia allows the Sheriff to
designate his Chief Deputy as long as he’s a voting member within the county and will
assume all authority as Sheriff; duly seconded by Supervisor Tomlinson. Motion carried
4-0.
IN RE: COUNTY ADMINISTRATOR’S REPORT –
Stephen A. Boyer gave the following report:
 Supervisor Ivey, representing the Wilson District and Supervisor Anderson,
representing the Elk Creek District will be leaving the Board at the end of the
year – thanked both for their service to the community
 Noted this is Mitch Smith’s last meeting as he will be retiring at the end of
January 2026 – retirement party will be January 23, 2026 from 1pm – 3pm.

RESOLUTION
BRIDGE NAMING ON ROUTE US 21, ELK CREEK PARKWAY OVER ELK CREEK
IN GRAYSON COUNTY, AS THE MASTER CORRECTIONS OFFICER
JEREMY LEWIS HALL MEMORIAL BRIDGE
WHEREAS, Master Corrections Officer Jeremy Lewis Hall honorably served the
Commonwealth with dedication, professionalism, and courage. Throughout his career, Officer
Hall was recognized for his strong work ethic, steady leadership, and unwavering commitment to
the safety and well-being of his fellow officers, inmates, and the community he served; and
WHEREAS, on November 17, 2025, Officer Hall tragically lost his life in the line of duty.
His passing was a profound loss to his family, colleagues, and the entire community. Naming this
bridge in his honor serves as a lasting tribute to his sacrifice and a reminder of the vital role
corrections officers play in protecting public safety. This designation ensures that Master
Corrections Officer Jeremy Lewis Hall’s service, dedication, and ultimate sacrifice will be
remembered for generations to come; and
WHEREAS, Section 33.2-213 of the Code of Virginia authorizes the Commonwealth
Transportation Board (CTB) to give suitable names to state highways, bridges, interchanges, and
other transportation facilities and change the names of any highways, bridges, interchanges, or
other transportation facilities forming a part of the systems of state highways; and
WHEREAS, Section 33.2-213 provides that the Virginia Department of Transportation
shall place and maintain appropriate signs indicating the names of highways, bridges,
interchanges, and other transportation facilities named by the CTB and requires that the costs of
producing, placing, and maintaining such signs shall be paid by the localities in which they are
located.
NOW, THEREFORE, BE IT RESOLVED, that the County of Grayson, in accordance with the
requirements of Section 33.2-213 of the Code of Virginia, does hereby request that the

Commonwealth Transportation Board name the bridge on Route US 21, Elk Creek Parkway over
Elk Creek in Grayson County as the Master's Corrections Officer Jeremy Lewis Hall Memorial
Bridge;
BE IT FURTHER RESOLVED, that Grayson County agrees to pay the costs of producing,
placing, and maintaining the signs calling attention to this naming.

After discussion, the November and December board meeting will be held on December 16th at
3pm.
Closed Session
Mr. Hash made a motion to go into closed session for discussions concerning a prospective
business or industry or the expansion of an existing business or industry where no previous
announcement has been made of the business' or industry's interest in locating or expanding its
facilities in the community. Mr. Early seconded the motion, which carried unanimously.
End Closed Session and Reconvene Regular meeting.
Mr. Burnette made a motion to end closed session and return to regular session. Mr. Hash
seconded the motion, which carried unanimously.
Mr. Early made a motion to extend the first right of refusal for Project Lightning for 30 days
after the current deadline, making the new deadline November 30th, 2025. Mr. Boyer seconded
the motion, which carried unanimously.
Adoption of Resolution of Certification of Closed Session
WHEREAS, the Blue Ridge Crossroads Economic Development Authority Board has convened
a closed meeting on this date pursuant to an affirmative BRCEDA Agenda recorded vote and in
accordance with the provisions of the Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3711 of the Code of Virginia requires a certification by the Blue Ridge
Crossroads Economic Development Authority Board that such closed meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Blue Ridge Crossroads Economic
Development Authority Board hereby certifies that, to the best of each member’s knowledge: (1)
only public business matters lawfully exempted from open meeting requirements by Virginia law
were discussed in the closed meeting which this certification resolution applies; and (2) only
such public business matters as were identified in the motion convening the closed meeting were
heard, discussed, or considered by the Blue Ridge Crossroads Economic Development Authority

CALL TO ORDER/WELCOME
Mr. Utt called the meeting to order at 12:10, welcomed those present, and declared quorum.
APPROVAL OF MINUTES
Minutes for the July 24th, 2025, Executive Committee meeting were included for review. Mr. Boyer
made a motion to approve the minutes as presented, seconded by Mr. Bear. With no additional
discussion, the motion passed unanimously.
FINANCIAL REVIEW
Mr. Bear reviewed the July financials with the Executive Committee. Mr. Burnette made a motion
to approve the financials as presented. Mr. Boyer seconded the motion. With no additional
discussion, the motion passed unanimously.
EXECUTIVE DIRECTOR REPORT
Ms. Shrewsbury shared that once we receive the final GO Virginia check, Ms. Porter will rerun the
June financials so that everything is accounted for correctly. She also gave an update on the MRRP

Savings accounts. We set up a six-month savings CD with National Bank of Blacksburg this
morning. However, opening the Advantage Money Market account with First Bank & Trust has
been postponed. First Bank & Trust requires that you first have a checking account set up with
them. Ms. Shrewsbury suggested that we reevaluate the other savings account options. Mr. Bear
made a motion to not proceed with the Money Market Account, as agreed upon at the last meeting,
and review CD and other options for upcoming meeting. Ms. Burton made a second motion. With
no additional discussion, the motion passed unanimously.
Ms. Shrewsbury shared that Kristen Costello is no longer with Dewberry. She met with Kevin
Pennock to discuss MRRP/Dewberry projects and investment moving forward. Ms. Fisher spoke
of her recent and upcoming meetings with investor prospects including GigaBeam, Merrick, Point
Broad Band, and Timmons Group. She is also in discussions with the region’s hospitals.
Ms. Shrewsbury brought up the Pre-Session Legislative Dinner scheduled for November. Based on
feedback, the 18th was selected as the event date. Graze on Main’s ballroom was chosen as the
venue after considering the options in the region.
Ms. Shrewsbury shared additional project updates. The final payment to Timmons for Regional
Site Study was processed, and MRRP will submit the final remittance request to TRRB. PRIFA
continues working on the Target Industry Study for Pathway Park. BRCEDA is working on Option
Agreement for Site One. Additionally, BRCEDA offered the open Executive Director position to
Larry Danues, who accepted and plans to start on November 3rd. MRRP completed the FDI
Qualified Community certification process with Terralogis and TBIC and received the formal
award at the TBIC Annual Conference in Chicago in August. We received feedback and scoring,
which was overall very positive, and have shared this with the Executive Committee and local
LEDOs. Prospect activity has slowed down over the last six months; however, we are currently
working with at least 3 active prospects throughout the region. Ms. Shrewsbury shared interest
in the Virtual REDO Concept. She was asked for initial feedback on a pilot program through VEDP
for localities that are not members of an active REDO. This program would allow up to 4 localities
at a time to be a member of the Virtual REDO and receive closer assistance from VEDP, as well as
other basic REDO services for a year. The goal is not to replace active REDOs, but instead to
onboard localities and get them interested in joining an active REDO based on their experience
and services offered through the Virtual REDO. This could be very beneficial to us since we don’t
currently have the capacity to add localities to our footprint but could get them interested in
joining us in the future when we are able to add more. Ms. Shrewsbury also shared that we
submitted an application to the Twin County Community Foundation for a grant to cover our
talent programs in the Twin County region but were not selected for funding this year. We
requested additional feedback, and TCCF stated that they would prefer to wait a while before
funding MRRP again. We will continue to rebuild that relationship.
Ms. Shrewsbury also shared that we received a report based on our target industry analysis from
the FDI certification program that we did. Ms. Shrewsbury distributed the report to the
committee.

The draft social media policy was then brought before the board. Ms. Herbert drafted a social
media policy for our organizational accounts to ensure compliance with FOIA regulations in
Virginia, which prohibit certain organizations from deleting citizen comments on the
organization’s posts unless the organization has a written policy stating it will not permit posts
that are abusive or defamatory. Ms. Herbert briefly went over this policy as well as the potential
need for it if, for example, MRRP shared an announcement that was unpopular with the public, as
data center announcements are currently trending to be very poorly received. Mr. Boyer rejected
the premise of the policy, citing concerns about staff making decisions about what comments
should be removed. Ms. Herbert asked to clarify if it was the position of the committee that no
comments would be deleted, regardless of whether they were abusive or defamatory in nature.
Ms. Burton suggested turning all social media comments off. Mr. Bear suggested that Ms. Herbert
take a FOIA course through the Virginia Ethics Council. The social media policy is tabled for now.
Ms. Shrewsbury shared that MRRP advertised in the Washington Commander’s yearbook, which
reaches business decision makers in Virginia, Maryland, and DC. The ad purchase includes tickets
to a Washington Commanders game. Mr. Utt suggested sending out an email to the members of
the board asking who would be interested in the tickets and randomly selecting, from that group,
two winners.
Ms. Shrewsbury introduced the budget amendment to the committee. Mr. Bear made a motion to
approve the budget amendment. Ms. Burton made a second motion to approve. With no additional
discussion, the motion passed unanimously.
Mr. Fisher then gave her report on Connect tours. Ms. Herbert gave a brief update on the current
marketing and communications side of the organization, sharing two current ads and noting that
the FY2025 Annual Report will be published in October.
EXECUTIVE COMMITTEE OPEN DISCUSSION
Mr. Bear asked what sectors seem to show interest in the region. Ms. Shrewsbury responded that
we are seeing wood/timber, agribusiness, food/beverage, and advanced materials including plastic
and composites. She thinks we present well with what we have to the European companies and
what they are looking for in those kinds of sectors. Discussion ensued about properties in our
regions that could be used for industrial purposes.
