Resolution P26-22 – Authorization to Accept 2026 Funds from Southeast Crescent Regional Commission
for Local Development District Capacity Building Program
This resolution authorizes the Executive Director to accept funds of up to $25,000 from the Southeast Crescent
Regional Commission to implement capacity building activities that support economic development and related
recreational trails programming in Northern Virginia.
Recommended Action: Adoption
Resolution P26-23 – Authorization to Receive Funds from the Virginia Department of Health to Perform
Various Technical Assistance Activities in Support of HIV/AIDS Care and Prevention
This Resolution authorizes the Executive Director to execute such agreements and amendments with VDH as
may be necessary to accomplish NVRC HIV-related activities for the 2026-20247 grant year and authorizes the
Executive Director to amend the Commission’s Work Plan accordingly.

Resolution P26-24 – Authorization to Accept 2026 Funds from the Embassy of the Federal Republic of
Germany for a Peer-to-Peer Study Tour on Sustainable Digital Infrastructure
This resolution authorizes the Executive Director to accept $20,000 from the Embassy of the Federal Republic of
Germany to support a one-week peer-to-peer study tour to Berlin and Frankfurt to analyze the suitable transfer
and application of sustainable digital infrastructure policy and technical innovations to Northern Virginia.

AUTHORIZATION TO ACCEPT 2026 FUNDS FROM SOUTHEAST CRESCENT REGIONAL
COMMISSION FOR LOCAL DEVELOPMENT DISTRICT CAPACITY BUILDING PROGRAM
WHEREAS, the Northern Virginia Regional Commission (NVRC) is recognized as a Local
Development District (LDD), in which it operates as a lead organization servicing multicounty
areas in the region and serves as a liaison between State and local governments, nonprofit
organizations, the business community, and the public; and
WHEREAS, the Southeast Crescent Regional Commission (SCRC) is a federal-state partnership
authorized by Congress in the “2008 Food, Conservation, and Energy Act” to promote and
encourage economic development in parts of Alabama, Georgia, Mississippi, North Carolina,
South Carolina, and Virginia, and all of Florida; and
WHEREAS, SCRC invests in projects that support basic infrastructure, business development,
natural resource preservation and workforce development; and
WHEREAS, SCRC provides a non-competitive capacity building program to strengthen the
operational capacity of LDDs, including NVRC, and benefit communities within distressed,
transitional, and isolated areas of distress by enhancing local economic development,
administration, and planning; and
WHEREAS, since 2023, NVRC has been awarded annual funding from the LDD capacity building
program to assist localities and other relevant local entities in identifying, assessing, and
facilitating projects and programs that enhance the economic development of the region; and
WHEREAS, for Fiscal Year 2026, NVRC will utilize the LDD capacity building program funds to
continue economic development assistance to its localities, as well to provide ongoing support for
regional trail development projects and initiatives, including the installation of new informational
signage to enhance accessibility, safety, and enjoyment of local and regional trail networks;
THEREFORE BE IT RESOLVED, that the Northern Virginia Regional Commission authorizes the
Executive Director to accept funds, not to exceed $25,000, from the Southeast Crescent Regional
Commission to implement capacity building activities that support economic development and
related recreational trails programming in Northern Virginia.

AUTHORIZATION TO RECEIVE FUNDS FROM THE VIRGINIA DEPARTMENT OF
HEALTH TO PERFORM VARIOUS TECHNICAL ASSISTANCE ACTIVITIES IN
SUPPORT OF HIV/AIDS CARE AND PREVENTION
WHEREAS, the Northern Virginia Regional Commission (NVRC) has demonstrated its commitment to facilitating
the availability of services to persons living with the human immunodeficiency virus (HIV) and acquired immune
deficiency syndrome (AIDS) since the reauthorization by Congress of the Ryan White HIV/AIDS Treatment
Extension Act (Treatment Extension Act) in 2009 and its predecessor legislation the Ryan White CARE Act
in1990; and
WHEREAS, the U. S. Health Resources and Services Administration (HRSA) distributes Treatment Extension
Act Part B funds to states and territories for the purchase of AIDS Drug Assistance Program (ADAP) benefits
and other health and social services for persons living with HIV/AIDS; and
WHEREAS, in Virginia the Federal Recipient of Part B funds -- the Virginia Department of Health (VDH) has
contracted with NVRC for the past 36 years to receive and subcontract funds for HIV services in Suburban
Virginia; and
WHEREAS, the types of tasks identified for NVRC staff that would be performed under contract to VDH are
consistent with NVRC’s role and mission, including grants management, training and technical assistance,
research, program development, and neutral convener; and
WHEREAS, VDH staff has indicated the source of funding for such work is likely to include drug rebates earned
from Ryan White Part B activities, as well as additional funding as it may become available; and
WHEREAS, VDH staff has received and approved a budget and work plan prepared by NVRC staff that articulates
a variety of proposed projects .
THEREFORE BE IT RESOLVED, that NVRC authorizes the Executive Director to execute such agreements and
amendments with VDH as may be necessary to accomplish NVRC HIV-related activities for the 2026-2027 grant
year; and
BE IT FINALLY RESOLVED, that the Northern Virginia Regional Commission authorizes the Executive Director
to amend the Commission’s Work Plan accordingly.

AUTHORIZATION TO ACCEPT 2026 FUNDS FROM THE EMBASSY OF THE FEDERAL
REPUBLIC OF GERMANY FOR A PEER-TO-PEER STUDY TOUR ON SUSTAINABLE DIGITAL
INFRASTRUCTURE
WHEREAS, Northern Virginia has the highest concentration of data centers in the world, with
approximately 260 built and 110 planned for development between 2026 and 2035; and
WHEREAS, Pennsylvania-New Jersey-Maryland (PJM) the Regional Transmission Organization
(RTO) that operates the largest competitive wholesale electricity market in the U.S. and includes
Northern Virginia, projects that the Commonwealth of Virginia’s peak energy demand will double by
2038 due in part to the operations of data centers and artificial intelligence; and
WHEREAS, data centers and the digital economy are vital to Northern Virginia’s economic health and
generate over $1 billion in annual revenue to local governments of the region; and
WHEREAS, each of Northern Virginia’s largest local governments has pledged to be carbon neutral
by 2050; and
WHEREAS, Northern Virginia is uniquely positioned to serve as a national and international proving
ground for integrating green design and planning into the digital economy; and
WHEREAS, the Northern Virginia Regional Commission (NVRC) has prioritized the development and
operations of sustainable digital infrastructure by integrating the design and planning of green
infrastructure, renewable and district energy systems with data centers; and
WHEREAS, European Union member countries such as Germany are pioneers in the development
and operations of sustainable digital infrastructure and offer Northern Virginia multiple technical and
policy lessons concerning sustainable design, planning and management of data centers;
THEREFORE BE IT RESOLVED, that the Northern Virginia Regional Commission authorizes the
Executive Director to accept $20,000 from the Embassy of the Federal Republic of Germany to

ACTION ITEMS

Commissioner Smith moved approval of the Resolutions No. P26-17,
and P26-18. The motion was seconded and carried unanimously.
Background:
Resolution No. P26-17 – Authorization to Enter Into New Cooperative
Agreement with the National Park Service for the Potomac Heritage
National Scenic Trail (PHNST)
This resolution authorizes the Executive Director to enter into a new
Cooperative Agreement for a 10-year period to continue the
Commission's formal relationship with the National Park Service for the
development and coordination of the PHNST in Northern Virginia.
Resolution No. P26-18 – Authorization to Enter Into 2026 Task
Agreement with the National Park Service for the Potomac Heritage
National Scenic Trail (PHNST)
This resolution authorizes the Executive Director to enter into a new
Task Agreement, not to exceed $60,000 for the funding period, from the
National Park Service in support of the PHNST in Northern Virginia, to
continue regional coordination, technical assistance, and planning
efforts with PHNST management stakeholders, as well as to conduct a
data inventorying pilot study.
Commissioner Hutson moved approval of the Resolution No. P26-19 Readoption of Remote Participation Policy of the Northern Virginia
Regional Commission. The motion was seconded by Commissioner
Boddye and carried unanimously.
This resolution readopts the Commission's Remote Participation Policy
in accordance with the annual adoption requirement of the Virginia
Freedom of Information Act.
Commissioner LeBlanc moved approval of the Resolution No. P26-20 Authorization to Submit a Freshwater Mussel Implementation Grant
Proposal to the National Fish and Wildlife Foundation’s Chesapeake
Watershed Investments for Landscape Defense Grant Program. The
motion was seconded by Commissioner Boddye and carried
unanimously.
This resolution authorizes the Executive Director to apply for a grant not
to exceed $500,000 from the National Fish and Wildlife Foundation to
support a large-scale freshwater mussel introduction project in Prince
William County. The resolution further authorizes the Executive Director
to enter into a contract with the National Fish and Wildlife Foundation,
should the proposal be accepted for funding.

Commissioner Boddye moved approval of the Resolution No. P26-21 Authorization to Enter Into Additional intergovernmental Service
Agreement with the United States Military. The motion was seconded
by Commissioner Hardi and carried unanimously.
This resolution authorizes the Executive Director to enter into additional
Intergovernmental Service Agreements (IGSAs) to provide non-combat
goods and services to the United States Military, pursuant to federal and
state laws, and to enter into contracts with vendors pursuant to those
Agreements. NVRC has successfully executed IGSAs with partner
organizations in 2020, 2022, and 2023. These agreements result in
significant savings for taxpayers, expedited acquisition of goods and
services for partner organizations, revenue for Commission programs,
and enhanced relationships under the Commission's Community and
Military Partnership Program.

Commissioner Boddye moved approval of the Commission meeting
minutes of February 26, 2026. The motion was seconded by
Commissioner LeBlanc and carried unanimously.
