Board of Directors approval of expenditures and receipts from July 2026.
Motioned by Maloney to approve expenditures and receipts from July 2026. Second by Opall.
- Beck said the questions I had, NTC Paramedic Summer, what was that?
- Chief Finke said that’s for our Paramedic students in the current Paramedic program, it’s their tuition.
- Beck said the other question I had is Dirks Group, do we know how much we’ve spent for the year?
- Chief Finke said I can ballpark it, and with the additions we average about $4,000.00 a month. Some months
are going to be higher, some months are going to be lower.
- Beck said the new hire evals, which new hires were that for?
- Chief Finke said we had six part-time employees, that would have been medical and psychological.
Motion carried 5:0.
D. Presentation
Strategic Planning Survey Results
- Deputy Chief Lang said this is a general overview of the surveys we put out, there’s more specifics to the
survey results that we’ll use to drive the strategic plan. We surveyed the public, business owners, community
partners of education, law enforcement, and fire and EMS, political stakeholders, and healthcare partners.

Motion carried 5:0.
16:01 Motion by Opall to reconvene to open session. Second by Langenhahn. Motion carried 5:0.
Discussion and possible action on closed session item.
Action: None per Chairman Maloney.
Reconsideration of previous motion regarding addition of three Firefighters in 2027.
- Opall said I asked if this could be added, first of all I’m in support of the hiring of the firefighters. The motion
as I understand it as the first of the year, I would like to see that bumped back to July 1st just for budgetary
considerations.
Motioned by Kolden to open to reconsider the prior motion. Second by Langenhahn.
- Kolden said when I said add three firefighters, an article came out and named you Chief and it was about
three firefighters doesn’t really help. If it doesn’t really fit the bill, then why do we spend the money?
- Chief Finke said that’s what I told the board last meeting, the two main things that we need to get done right
now, we need to be able to add six extra people, so two per day so we can staff the tender which is hurting
our ISO rating, which is what that article is all about, and we need to staff a third ambulance because we’re
calling mutual aid ambulances over one hundred times a year, and that’s what the two people do that you
can’t do with the one person. That’s where that’s coming from. Is the one person extra help on the fire? Yes,
absolutely. Is there more things we can get done around the station? Yes, absolutely. I want to make it clear
that we don’t come back after we add staff and the public is saying, we just gave you staff why didn’t my ISO
rating improve, why didn’t we have the tender responding, why can’t we get that extra ambulance out? I just
want to make sure everyone’s clear that the one person doesn’t do any of those things for us, that was the
point of that comment (in the article).
- Maloney said it’s not an eight hour shift, it’s twenty four hours.
- Maloney said so the difference in January 1st and July 1st, how quickly could we hire three if we stayed with
January 1st?
- Chief Finke said right away. We have several part-time people in the paramedic program that I can’t promise,
but I’d say it’s extremely likely they would take full-time positions.
- Maloney said hearing that we have some budgetary issues would this be understandable that we could put it
off for six months?
- Chief Finke said that’s ultimately the board’s decision.
- Maloney said but I’m asking management.
- Chief Finke said my direct answer is going to be no, usually I kind of go along with those things, but I feel like
we kind of continue to push this out a few months and a year at a time and we never get to where we need
to be. I don’t want to be that guy, because I understand the budget constraints, but I also see the guys get
run ragged everyday. I guess we can say does the six months matter, probably not the end of the world.
- Maloney said what kind of dollars are we talking about.
4

-

-

-

Chief Finke said this is a rough number, but you’re looking at a total budget savings of probably $150,000.00.
It would be about $48,000.00 to the Village of Rib Mountain.
Maloney said what if we brought one in in January, one in in February, and one in in June?
Chief Finke said what if we did all three in April, would that be the same?
Opall said what if we spread it out?
Maloney said February, April, and June?
Deputy Chief Lang said operationally we still need the six, that’s the bare minimum.
Chief Finke said my job is to inform the board and elected officials what we need to operate safely and
efficiently. What the board chooses to do with that information, that is what you are elected to do. Then my
job is to operate effectively as we can with the resources we’re given. I understand nobodies budgets are
easy, I feel like for whatever reason, the fire department, and it’s not just here, but we are always asked to
make it work with part-time, and do it cheaper, and do it with smaller wage increases. Many of the other
governmental organizations, especially in public safety law enforcement are just not asked those same
questions. I’ve never heard of law enforcement agency asked why can’t you hire part-time, never heard that
question asked. I get asked that question all the time, when I told you we were short on staff, the answer I
got was go find some volunteers. I’ve never heard the Sherrif’s department or Mountain Bay (Metro Police
Department) asked to go find some volunteer cops.
Maloney said I want you to know and I want the department to know, that I absolutely hear you. We’re doing
things with our police department and we’re doing things with SAFER, and it is not apples to apples. So,
January, February, and June 1st.
Beck said I think we start all three on January 1st.
Opall said looking back to when we originally formed this, Rib Mountain was almost exclusively a volunteer
fire department with exception of two or three positions. The idea back then was slow growth, add
surrounding communities, and we would grow with it. Now we’re jumping right into nine, or twelve, or
fifteen, that is no longer slow steady growth.
Chief Finke said with the slow growth, we do need to remember that when the district started our minimum
staffing was six, we had a full-time Fire Marshal, a full-time EMS Division Chief. In over a decade our
minimum staffing is seven, so we’ve only increased one, and our EMS Division Chief was cut from full-time to
part-time. So the growth has been incredibly slow, I know that budget has gone up, and the main reason the
budget has gone up is we have flipped a lot of positions from part-time to full-time. Our call volume has
increased 45% during that same time.
Action: Motioned by Opall to amend the original motion. Second by Langenhahn. Motion carried 4:1.
Action: Motioned by Opall to hire one January, one February, and one June in 2027. Second by Kolden.
Motion carried 4:1.

Discussion and possible action on Repair or Replacement of Fire Inspection Vehicle.
- Chief Finke said the vehicle is actually orange; it looks red because it’s wrapped. The memo covers everything
that I would say, it’s up to the board on what we want to do or not.
- Kolden said if it isn’t pealing off, just wait until next year.
Action: Motioned by Kolden to hold off on replacing. Second by Maloney. Motion carried 4:1.
Discussion and possible action on Purchase of Stryker Medical Equipment.
- Chief Finke said that is pretty much what I have in the memo.
Action: Motioned by Beck to purchase 1 LUCAS at $20,292.44. Second by Opall. Motion carried 5:0.
End of Month Budget review.
- Beck said last month Chief I asked about that Life Insurance, do you remember why it was over budget?
- Chief Finke said I have the printout on my desk, I’ll email the board on that.
- Beck said there were a couple that were 100% or close to budget like repairs for motor vehicles and repairs
other machinery, do we have plans for those or is it it is what it is?

5

-

Chief Finke said if stuff breaks down, I have to fix it, there’s nothing much I can do about it. We’ve had a lot of
ambulance repairs this year unfortunately, there’s one ambulance that we’ve spent close to $20,0000.00 on.
It had head gaskets, water pump, and injectors.

Attorney Referral.
- None
