Jennifer Wilson seconded, to approve a liquor license for The Lodge at HCR, located at 1060 Horse Creek
Road, Dubois, WY 82513. Motion carried unanimously.
Planning Director Steve Baumann presented the Riverview Park Subdivision, a re-plat that reduces three
existing lots to two newly designated lots. One existing home sits on one lot, with plans to build a second
home on the second lot. He noted that the subdivision has been in place for a substantial period and that
no public comments were received. Jennifer Wilson moved, Clarence Thomas seconded, to approve the
Riverview Park Subdivision, Fractional Lot 9 & Lots 12 and 13 re-plat. Motion carried unanimously.

$40,000 to $46,000 depending on experience. Motion carried unanimously.
Northern Arapaho Business Council members Kim Harjo and Michael Yellowplume discussed a proposed
juvenile detention and detox facility. Harjo would like to use the old Wind River High School (Morton High
School). She stated that it has useful features, including a cafeteria, recreation area, and multiple rooms,
making it a good location for this type of facility. Federal funding may also be available for renovations.
Harjo mentioned that the need for this facility arose because youth are currently being sent out of state to
other facilities, sometimes many states away, and she is concerned that children are losing connections to

their families and communities. Clarence Thomas mentioned the broader public need for such a facility
because of the lack of local placement options for juveniles who are intoxicated, in crisis, or involved in
serious criminal matters. He supports the project and shared concerns that the jail is not meeting juvenile
detention regulations. The proposal would not only serve the tribal community but could also benefit
Montana tribes and local communities. Treasurer Jim Anderson explained that property taxes have gone
unpaid, resulting in the property going to tax sale in August. The balance owing as of the meeting was
$3,633.57, including penalties and interest, with interest accruing daily. Clarence Thomas moved, and
Michael Jones seconded, to pay the difference of approximately $400, including the $20 redemption fee, on
behalf of the Northern Arapaho Tribe for property taxes on the old Wind River High School (Morton High
School), to come from the Commissioner’s budget. The motion carried unanimously.
There being no further business, Michael Jones moved, Jennifer Wilson seconded, to adjourn the Regular
Meeting at 12:00pm and reconvene for a Regular Meeting on October 13, 2026 at 9:00 a.m. Motion carried
unanimously.
