Board of Directors approval of expenditures and receipts from May 2026.
Motioned by Beck to approve expenditures and receipts from May 2026. Second by Opall.
- Beck said Dirks Group, it looks like they were onsite.
- Deputy Chief Lang said they were onsite for phones with a new vendor. I can bring up the itemized bill and
send it to you.
- Beck said on page 11, Miscellaneous Enter Description, what is that for?
- Administrative Assistant Latimer said that was for the League of WI Municipalities 2025 Dividend payment,
and because it goes into a miscellaneous, it comes up like that every time.
Motion carried 4:0.
D. Business Items
Discussion and possible action on Contract with Rennes Health & Rehab Center.
- Chief Finke said this is a contract that we’ve been working on with our legal department, Rennes is looking for
someone to occasionally come to their facility and start an IV on a patient that doesn’t necessarily need to be
transported. They have the appropriate staff to manage the IV, but they do not have appropriate staff to
initiate the IV. The contract allows us to go there, start the IV, they will monitor it, then we have a mechanism
to bill them for that service.
- Maloney said it’s not a contract that’s ongoing, this is a new contract.
- Deputy Chief Lang said yes.
3

-

-

Maloney said who’s been doing the IV start before?
Chief Finke said they have called us two to four times to do them, then they started to question us about
them, and we went and talked to their management team and came together on this contract.
EMS Division Chief Gordon-Haessly said they would request us via 911 to come start an IV, that’s an
unnecessary transport if we are able to start an IV. In the past what we have done is if we were able to get
the IV, we then contacted medical control, got permission to put the IV in, then they could continue to carry
out their orders. That resulted in a treat no transport bill for the patient, for something the facility should be
able to do. If we would’ve had that call and a cardiac arrest call, we can’t divert that. We wanted to work out
a way that we could charge them for this as versus the patient, and at the same time have a triage system in
order so that we could do that between reasonable hours and help them out with that.
Maloney said so they have staff sometimes, not all the time?
EMS Division Chief Gordon-Haessly said no, if they have a nurse who has tried for an IV and is unable to get it.
Beck said my question is, it just doesn’t seem like a lot of money to be honest.
EMS Division Chief Gordon-Haessly said when we add up the total of how much it cost for the equipment,
that’s what we based it on. How much an IV start kit cost, how much to send just one person in a SUV to go
there. It should take us about 10 minutes to do.
Deputy Chief Lang said for anything that we charge, we have to show why we charge that fee. We could
charge them $1,000.00, but if they litigated that, we would have to show why we’re asking for that.
Beck said I want you to value your service, by the time you get your equipment, go out, you guys are already
busy enough as is, is it worth your time and how much money you’re going to get out of it.
Deputy Chief Lang said it’s a service we are providing to the public that’s in our response area, and our cost is
being covered.
Chief Finke said this is to keep unnecessary ambulance calls down, the facility has to pay this, not the patient.
Maloney said any other contracts like this.
Deputy Chief Lang said no.
Beck said you guys are busy enough, that offset your time at all. What happens if another call comes in.
EMS Division Chief Gordon-Haessly said it has no priority since it’s not a 911 request. It’s something where if
I’m on shift, we wouldn’t have to pull from duty staff.
Action: Motioned by Opall to approve Contract with Rennes Health & Rehab Center. Second by
Langenhahn. Motion carried 3:1.

Discussion and possible action on Future Staffing.
- Chief Finke said I was asked to put this on the agenda, I have a memo in the packet with some background for
the new Board members to get a feel for this.
- Administrator Gebert said Trustee Beck had brought this up at the end of our last meeting, the last time we
had went through a process, we first went to SAFER and the SAFER Board made a motion, we went to Rib
Mountain, Rib Mountain was in an agreement, we went to Weston and we did proceed with a referendum
that wasn’t successful.
- Opall said next year current staffing levels $150,000.00, converting part-time to full-time $210,000.00, now
would you then have to replace the part-time also?
- Chief Finke said no, in the option, it was brought up to myself and Deputy Chief Lang because we do have a
lot of part-time shifts that are left unfilled, it would help at least a little bit and not have such a big blow to
the budget to move that part-time position to full-time, it certainly does not expand our staffing, but it might
make staffing a little more continuous. The plan would be to not add the part-time position back, at that time
part-time would be used only to backfill when full-time people are off. It will not make a big operational
difference for us at all.
- Rhoden said Kolden couldn’t make the meeting tonight, if there’s any action tonight would it be better to
reserve that when the full board is there.
- Maloney said Kolden made a mention to Administrative Assistant Latimer that he had some concerns on this
agenda item. I’m not feeling that we have to have a full board, I think a quorum is how this works. I don’t
know what the four of us want to do tonight, or is this discussion only tonight?

Opall said at the Village of Rib Mountain, my policy always has been any real substantial issue, I always
wanted the full board because they couldn’t say I wasn’t there.
Maloney said if our last chance is August. I want to value his discussion.
Deputy Chief Lang said our staffing right now we have eight full-time per shift, and the one part-time (to
equal) nine, although the nineth one isn’t filled all that much, we always allow two full-time to be off, which
drops us below our minimum of seven. Converting that part-time to full-time, it doesn’t help with our core
issue, it’s the same staffing level that we’re at, it’s filling it more consistently. It’s not going to help us with
our ISO rating that we’re getting phone calls everyday about, it’s not going to help staff a third ambulance to
help with concurrent calls and call times.
Opall said when is the drop deadline in August?
Gebert said it’s later August, I think it’s the day after our board meeting.
Maloney said we could still have a SAFER meeting in August and a board.
Opall said the $150,000.00 for next year is that with a new union contract.
Chief Finke said the $150,000.00 is keeping the same staff that we have, it includes a guesstimate as we have
to go through negotiations on raises, a guesstimate on health insurance.
Beck said wouldn’t that be a step to converting some of the part-time staff?
Deputy Chief Lang said it wouldn’t, because it wouldn’t add staffing. Our needs are to add staffing, not
convert staffing. We have enough staff right now for minimum staffing, to make sure that we have seven
here, but the seven for a community our size is not providing the service that other communities have. That’s
the comfort of the board and communities on what service level they want, if we’re comfortable with
sending an average of five people to a fire, when NFPA says we should have fifteen, and when we can’t staff a
third ambulance, but we have three ambulance calls pretty regularly, that we’re calling for mutual aid and
hoping that mutual aid is available. That’s another thing we don’t talk about, everybody says call Wausau and
Riverside, well Wausau and Riverside are as busy as us, and there are days that they say no we can’t come,
then you’re waiting for an ambulance from Merrill or Stevens Point. That’s the core of the issue that we have,
we have the mechanisms in place, we have to add FTEs.
Beck said in all of the discussions, if we don’t get six, we don’t want anything, nothing else is going to work.
There’s got to be a compromise in there.
Deputy Chief Lang said I don’t think nothing else is going to work.
Beck said so three won’t work or two won’t work?
Maloney said the three is one person, so that’s all your adding, I struggled with this too a couple years ago.
Three full-time is only one person, and when we’re talking six it’s only two, it’s odd, but it’s because of the
whole rotation of all of the shifts.
Deputy Chief Lang said you go to work in a forty-hour work week, and you have ten employees in an office,
and you add one, that’s one extra person in the office for a forty-hour week. We have three shifts, and they
work two days on and four days off, so if you add one, two days in a week will have an extra person, but the
other four (days) won’t. Then you add two, four days in a week will be covered, but the other two days won’t.
Then you have to add that third and then all your days are covered. To increase by one FTE, we have to add
three full-time people, if we add just three, we could maybe get our ISO rating down, but we’re still going to
be at minimums a lot, by adding the six with the amount of people we have to let off at once. To guarantee
we are staffing those three ambulances and to guarantee that we can staff a water tender, and get our water
haul back and get our ISO rating down, we would need the six.
Chief Finke said the part-time people get to pick their schedules, picture yourself as a part-time employee,
are you going to work Saturdays in the summer, are you going to work any holidays, are you going to want to
work nights, so they don’t pick up those hours, so we tend to struggle during summer on the weekends. My
concern the time we’ve talked about the three versus the six, is if we do a referendum for three and let’s say
it passes, then the next year we do another referendum because we still need those other three, the
community is going to say you just asked me for money last year, and that was my concern. The three could
potentially help us with our water haul credit, but it doesn’t help us staff that third ambulance, and in my
mind, the third ambulance is a bigger need, although it’s getting more and more frequent now that we’re
getting more phone calls from residents their insurance more than doubled. It’s having a real effect on
people in both communities.

Maloney said about this shift work on the weekends, do we have a shift differential?
Chief Finke said we’ve tried all of those things over the past ten years and none of it works.
Beck said can you reexplain to me paramedic and their pay compared to what we have.
Chief Finke said do you mean paramedic only, not firefighter.
Beck said correct.
Chief Finke said the difference there is firefighter/paramedics are paid overtime based on a 28-day FLSA
cycle, if they go over 212 hours in that 28-day period, they get overtime, their average work week is 56 hours.
Paramedic only position that doesn’t have fire suppression activity attached to them, they get paid overtime
after 40 hours a week.
Beck said I guess my concern Maloney and maybe you can do it, is fire fee wasn’t popular and we went to
referendum with six and neither of those are going to go over well with the public. How do we then say nope
we want to go back with another six.
Chief Finke said I agree with you (Beck), and that’s a tough one.
Maloney said I would push that if the very vocal naysayers would go for it. If the vocal naysayers were
pushing down on that referendum, if we could get several of those naysayers to go up with it, now realizing
ok we do need this, then we might have a chance. I said if we go to referendum and the residents say no, I
will not push this through. I would’ve done the fire fee, but if we go to referendum, now the fire fee for me is
out because they spoke. How is it we have a multi municipal police force that gets what they want, we
definitely fund that. The struggle isn’t happening on the police side, it’s happening on the fire side. I want an
ambulance at my house, I think about it all the time when we get into these discussions.
Beck said do you think three would help somewhat.
Deputy Chief Lang said yes.
Maloney said anything will help, and six isn’t the answer either. If we do comparisons to like communities,
we’ve been down for 20-25 years.
Deputy Chief Lang said the six from a like community standpoint, actually nine, we added three this year.
Nine was really minimal to get us where we felt comfortable were we’re covering that ambulance and we can
staff the tender. The six would get us to eleven, twelve with the part-time. The most like community next
door to us here is Marshfield, they’re at twelve but they’re asking to get to fourteen.
Beck said the part of the story that you need to tell is more on the hours. I went to one of those sessions and
I heard a lot about you need more and why, I don’t think people understand the shifts.
Deputy Chief Lang said the nights we did the presentation; we did talk about our staffing and was in the
presentation. The one thing that hurt us in the referendum was the social media presence, we put out as
much social media as we could on Facebook. The Wausau referendum, Stevens Point referendum, and the
Marshfield referendum, they all on social media had people who were positive and said we need this, we had
zero positive feedback on our referendum.
Maloney said you can’t touch federal, you can’t touch state, so the only place you can take this frustration
out is local.
Rhoden said is the referendum vote for November election?
Maloney said yes.
Rhoden said when is that effective, January 1st?
Gebert said yes.
Rhoden said my concern is when we agreed and had that conversation at the Village of Rib Mountain, I was
told by the Board that I had to do my part and educate the public on the impact of the increase. My concern
is, that’s not fair for us in the Village of Rib Mountain to do an educational outreach, ours is more of a
budgetary impact, by hearing this now that’s putting our budget at risk on the Village of Rib Mountain
because you’re asking us to help fund for something that’s supposed to be January 1st. We’re done with our
budget by usually mid to end of October, so we’re hanging on a string on that one. That’s not fair to the
Village of Rib Mountain to figure out if we’re going to put this into the budget.
Chief Finke said the fire district for most of the years that I’ve prepared the budget, we’ve had to prepare two
or three budgets because for years we were in the middle of merger talks during budget season. I know it’s
not ideal, is it possible the Village does two different budgets, and it would be the one line item
approximately $90,000.00 for three people. Is it possible to do two and we educate the public on how the
6

-

impact in the Weston referendum is going to affect their taxes and what the pros and cons are? I understand
your situation.
Maloney said we would have to do the same thing.
Gebert said you would publish your higher number, you don’t have to adopt, but you have to publish 28 days
in advance.
Rhoden said I still feel that’s not enough time for me to educate the public, but I’ll do whatever I’m directed
to do.
Action: None, moved to next meeting.

Discussion and possible action on Increase of Fire Contract Fees.
- Chief Finke said I have a memo for that as well, we’ve done this in the past, we have not increased fees last
year, the year before that we did increase 9%, for several years prior to that we did not increase them. We’re
seeing an increase in costs, so it’s only fair that we pass that along to our contracted areas.
- Maloney said what year were those numbers adopted.
- Chief Finke said 2024.
Action: Motioned by Langenhahn to approve 3% Increase on Fire Contract Fees. Second by Opall.
- Beck said how did that 3% come up, why not 2, 4, 3.5?
- Chief Finke said it seemed to be a fair number, and I based it on what we’ve done for wage increases this year
which was 3%. I’m happy to change that number, but I didn’t have any other good rational to tie it to
anything.
- Beck said why do we do 3% straight across when Marathon is far out, would we not do it uniform.
- Deputy Chief Lang said all of our fire contracts are in a formula which is based on assessed value.
- Beck said if we didn’t do it last year, can we go from 3% to 4%.
- Rhoden said if the referendum passes, the additional staff, does that provide any kind of benefit to our
contractual neighbors.
- Chief Finke said it definitely benefits them.
- Maloney said the two that motioned it through, would you consider moving it to 4%.
- Opall said not in favor.
- Langenhahn said not in favor.
Motion carried 3:1.
Discussion and possible action on Budget Amendment.
- Deputy Chief Lang said it’s the $40,000.00 revenue from the Cadott Festivals that was not included in the
revenue in our budget because we weren’t sure on the contract when the budget was put together. We did
sign the contract; it would bring the $40,000.00 back in the revenue side.
- *Langenhahn left
- Trautman said the offset would be wages. We would be increasing the expenditures and revenues by
$40,000.00.
- Beck said we’re increasing revenues by $40,000.00, but we’re also adding expenditures for $40,000.00
- Trautman said the festivals were not budgeted for, so this budget amendment increases both revenue and
expenditures for the $40,000.00. We keep a balanced budget.
Action: Motion by Opall to approve the Budget Amendment. Second by Beck. Motion carried 3:0.
End of Month Budget review.
- Chief Finke said the budget is in your packet. We do continue to trend a little bit over budget on labor
expenses, however we continue to trend in the right direction and hopefully that will come down a little bit.
Fuel is going to be tight; fuel costs have obviously been higher than we anticipated. Collections (ambulance
revenue) have been good.
- Maloney said are we still working with both companies.
- Chief Finke said we’re still working with both, we probably will for another 18 months to 2 years.
- Beck said what is Operating Supplies Line Operator.
7

-

-

Chief Finke said it’s kind of a catch all, basically it pays for fire equipment throughout the year if we need to
buy a saw, hose, or things around the station like a washing machine, rescue equipment ropes, harnesses,
water rescue. Basically all of the things that are in the compartments of the trucks get purchased out of that
line.
Maloney said do all purchases get seen by you two (Chief Finke and Deputy Chief Lang).
Chief Finke said I stamp all of the bills and code them and then Administrative Assistant Latimer pays the bills.
Maloney said every single purchase is done that way.
Chief Finke said yes.

Attorney Referral.
- None
E. Staff Reports
Report from Fire Chief
- Fire Chief Finke said I don’t have anything to add.
Report from Deputy Fire Chief
- Deputy Fire Chief Lang said the report is in your packet and I’ll give you the highlights.
- Personnel report: Tyes Vokovan is starting next week Monday that will bring us up to full staffing. He’ll be on
shift in mid-July. Part-time interviews will be tomorrow.
- EMS & Fire Incidents: EMS and fire responses are there.
- Training: Training hours are listed with topics.
- Apparatus: Nothing to report.
- Fire Prevention/Public Education: Activities are listed.

turnout gear.
Report from EMS Division Chief
- EMS Division Chief Gordon-Haessly said Force Fields is the electronic dance music festival that occurs out at
Cadott, part of the Chippewa Valley Music Festivals. We’ve been working Country Fest, now Hoofbeat, and
Rock Fest for 9 years. It was the largest event in attendance since Rock Fest in 2023, and it was the busiest
festival we’ve had.
F. Remarks from the Board of Directors to set the next meeting date, as well as discuss items for the next
meeting agenda.
- Next meeting scheduled for Monday, July 13, 2026, at Village of Weston Municipal Center.
- Beck has nothing.
- Opall has nothing.
- Maloney has nothing.
G. Adjourn
Motion by Beck to adjourn. Second by Opall. Motion carried 3:0.

Re: Future Staffing

I was asked to bring this back to the board for review and discuss what our plans are for the
future. We have discussed in length that our level of staffing does not provide consistent and
rapid delivery of fire and EMS services to the Villages we protect. We are also well below
staffing levels of area departments with similar call volume. Over the past several years we
have tried multiple different methods to deliver low-cost emergency services. Our current
maximum staffing is 9 per day with a minimum of 7. It is extremely rare that we are fully staffed
with 9 crew members, it is much more common that we are at minimum staffing. One of those
9 positions is a part time member. The part time position can be a bit inconsistent, weekends
especially in the summer can be left uncovered and many times holidays are also not covered.
We also rely on our part time staff to backfill open full-time positions.
How do we move forward? I think one of the first things to discuss is what our cost increases
will be for 2026 just to remain in our current staffing situation. As you are aware the District
used $30,000 of fund balance to offset the budget. I would anticipate a budget increase of right
around 3% total. Health insurance as always is our large unknown at this point, that would be
an increase of around $120,000. Combine that with the $30,000 in fund balance used last year
and the overall cost of the district will go up by $150,000, approximately $50,000 for the Village
of Rib Mountain and $100,000 for the Village of Weston. The Village of Weston also used
$50,000 in fund balance last year to offset their budget. The use of fund balance money to
offset the 2026 budget will make the 2027 budget feel a bit more painful.
The staffing we really want to aim for is having a minimum of 10 on duty as much as possible.
Although this is still below similar sized departments. To accomplish this, we need 11 as our
maximum staffing which is what we had in mind by adding 6 staff. Staffing of 10 allows us to
staff 3 ambulances while at the same time maintaining at least a minimum level of fire staffing
at each station. This also allows us to add a tender to station 2 which will help residents that
are experiencing increasing insurance costs, something that I am now getting frequent
complaints on.
My concern is that the voters of the Village had their opportunity to speak with the spring
referendum and the majority stated they do not want to spend additional money on fire/EMS
funding. Unfortunately, despite multiple educational sessions I am not sure the voters
understand the amount of time that stations are either understaffed or unstaffed. We could

17

add 3 staff, that does help but at a very minimal level. If we are fully staffed, we could staff 3
ambulances and have a minimal fire response. However, as stated earlier it is rare that we are
at our maximum staffing. There has been some internal discussion about converting the
current 3 part time employees to full time positions and use part time positions only to backfill
open spots. This would be a fairly minimal investment and would allow more consistent staffing
however it would not increase daily staffing so the impact on our service delivery would be
minimal. Below you will see some examples of what the increased costs would be with our
options Weston pays for about 67.5% and Rib Mountain pays for 32.5%. I am of course open to
any other options that local leaders or elected officials have.

2027 cost increase estimate with current staffing levels $150,000
2027 increase converting part time to full time $210,000
2027 increase adding 3 FTE $450,000
2027 increase adding 6 FTE $750,000

Re: Fire Inspection Vehicle Replacement

We purchased a vehicle for our fire inspector in 2022, this was during a time when vehicles
were difficult to obtain. We purchased a Ford Bronco Sport for the price of $32,793. This
vehicle is orange in color, as we were unable to obtain a color that we would normally use. At
that time we had a wrap put on the vehicle that also supports both fire prevention and EMS
public safety messaging as this vehicle is out in the community on a daily basis. The wrap is
beginning to fail. We have multiple options at this point, and I would like some direction from
the board on how you would prefer that we proceed.

1. We could again wrap the vehicle with an estimated cost of $5,000 and a life expectancy
of another 3-5 years.
2. We could leave the vehicle as is however, the looks of it will begin to be poor in the
coming months as the graphics continue to come off of the vehicle. We expect this to
accelerate quickly as water etc. are now getting behind them. The cost of this would be
zero.
3. We could strip the graphics off and drive an unmarked vehicle; I would estimate a cost of
$500-750 to remove the graphics.
4. We could replace the vehicle while our current trade has some significant trade value.
The quote on this was $12,366.50. The proposed replacement vehicle is a 2026 GMC
Terrain.
The funding source for a wrap replacement would come from the vehicle maintenance budget.
If we choose for a vehicle replacement my proposal is that would come from fund balance. The
life expectancy of a new vehicle would be 10 years.

Re: Purchase of Stryker Medical Equipment

Over the past several years the district has replaced ambulance cots along with a power load
system that was replaced as part of a recent ambulance remount. Over the past several months
I have been looking for ways to obtain some monetary value out of this old equipment. During
this same time, we have also identified a need to replace our aging LUCAS devices. A LUCAS is
an automated chest compression device that we use approximately 50 times annually. Our
current LUCAS devices were purchased with fundraiser money nearly 10 years ago. The average
life span for these units per the manufacturer is 8 years. We currently have mix of LUCAS and
AutoPulse units. Pricing is about the same between the brands however the crews prefer the
LUCAS.
I spoke with Stryker the company that builds the LUCAS as well as the company that built the
cots that we replaced. They are willing to give us some trade in money of the old cots and
power load towards the purchase of the LUCAS. The cost of the trade difference would be
funded by the funding assistance program (FAP) budget. Stryker provided me with the options
listed below.

Purchase of 1 LUCAS at a cost of $20,292.44
Trade in value of 1 cot $2,500
Trade in value of 1 power load $4,000
Total trade difference $14,046.10 (includes a freight fee)

Purchase of 2 LUCAS at a cost of 40,546.46
Trade in value of 2 cots $5,000
Trade in value of 1 power load $4,000
Total trade difference $32,053.30 (includes a freight fee)
