The City Commission of the City of Florida City, Florida, met in regular session
July 14th, 2026, beginning at 6:30 PM in the Commission Chambers, 404 West
Palm Drive, Florida City, FL 33034.
The following members of the City Commission were present: Mayor Charlotte
Thompson, Vice Mayor Ronda Cobb, Commissioner James Gold,

State Representative Kevin Chambliss, representing Florida House District 117,
which includes the City of Florida City through Richmond Heights, provided a
legislative update and review of the most recent legislative session. Representative
Chambliss introduced members of his staff and advised that his district office is
located at the Miami-Dade College Homestead Campus, emphasizing his

commitment to remaining accessible to residents.

Gun Violence Prevention: Representative Chambliss discussed his participation
in the annual “End the March Against Gun Violence” event led by community
advocate Romania Duke. He addressed the continuing challenge of gun violence
throughout South Florida and noted that state law preempts local governments
from enacting their own firearm regulations. He reported that the Legislature
successfully defeated legislation that would have lowered the minimum age for
purchasing long rifles from 21 to 18, maintaining the current law established
following the Parkland tragedy.

Domestic Violence: Representative Chambliss expressed support for
strengthening protections for victims of domestic violence. He discussed proposed
legislation aimed at increasing penalties for offenders and ensuring that victims
remain protected following an abuser’s release from incarceration. He encouraged
continued community involvement in advocating for stronger domestic violence
laws.

Senior Healthcare: Representative Chambliss identified deficiencies in
healthcare services for senior citizens, including concerns regarding inadequate
treatment, limited communication with family members during medical decisionmaking, and the shortage of quality senior healthcare and assisted living facilities.
He stated that expanding access to quality senior care will remain a legislative
priority.

Live Local Act: Representative Chambliss discussed ongoing concerns regarding
the implementation of the Live Local Act and its impact on local development
authority. He advised that new legislative language was successfully negotiated to
allow faith-based organizations that own property to participate in affordable
housing development while benefiting from available state tax incentives. He
stated that workshops would be held to educate faith leaders on opportunities
available under the legislation.

Artificial Intelligence (AI) Data Centers: Representative Chambliss requested
community input regarding the development of AI data centers. He expressed
concerns about their environmental impact, particularly water consumption,
compared to the limited number of jobs they generate. He stated that he supports
additional study and discussion before further expansion of such facilities and
noted that future legislation on this issue is anticipated.

Legislative Funding: Chambliss discussed the proposed constitutional
amendment concerning property taxes expected to appear on the November

Representative Chambliss highlighted several legislative successes and priorities
including:

ballot. He advised that significant concerns have been expressed by both
firefighter and law enforcement organizations regarding the proposal and stated
that eliminating property taxes could have substantial financial impacts on
municipalities. He emphasized the importance of gathering community input as
property tax reform is expected to remain a legislative priority regardless of the
outcome of the referendum.
Representative Chambliss concluded by reaffirming his commitment to
maintaining a strong partnership between his legislative office and the City of
Florida City. He emphasized that community feedback is essential in shaping his
legislative priorities and thanked the Mayor, Commission and residents for the
opportunity to provide the legislative update.
Commissioner Wilborn stated that many important topics had been addressed
during the legislative presentation, specifically highlighting domestic violence
prevention and senior healthcare as issues deserving continued attention. She
emphasized that the City’s senior population remains active and that access to
quality health care and senior care services is a significant concern that requires
greater public discussion and advocacy.
Mayor Thompson addressed the proposed data center project, referencing
comments made by Representative Chambliss indicating that such facilities
generate limited long-term employment opportunities. She expressed that Florida
City residents are seeking meaningful employment opportunities that provide
sustainable wages rather than minimum-wage positions. Mayor Thompson stated
that the city should prioritize attracting industries capable of creating stable,
working-class jobs that allow residents to support their families and maintain
home ownership.

Representative Chambliss responded by acknowledging those concerns and stated
that while there is opposition to data centers that do not provide significant
employment opportunities, there are many other industries that would be
welcomed into the community. Representative Chambliss expressed his
commitment to working collaboratively with the city to recruit industries that
align with the local workforce and generate quality, sustainable employment. He
further acknowledged the ongoing affordability crisis and emphasized the
importance of creating jobs that enable residents to meet their financial
obligations.

PUBLIC COMMENTS
*** Lunicel Alvarado—1460 SE 25 Ave, Homestead, FL - Back to school
Bash
Ms. Alvarado addressed the Commission to express appreciation to the City of
Florida City for its partnership in the successful Back-to-School Bash event. She
reported the event benefited hundreds of local families through the distribution of
more than 300 backpacks with school supplies, 60 pairs of sneakers, 200 school
uniform shirts and over 500 gallons of free gasoline to assist families preparing
for the new school year.
Lunicel also reported that the event included health and wellness services with the
Colgate Mobile Dental Unit providing oral health screenings and hygiene kits to
more than 40 children. The event also included a community blood drive, during
which 30 residents donated blood. Additionally, 24 community partners
participated by providing educational resources, school supplies and community
services.
Ms. Alvarado extended her appreciation to the Florida City Police Department for
its support in ensuring the safety of attendees and thanked the Mayor, Vice
Mayor, Commissioners, City Manager, City administration, sponsors, volunteers,
community partners and residents for contributing to the event’s success. She
stated that the collaboration demonstrated the positive impact that can be achieved
through community partnerships and expressed a commitment to continuing
similar efforts in the future.
Members of the commission commended the speaker for the planning and
coordination of the event, acknowledging the significant effort, dedication and
organization required to make the event successful. Appreciation was expressed
for the speaker’s commitment to serving the community and the Commission
stated its desire to continue working together on future events.
*** Corkey Clayton- 869 NW 2nd St- Curfew

She described an incident that occurred on July 14th, during which she and her
husband observed a group of juveniles walking in the roadway. She stated that, as
they drove past, a rock was thrown at their vehicle, striking the trunk. Ma.
Clayton explained that the juveniles ran into a nearby residence after the incident.
She reported calling 911 and waiting to meet responding officers but stated that
no officer arrived.

Ms. Clayton addressed the Commission regarding enforcement of the City’s
curfew ordinance.

Ms. Clayton informed the Commission that her husband is a three-time stroke
survivor and stated that the incident has caused him significant emotional distress.
She expressed concern for the safety of residents and motorists and urged the city
to enforce its curfew ordinance in an effort to prevent similar incidents and
improve public safety.
In response, Mayor Thompson advised that the Commission had previously
adopted a resolution implementing the City’s curfew ordinance and explained that
the city was allowing a transition period to educate the public before full
enforcement began. The Mayor stated that residents would begin receiving
notifications regarding implementation of the ordinance.
The City Clerk confirmed that the ordinance had been adopted, although the
effective implementation date was not immediately available. The Mayor also
referenced the applicable Florida statute governing juvenile curfews and reiterated
that enforcement would soon commence.

The City Attorney clarified that:
- The provision dated January 28 will be removed
- The one- time base salary increase would be revised
- The election-related provision would remain, as it was included in the original
employment agreement

Discussions ensued regarding the City Manager’s Employment Agreement. Mayor Thompson
stated that while there was no objection to the City Manager receiving a salary increase, there
were concerns regarding other provisions of the amended employment agreement that should be
removed. Clarification was requested regarding which provisions would remain and which
would be deleted before considering a motion.

Further discussion ensued regarding whether the election provision should remain unchanged.
Vice Mayor Cobb inquired about the City’s authority under the Charter to establish the City
Manager’s salary and whether the Commission had the authority to both increase and decrease
the salary.
City Attorney, Regine Monestime explained that while the Commission had the authority to
establish the City Manager’s compensation, the employment agreement is a negotiated contract
requiring the mutual agreement of both the City and the City Manager. Any amendments to the
contract must be agreed upon by both parties before being presented to the Commission for
approval. The City Attorney further noted that, once approved by the required vote of the
Commission, the contract may be amended only through mutual agreement and cannot be
modified unilaterally.
Mayor Thompson stated that there was no objection to providing the City Manager with a salary
increase but stated that after reviewing the contract and discussing it with the City Manager,
additional questions had arisen regarding certain provisions.
With no further discussion, the Mayor called for a motion to approve Resolution number 28-68.

Vice Mayor Cobb also announced that the Vibe Zone program will officially “kick off” on August
21st.
Mayor Thompson publicly thanked the City Manager for his continued leadership, hard work and
dedication to the city. She acknowledged the City Manager’s ability to handle the many
responsibilities entrusted to him and expressed her appreciation on behalf of the Commission.

City Manager’s Report
Dr. Poag provided the following report:
- As previously communicated to the community, the city continues to provide
periodic updates regarding the initiative with FP&L to improve street lighting
throughout the city.

The City Manager, Public Works Superintendent, Darin Baldwin and FPL
representatives recently met to assess existing street lighting. They identified several
older high-pressure sodium streetlights that will be replaced first to evaluate the
impact on lighting conditions.

Additional utility poles were also identified where new streetlights can be installed at
little or no cost to the city. Following this assessment, the city will determine whether
additional measures, including upgrading to brighter LED lighting, will be necessary.

FPL representatives have agreed to provide a presentation to the City Commission
following recess to discuss the overall street lighting improvement project.

The Florida City Police Athletic League (PAL) under the leadership of the Police
Chief and Officer Brodie, successfully secured a $20,000 grant to support PAL
programming and youth activities.

Appreciation was extended to Ms. Alvarado for her assistance with the City’s
Back-to-School Bash, as well as to the event sponsors whose support contributed
to its success.

Special recognition was also given to Aiden and Clarisse for volunteering their
time to assist with the City’s new audiovisual system while Mr. Pierre attended a
conference. The City Manager expressed sincere gratitude for their willingness to

WHEREAS, the City Commission of the City of Florida City, Florida, is charged with the duty
and responsibility to protect the health, safety and welfare of all Florida City residents and citizens,
pursuant to the Constitution of the State of Florida, the Laws of Florida, the Miami-Dade County
Home Rule Charter, and the Charter of the City of Florida City; and
WHEREAS, Article VIII, Section 2(b) of the Florida Constitution and Chapter 166, Florida
Statutes, confer upon the City broad home rule powers to enact ordinances governing the use and
development of land not inconsistent with general or special law; and
WHEREAS, the common property in townhouse and condominium projects is not owned or
maintained by the individual lot owners and can fall into disrepair, causing unsanitary conditions
and potential harm to nearby neighbors, and producing negative visual and property value impacts
in the neighborhood; and
WHEREAS, the primary mechanism to provide for the maintenance of common property is a
recorded legal instrument, commonly called a declaration of restrictions, covenants, conditions
and easements, which creates a mandatory-membership owners association charged with
maintaining the common property and authorized to assess its members for that purpose; and
WHEREAS, Section 62-234(8)b. of the City Code already requires City approval of covenants
providing for the maintenance of common open space in planned unit developments, and the City
Commission finds it appropriate to extend a consistent requirement to all residential development
projects containing common property; and
WHEREAS, the dumping of large household items such as furniture, mattresses and appliances
has become a substantial problem in the City, producing haphazard piles of bulk items along City
streets and deep holes excavated by clamshell equipment during pick-up; and

WHEREAS, the City Commission finds that this problem can be addressed by requiring that
dedicated bulk waste collection areas and containers be planned and placed in all residential
developments containing twenty-five (25) or more dwelling units; and
WHEREAS, the City Police Department has determined that the existence of operational security
cameras at the entrances and exits of residential, commercial and industrial developments can be
a valuable deterrent to crime and can provide critical assistance in solving crimes; and
WHEREAS, City staff has prepared a Zoning Code amendment requiring the installation and
maintenance of security camera systems at the entrance and exit driveways of residential projects
with six (6) or more dwelling units and commercial and industrial projects with four (4) or more
tenant businesses, subject to reasonable privacy, retention and performance standards; and
WHEREAS, the Planning and Zoning Board, sitting as the local planning agency, considered the
proposed Code amendments on July 13, 2026, at a duly advertised public meeting, and issued its
recommendation to the City Commission; and
WHEREAS, after considering the staff report, the recommendation of the Planning and Zoning
Board, and public comment, the City Commission finds that this Ordinance is consistent with the
Florida City Comprehensive Development Master Plan and the Code of Ordinances, and will serve
to protect the health, safety and welfare of City residents and property owners.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF FLORIDA CITY, FLORIDA, THAT:
Section 1. Recitals. The foregoing "whereas" clauses are hereby ratified and incorporated herein
as the true and correct findings of fact and conclusions of law of the City Commission.
Section 2. Amendment. Chapter 62, "Zoning," Article IV, "Supplementary District Regulations,"
Division 2, "Uses," Section 62-277, "Site plan review standards," of the Code of Ordinances of the
City of Florida City is hereby amended as follows:

Sec. 62-277. Site plan review standards.
(30) Bulk waste collection area.
a. All residential developments containing twenty-five (25) or more dwelling units shall
provide a dedicated and paved bulk waste collection space and container on site.

b. The dedicated space shall be a minimum of twelve (12) feet in width by thirty (30) feet in
length and shall be enclosed on its three (3) closed sides by an opaque fence or wall not less
than six (6) feet in height, together with landscaping installed on the exterior of the enclosure.
A gate or opening shall be provided on the fourth side for collection access.
c. The container shall be not less than seven (7) feet in width, twenty-one (21) feet in length,
and five (5) feet in height.
d. A clear and unobstructed maneuvering area not less than seventy (70) feet in length shall be
provided in front of the dedicated space to permit collection vehicle backup.
e. The dedicated space, enclosure, landscaping and container shall be maintained in a clean,
sanitary and operable condition at all times by the property owner or the association, as
applicable.
(31) Security camera systems.
a. A security camera system shall be installed and maintained at each vehicular entrance to and
exit from every residential development containing six (6) or more dwelling units, and every
commercial or industrial project containing four (4) or more tenant businesses.
b. Cameras shall be placed and aimed so as to clearly capture the license plate of each vehicle
entering and exiting the development and the face of each person entering and exiting on foot,
however, no camera shall be at a location in which a person has a reasonable expectation of
privacy.
c. Each camera shall have a minimum resolution of 3,840 horizontal pixels (4K ultra high
definition), a field of view between one hundred ten (110) and one hundred forty (140) degrees,
infrared or equivalent low-light night vision capability, and a weather-resistance rating of not
less than IP66.
d. The camera system must either be linked directly to the City Police Department or made
available to law enforcement immediately upon request.
e. A sign not less than one (1) square foot in area shall be posted at each covered entrance
advising that the area is under video surveillance.
f. The system shall be maintained in good working order at all times by the property owner or
the association, as applicable. Any inoperable camera or recording device shall be repaired or
replaced within ten (10) days of the owner’s or association’s knowledge of the malfunction.
Failure to install or maintain the system as required is a violation of this Code, enforceable
under chapter 54 of this Code and chapter 162, Florida Statutes.

g. Nothing in this subsection shall be construed to impose upon the city any duty to monitor,
review, maintain or respond to any camera system, or to create any liability on the part of the
city, its officers, employees or agents.

Section 3. Applicability. The requirements added by Section 2 of this Ordinance shall apply to all
applications for site plan approval submitted on or after the effective date of this Ordinance. These
requirements shall not apply to a development project for which a valid and unexpired site plan
approval or building permit was issued prior to the effective date of this Ordinance, except that
any substantial modification to such a project requiring new or amended site plan approval shall
comply with this Ordinance. Nothing herein is intended to impair any vested right recognized
under Florida law or under section 166.033, Florida Statutes.
Section 4. Conflicts. All ordinances or parts of ordinances and all resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of such conflict.
Section 5. Severability. If any section, subsection, sentence, clause, phrase, word or provision of
this Ordinance is for any reason held invalid or unconstitutional by a court of competent
jurisdiction, such holding shall not affect the validity of the remaining portions of this Ordinance,
which shall remain in full force and effect.
Section 6. Inclusion in the Code. It is the intention of the City Commission that the provisions of
this Ordinance shall become and be made a part of the Code of Ordinances of the City of Florida
City, and that the sections of this Ordinance may be renumbered or relettered and the word
"ordinance" may be changed to "section," "article," or such other appropriate word or phrase in
order to accomplish such intention.
Section 7. Effective Date. This Ordinance shall become effective immediately upon its adoption
on second reading.

The Planning and Zoning Board, at its July 13, 2026 meeting, had no opposition from the public
and voted unanimously to approve Public Hearing No. 26-03 as outlined in the staff report. As
such, staff recommends Mayor and Commission approval.

Ordinance 26-03: Designating the City Manager as Administrative Authority
for Plat and Replat Approval Pursuant to Senate Bill 784

During the 2025 Legislative Session, the Florida Legislature adopted Senate Bill 784, which
amended Section 177.071, Florida Statutes, relating to the approval of subdivision plats and
replats. Effective July 1, 2025, the legislation requires municipalities to establish an
administrative approval process for plats and replats that comply with applicable statutory
requirements.
Under the revised statute, compliant plats and replats must be administratively approved, and no
further action by the governing body is required. The law further requires municipalities to
designate, by ordinance or resolution, an administrative authority responsible for receiving,
reviewing, processing, approving, approving with conditions, or denying plat and replat
applications.
The proposed ordinance designates the City Manager as the City's Administrative Authority for
purposes of complying with this new amendment to the Florida Statutes. The ordinance does not
modify the City's subdivision regulations, engineering standards, development review
requirements, or land development regulations. Applicants will continue to adhere to
development standards. The City Attorney has reviewed the proposed ordinance and determined
it is consistent with the requirements of Senate Bill 784 and Chapter 177, Florida Statutes.
Approval of the proposed ordinance will bring the City's subdivision approval procedures into
compliance with state law and establish the City Manager as the designated Administrative
Authority responsible for plat and replat approvals. Information regarding approved plats and
replats will be provided through the City Manager’s reports to the Mayor and Commission to
ensure their continued awareness of development trends and projects affecting the community
while maintaining compliance with state law.
Pursuant to Section 177.071 Florida Statutes, as amended by Senate Bill 784, staff recommends
Mayor and Commission approval of Ordinance No. 26-03 designating the City Manager as the
Administrative Authority for plat and replats.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
FLORIDA CITY, FLORIDA, AUTHORIZING THE PURCHASE AND
INSTALLATION OF MUNICIPAL OFFICE FURNITURE FROM ODP
BUSINESS SOLUTIONS, AS AN AUTHORIZED DEALER UNDER STATE
OF FLORIDA ALTERNATIVE CONTRACT SOURCE (ACS) CONTRACT
NO. 56120000-24-NY-ACS, IN AN AMOUNT NOT TO EXCEED $85,000.00;
UTILIZING FUNDS ALLOCATED WITHIN THE APPROVED FISCAL
YEAR 2025-2026 BUDGET; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Florida City Police Department has an identified need to procure and
install replacement and new office furniture for use by the Department; and
WHEREAS, funds for this expenditure were requested, approved, and appropriated in the
Fiscal Year 2025-2026 adopted municipal budget under account code 06-521-54604; and
WHEREAS, pursuant to City Code Section 2-128(5), the City is authorized to
“piggyback” the purchase of goods and services under similar contracts competitively procured by
other governmental entities, without the need for a separate competitive solicitation; and
WHEREAS, the State of Florida, Department of Management Services, has established
Alternative Contract Source (ACS) Contract No. 56120000-24-NY-ACS with The HON Company
for the purchase of office furniture and related installation services, which contract is effective
through December 1, 2028, a summary of which is attached hereto and incorporated herein as
Exhibit A; and
WHEREAS, the ACS expressly identifies local governmental entities, including
municipalities and any department, commission, agency, or instrumentality thereof, as eligible
end-users, thereby rendering the City of Florida City eligible to procure thereunder; and
WHEREAS, ODP Business Solutions is an authorized dealer under the ACS and has
submitted a proposal and quotation dated August 19, 2026, attached hereto and incorporated herein
as Exhibit B, to furnish and install said office furniture for a total cost not to exceed $85,000.00;
and
WHEREAS, City staff evaluated the pricing and recommends procurement through the
ACS in order to secure discounted governmental pricing; and
WHEREAS, pursuant to City Code Sections 2-126 and 2-127, expenditures exceeding
$50,000.00 require City Commission approval; and
WHEREAS, the City Commission hereby finds and determines that it is in the best interest
of the City to adopt this Resolution.

Section 3. Budget Allocation: Expenditure for this purchase shall be charged against the
appropriated funds within the approved departmental budget for Fiscal Year 2025-2026.
Section 4. Execution: The City Manager or City Administrator is authorized to execute purchase
orders, contracts, and related documents on behalf of the City.
Section 5. Effective Date: This Resolution shall take effect immediately upon passage.

order, and prior to delivery, if inside delivery is required. Fee is not to exceed 25% and rates can be negotiated on a
case-by-case basis when Inside Delivery is required.
» Exception includes Non-Standard Installation will be a minimum of $100 per hour with a not to exceed maximum charge
of $350 per hour. Non-Standard Business Hours Monday – Friday, weekends, and holidays. Also includes, but is not
limited to, long stair carry’s, sites 60 miles over main dealer warehouse, prevailing wage, union labor and major

TERMS AND CONDITIONS OF PURCHASE
(FURNITURE - ODP BUSINESS SOLUTIONS WORKSPACE INTERIORS)

1.ODP Business Solu ons, LLC (“ODP Business Solu ons”) shall make
commercially reasonable eﬀorts to install all products as quickly as possible.
However, any delivery and/or installa on dates quoted to Customer are
approximate, and ODP Business Solu ons obliga on shall be only to deliver
and/or install the products within a reasonable me. Also, due to certain
factory shipment schedules, it is possible that ODP Business Solu ons will
be able to deliver and install por ons of the job in phases. Customer will be
invoiced for the items as they are delivered and payment will be due as set
forth in Sec on 3 below
2.All prices are ﬁrm for thirty (30) days from date of proposal.
3.Payment terms are net twenty (20) days from date of invoice, unless
otherwise agreed to and as documented on the order or quote. Customer
will be invoiced for items when delivery and installa on (if applicable) is
complete, and any punch issues are less than 10% of the value of the en re
order. In no event shall payment be withheld for delivered products and
services. Customer shall pay 90% of the invoice and may withhold 10%
un l comple on of the job. The balance is payable immediately a er any
outstanding issues are resolved.
4.All orders are subject to credit approval.
5.ODP Business Solu ons requires a minimum deposit equaling 50% on all
orders over $20,000. Said deposit will be applied to Customer's account
un l such product is delivered and invoiced. Each invoice, less its
propor onate share of the deposit, will be due and payable as set forth in
Sec on 4 above.
6. All products and materials are subject to applicable taxes, as well as any
applicable inbound freight and fabrica on charges.
7.An order is not cancelable once in produc on. “Quick ships” and fabric
orders are not cancelable.
8.Any quota on for special order products or materials shall be approved by
an authorized Customer representa ve for correct product number, fabric,
speciﬁca ons and quan es. Any services rendered to Customer to change
or modify the speciﬁca on and layout before or during installa on will be
charged to Customer at prevailing rates. If such changes or modiﬁca ons
result in addi onal products, parts, materials or labor, they will be billed to
Customer at prevailing rates.
9.Delivery and installa on services are conducted during normal business
hours of 8:00 a.m. to 5:00 p.m., Monday through Friday. If services are
requested outside of normal business hours, if special handling or
equipment is required, if moving of products other than delivered is
required, or if there are any unusual condi on not made known to ODP
Business Solu ons at the me of sale, extra labor charges at prevailing rates
may apply.
10.If during installa on, addi onal products are necessary or required to
complete the job, such addi onal products and labor will be charged to
Customer at prevailing rates.
11.Floors shall be smooth, level and free from debris.
12.Condi on of Jobsite - Customer agrees to have premises available on the
requested date of installa on and for a reasonable me therea er for
installa on during the regular business day. Customer's job site shall be
clean, clear, and free of debris prior to installa on. Delivery and installa on
encumbrances which necessitate addi onal labor will result in extra
charges. If installa on is to be placed over carpe ng, les, or other ﬂoor
covering, Customer hereby assures ODP Business Solu ons that all such
coverings will be completed prior to me installa on is scheduled. The job
site shall be free of interference from all trades in the work areas, and if the
job site is not free of such trade interference, the delivery and installa on
shall not proceed un l such interference has been eliminated, or other
arrangements are agreed to in wri ng. ODP Business Solu ons shall be held
harmless and shall not assume liability for job delay due to failure to meet
any of the preceding condi ons.

13. Jobsite Services. Electric current, light, heat, trash disposal facili es, hois ng
and/or elevator service, and adequate facili es for oﬀ-loading, staging,
moving, and handling of the Furnishings will be furnished without charge to
ODP Business Solu ons. Customer acknowledges that if the installed
Furnishings require electrical hook-ups, outlets, wiring, or other similar
services, at Customer’s elec on, ODP Business Solu ons may provide such
services through licensed subcontractors at an addi onal fee or Customer
shall be responsible for engaging appropriate licensed professionals.
14. Permits are the responsibility of the Customer unless expressly provided in
the Proposal.
15. If Customer is unwilling or unable to accept delivery or installa on of the
products according to the speciﬁed schedule, the products will be stored at
Customer's expense. Customer shall pay a warehouse charge payable
monthly. Any double handling of a product will be charged at our normal
hourly rate.
ODP
Business Solu ons makes no warran es, expressed or implied, as to

merchantability or as the suitability of the products for any par cular
purpose, except those made by the manufacturer of the products. Any
claim must be made to ODP Business Solu ons in wri ng within ﬁve (5) days
a er delivery or installa on of the products and if no claim is so received by
ODP Business Solu ons it will be conclusively presumed that Customer has
accepted and that the products are as represented.
17. No liability shall accrue against ODP Business Solu ons as a result of breach
of terms and condi ons caused by any strike, act of God, lockout, accident,
or delay beyond its control.
18. ODP Business Solu ons retains, and Customer hereby grants to ODP
Business Solu ons, a security interest in the products to secure the
purchase price therefore. The products shall remain personal property
regardless of being ﬁxed to any real property. If Customer defaults in the
payment of the purchase price when due, ODP Business Solu ons shall have
all rights and remedies granted by the Uniform Commercial Code. A ﬁnance
charge of 2% per month (annual percentage rate 24%) will be charged on all
past due balances. Customer shall pay all collec on costs, including
a orneys fee, in the event any claim is referred to a collec on agency or
a orney.
19. Products shipped directly to Customer shall be the responsibility of
Customer except if agreed in wri ng that ODP Business Solu ons will
provide delivery and installa on services. The receiving Customer is
responsible to inspect products and ﬁle any necessary freight claims with
freight provider.
20. Manufacturer warran es apply for parts only. Labor is not included.
21. All items set forth in the quota on are non-returnable.
22. IN NO EVENT SHALL EITHER PARTY BE LIABLE FOR CONSEQUENTIAL,
SPECIAL, INDIRECT OR INCIDENTAL DAMAGES, WHETHER IN AN ACTION
BASED ON CONTRACT, TORT (INCLUDING NEGLIGENCE) OR ANY OTHER
LEGAL THEORY, EVEN IF THE PARTY HAS BEEN ADVISED OF THE POSSIBILITY
OF SUCH DAMAGES.
23. Each party shall indemnify and hold harmless the other party from and
against any and all third-party claims, demands, ac ons, suits, losses,
liabili es, damages and all related costs and expenses, including without
limita on reasonable a orneys’ fees due to, arising from or rela ng to the
negligent, willful or reckless act or omission of the indemnifying party.
24. These terms and condi ons shall be governed by the law of the State of
Florida, without regard to conﬂict of laws principles.

SUBJECT: City Manager Response to Proposed Termination
I would like to take this opportunity to clearly explain my position in response to the proposed
termination of my role as City Manager and to highlight the work I have consistently carried out
in service to Florida City.
Since my appointment in November 2025, I have faithfully served as Florida City’s administrative
head, managing day-to-day operations, personnel, budgeting, service delivery, and enforcement
of laws and ordinances—the core responsibilities entrusted to a professional City Manager under
our form of government. I have carried out these duties with professionalism, transparency, and
commitment.
To ensure the Mayor and City Commission remain fully informed, I provide bi-weekly reports
summarizing major activities across all City departments, along with a comprehensive monthly
report detailing the significant initiatives, meetings, and communications handled by the City
Manager’s Office. I maintain standing weekly meetings with the Mayor and each Commissioner,
and I conduct bi-weekly joint agenda review sessions prior to regularly scheduled Commission
meetings to support preparedness, transparency, and open dialogue.
I have also taken deliberate steps to support the Mayor and City Commission in strengthening
governance and understanding their responsibilities as elected officials. These efforts include:
• Coordinating training through the Florida League of Cities
• Developing a newly elected officials training program
• Contracting with Dawn Lovelace to provide executive leadership coaching
• Securing on-site training from the Miami-Dade County Ethics Commission
These initiatives were undertaken to improve leadership effectiveness, communication, and
clarity of roles.

Additionally, I have made significant operational improvements aimed at enhancing service
delivery to residents and businesses. Since assuming the role of City Manager, we have increased
staffing in Parks, Public Works, and Building Services, ensuring that core services are delivered
more efficiently and reliably to the community.
I have also worked closely with Miami-Dade County to bring essential services directly to Florida
City, such as library services, the Tax Collectors, the Clerk of the Courts and senior services—so
residents no longer have to travel to downtown Miami for basic needs. Further, I created a
comprehensive Senior Services Program that provides healthy meals, social activities,
educational workshops, and other supportive services to enrich the lives of our older residents.
Beyond these structured efforts, I maintain a 24/7 open-door policy and remain fully accessible
for any questions, concerns, or direction from the Mayor and Commission.
In addition to daily administrative oversight, I have helped establish a long-term strategic vision
for Florida City. The development of the City Manager’s Strategic Plan reflects a forward-looking
approach to growth and resilience. In my recent address to the Miami Dade Chamber of
Commerce, I highlighted our progress and reaffirmed my commitment to collaboration with
businesses, civic organizations, educational partners, workforce programs, and development
agencies—all essential partners in strengthening the city’s future.
Together, these efforts demonstrate the administrative effectiveness, experience, credentials,
and dedication I bring to Florida City. I remain committed to serving our community with
integrity, professionalism, and a focus on long-term success.
