CITIZENS ADVISORY COMMITTEE
Minutes of July 22, 2026
Members Present: Mike Liskey, Scott Terndrup, Rochelle Dornatt, Vito Gentile, Laura Bennett, Sarah Mauck,
Bill Wine, Chuck French, Jack Hurst
Call to Order: The meeting was called to order at 5:00 by Chairman Vito Gentile. He welcomed all members
and introduced the newest CAC member, Chuck French, from District 4.
Agenda: Vito asked if there were any changes to the agenda for July 22. Rochelle asked that items she wished
to discuss be included under Item 4, if appropriate. All agreed and, with Sarah moving and Laura seconding,
the agenda was approved.
Minutes: After a pause to read the minutes, Rochelle moved and Mike seconded a motion to approve the
minutes. All agreed.
Review of the Annual Report for 2025: Jack began the review of the Annual Report for 2025 so all could
have a last chance to offer comments or suggest amendments for Vito’s presentation of the report to the
Planning Commission in August.
The committee found the report to be in good shape and thought the use of statistics and graphs was helpful in
conveying the information. That the report as presented online is interactive is another big plus. There was a
good deal of discussion concerning the issues of the Industrial Code which is now the Data Center Code; food
insecurity (vs. hunger); and the health opportunity index. Vito laid out thoughts on how he would link major
issues in his remarks to the Planning Commission by showing how the connection – or lack thereof – between
housing, health and food led to a certain quality of life in Shenandoah County.
Topics of Future Discussion: Rochelle raised several issues.
1. Last year the CAC drafted a new charter statement but have not had any feedback on it yet. Everyone
agreed Jack should ask its status and report back.
2. The SIP (Services Improvement Plan) contained in the Comprehensive Plan is a new mission for the
county. What is the status of starting to undertake such an endeavor?
3. Rochelle suggested the CAC formally send a recommendation to the Board of Supervisors to create a
process by which additional citizen input could be made on the issue of data centers, possibly using the
solar ordinance committee as a model. After much discussion the suggestion was set aside in favor of
members first talking to their individual board members to discern their interest. There also was a
question of whether the CAC has the “authority” to make recommendations to the Board.
4. Since Valley Health has announced it will be turning over ER services at Shenandoah Memorial Hospital
to a private equity firm, Rochelle wondered about the potential impact on health outcomes for valley
residents. She asked that Beth DeLullo from the Department of Social Services be asked to come to a
CAC meeting to discuss any consequences from the changeover at the ER.
Adjournment: The meeting adjourned at 7:05 p.m.
Respectfully submitted,
Rochelle Dornatt
