Village of Twin Lakes Plan Commission
rev. 10/26/2026
Responses to Colleen’s Comprehensive Plan Process and Community Survey Question:
•
Which parts of the current Comprehensive Plan should be kept?
After 21 years, the data tables and the Future Land Use Table (J-10) are out of date. Although the
plan’s original 2009 intentions, goals, objectives, and issues/opportunities were carefully
considered at that time, it seems the plan has not been actively consulted when land use changes
were requested and subsequently approved. With due respect, the Village Plan Commission has
not reviewed or updated the plan since the 2009 map revisions. This raises a fair question: Are we
updating the plan only because we must, or because we truly intend to use its refreshed vision as
a roadmap for future decisions? To address the nine required plan elements, the 2000 census
data and the 2003 Community Survey can serve as a baseline, supplemented by current
demographic, employment, and community-preference information gathered from the upcoming
community meetings and a new community survey.
•
What is outdated, missing, or needs improvement?
Consider the idea of adding a Vision Statement to serve as an overarching goal of what the Village
expects to look like 20 years from now. A vision statement narrative proactively defines a
community vision and can be relied upon when and if the Village faces development pressures or
confronts transactionally motivated investor/developers not acting in the Village’s best interest.
A possible vision statement might read as follows:
“We desire to continue to balance economic growth with the conservation of our natural resources. Proper planning allows for
commercial and economic growth around the Village while focusing new residential development and supportive commercial
businesses in designated areas. A strong local economy supports our hard-working citizens with well-paying jobs. Throughout the
Village, residents can thrive and enjoy the lakes, landscapes and open spaces. Our beautiful lakes offer recreational opportunities and
need to be preserved and protected for future generations. We endeavor to preserve our productive agricultural land and desire to
see the family farm continue to thrive. The Village will remain a safe place to raise a family and local government works to maintain a
rural, small-town feel and high quality of life.”
Relying upon the 2009 future land use plan map (map J-3) is now impractical to be considered a
useful community development resource because of random and contrary land use changes over
the years. As an example, Map J-3 areas 3, 4 and 5 along Richmond Road west of downtown
contemplated high density residential and senior housing. What’s happened over the years are
multiple and sometimes incompatible land use classifications are granted setting up the potential
for a future unattractive strip commercial corridor. Richmond Road is a future main arterial
access road leading into the Village from the west and should be developed according to a
mutually agreed upon development plan, not random parcel by parcel development.
The Economic Development Element is obsolete and should be revised based on current
community needs and preferences gleaned from the proposed community meetings and
upcoming survey.
Identification of current Issues and Opportunities (Exhibit C-1) were based on 2003 survey data. It
needs a fresh look. At the time of the 2003 survey, water quality, environmental protection, and
woodland preservation ranked 1st, 2nd and 3rd as key issues and opportunities, but little
discussion on how to get there….only data tables. Were any of the plan’s implementation steps
ever carried out? The upcoming survey and community meetings can help identify and prioritize
today’s issues and opportunities, which can then form the basis of a realistic, meaningful
implementation plan that is actually put into action.
The Utilities and Community Facilities element notes that the Village has no public water supply.
Because many homes rely on private wells, groundwater contamination remains a risk. A public
water system would also improve homeowners’ fire insurance ratings (lowering premiums) and
supply high volumes of water for firefighting when needed. The upcoming survey and community
meetings offer a chance to gauge residents’ interest in a future public water supply, as well as their
willingness to pay for it.
What land-use issues should the updated plan address?
The gravel pit annexation(s) and resultant reclamation plan have the potential to restrict or
postpone future residential development activity on the east side of the Village. Going forward,
how will the timing and execution of the Thelen (or any subsequent owner’s) reclamation plan
alter the Village’s land use planning process? If the reclamation plan contemplates residential,
shouldn’t the Village’s comprehensive plan anticipate this eventuality? The Reclamation plan
should be in harmony with the Village’s Comprehensive Plan for future roads, utilities, public
services, etc.? In the meantime, the revised plan should revisit future land use designations
adjacent or near to the mineral extraction process mining to ensure greater harmony between
these two incompatible land uses.
The planning of future land use is often perceived as an intrusion on the rights of private property
owners. However, reasonable and effective land use planning can protect rights of the individuals,
to communicate future development intentions and to give landowners, citizens, and local
communities an opportunity to define their own destiny.
Although not within the scope of the Comprehensive Plan refresh, the Village’s permitted and
conditional use commercial zoning classifications are out of step with typical commercial
development standards and current community needs and amenities. An Office zoning land use
could be included as a new permitted use. An “office” land use is typically more compatible with
residential neighborhood.
Our multiple dwelling zoning (MD) classification is just plain odd. Maybe this should be a multifamily zoning designation. Lots to consider.
We also have two industrial zoning classifications and one business park classification. These
three could be consolidated into two.
•
Are there survey questions you would keep, revise, remove, or add?
Modified draft of questions is a good start. Question #7 is a bit generic. Identifying various
degrees of satisfaction doesn’t get to get to why people might be dissatisfied. Maybe this question
or an additional question could go deeper and gauge opinions about specific community services.
The 2003 Survey (Appendix C) attempted to gauge resident satisfaction listing selected
community services.
Like Question #21 (subjective fill-in answer), consider making the answer more objective by asking
resident opinions on two (or more) specifically identified public services:
Please identify (check [X] box) two services you would like to improve/change in the Village
of Twin Lakes:
Road Repairs and Maintenance
Snow Plowing
Fire Protection
EMS Services
Library Services
Garbage/Recycling Services
Compost Site, Brush Pick-up/Drop-off
Bike and Pedestrian Trails
Park/Land based Recreation Opportunities (Parks, Playgrounds, etc.)
Water Recreation Opportunities
Park Maintenance & Repairs
Water Safety Patrol
Law Enforcement
Communication with Residents
Building/Zoning/Code Enforcement
ATV/UTV Routes
Variety of Commercial Businesses (Restaurants, Retail, Industry)
Other (list)___________________________
Other questions to possibly include:
How would you rate (Too much, Right amount, Not Enough, No Opinion) current efforts by the
Village of Twin Lakes to regulate and guide development?
How would you describe (Too fast, About right, Too slow, No Opinion) the pace of development in
the Village of Twin Lakes?
Rate the overall quality of life in the Village of Twin Lakes. (Excellent, Good, Fair, Poor, No
Opinion)
Regarding Question #15…..does the average resident have any idea about the
advantages/disadvantages of what a Tax Increment District brings to the Village? Is the local
business association the same as our Chamber of Commerce? And who doesn’t support State
and Federal grant funding? These questions need further clarification or a better explanation.
Regarding Question #17….this question is ambiguous. Could be more specific.
Same could be said for Question #19.….what kind of “local actions” are we referring to? Be more
specific…i.e. more storm warning sirens, etc.?
•
Are there items in the 2003 survey that you believe are still relevant? It’s rather lengthy. Some
housing questions are relevant. Affordable housing is an issue everywhere and the community
preferences about the interest and availability of affordable housing should be considered in
gauging community preferences for the supply and availability of more affordable housing.
•
Are there changes you would make to the Public Participation Plan? Seems reasonable &
complete.
•
Are there additional agencies or neighboring communities that should receive an
intergovernmental notice?
The McHenry County (IL) Conservation District borders the Village to the south. Although not
legally required, I would suggest we add them as an additional agency to receive an
intergovernmental notice out of courtesy. Since the outfall of Lake Elizabeth flows into and across
Conservation district land, it’s possible we may need to work with this agency given some future
lake management matter of mutual concern.

Comprehensive Plan Update – Plan Direction
Purpose: Review Bill Busse’s comments, gather input from the remaining members, and identify direction to provide to
Jeff Sanders.
Question for Jeff: Existing Joint Plan
The current Comprehensive Plan was prepared jointly by Twin Lakes and the Town of Randall. Jeff’s proposal calls for a
Twin Lakes addendum to the existing plan.
•
•
How will the addendum identify which parts of the existing plan still apply to Twin Lakes and which have been
updated or replaced?
How will the Village’s updated maps and policies relate to the Randall portions of the original plan?
Topics Raised in Bill Busse’s Comments
Bill’s comments are a starting point for discussion.

through the survey and planning
process?
Economic development
Update the existing economic
development element based on
current needs and community input.

adding the District or other
recipients?
Other member input: What additional issues or priorities should the update address? What parts of the existing plan
should be retained, changed, or removed?
Community Land Use Survey
Jeff Sanders prepared the original draft Community Land Use Survey for the Comprehensive Plan
update. Staff reformatted it to reduce the number of pages and make it easier to review. A
revised draft has been prepared for the Plan Commission’s consideration using suggestions
submitted by Bill Busse.
Changes and additions in the revised draft
•
•
•
•
•
•
•
Development policies and programs: Added brief explanations of tax increment districts
and public-private partnerships in Question 15.
Location of development: Revised Question 17 to ask whether the Village should guide
where residential, commercial, and industrial development occurs.
Storm preparedness: Revised Question 19 to include examples such as emergency alerts
and public information.
Village services and community features: Added a question asking respondents to select
up to two areas they would most like to see improved.

and regulate it.
Quality of life and housing: Added questions about overall quality of life and the importance
of affordable housing.
Public water: Added a question about studying a potential public water supply, including
costs and funding options.
Housing choices for discussion
Question for the Commission: Does “workforce housing” mean something different from the
affordable housing options already listed in Question 9? Would residents understand the term,
or would it need an explanation?
The revised survey is a working draft. After discussion, staff will provide Jeff with the
Commission’s feedback and requested revisions.

Public Outreach Schedule
The following outreach schedule was discussed during the September Comprehensive Plan
meeting:
•
•
•
December 2026: Include a notice in the tax mailing to inform residents that a community
survey is coming.
January 2027: Distribute the survey in conjunction with sewer billing.
January 27, 2027: Tentatively hold a community engagement session.
The engagement session date depends on the sewer billing schedule and the time needed to
collect and review survey responses. January 27 is also the proposed regular Plan Commission
meeting date. The Commission may discuss whether to hold the engagement session as part of
that meeting or select another date.
The government’s own published record — read it yourself, then decide what to do about it.
Showing up is how towns win. Put it on the calendar before it slips.
Public comment is where cancellations start. Three minutes, plain words, your own story.
