Crime Prevention, Criminal Investigations

Summary Statement
The Liberty Lake Police Department would like to switch forensic software downloading
companies in order to enhance the capabilities of our detective unit. Our current
software has limitations on downloads and doesn't have the capability to work on some
computers or certain types of cellular devices. The Magnet software we are requesting
enhances those capabilities and allows for more downloads to occur without additional
costs. This software is designed to download computers as well as most cellular
devices that are taken in as evidence in criminal investigations. This software would
provide twice the amount of unlocks (downloads) than our current software. Cellebrite
renewal quote is attached to show the difference in cost.
Recommended Action
Recommend approval for the Police Department to purchase the subscription for the
Magnet Software for an amount not to exceed $20,000.00.

Summary Statement
Adoption of Ordinance No. 277-B Regarding Community Engagement
Commission Membership
City Council approval is requested to adopt Ordinance No. 277-B, updating the
membership provisions for the Community Engagement Commission established under
Ordinance No. 277. The proposed changes provide greater flexibility in appointments
and allow experienced commissioners to continue serving through reappointment.
The proposed ordinance makes two substantive changes:
• Establishes all positions as at-large. The revision removes the geographic
allocation of positions among four areas of the City and makes every commission
position at-large. The ordinance retains the goal of balanced neighborhood
representation and participation across generations, including youth and seniors.
• Removes the two-term limit. Commissioners would remain eligible for
reappointment beyond two terms. Subsequent terms would remain three years,
ending December 31, with the Mayor recommending appointments and at least
four Council members confirming them.

These changes would broaden recruitment flexibility and support continuity of
experience while preserving Council oversight of appointments. The Commission’s
advisory purpose, eligibility requirements, uncompensated service, meeting
requirements, and reporting responsibilities would continue under the proposed
ordinance. Additional edits update the adoption year and City Clerk information and
make minor grammatical corrections.
The ordinance provides for an effective date five days after publication of the ordinance
or a summary in the City’s newspaper of record.
