8357 Skokie Boulevard
Cases 2026-06P, 2026-07P, and 2026-09P
Mike Voitik presented the staff report for the cases. Mr. Voitik explained the request for a
zoning chapter amended is a technical clean-up and prerequisite to the broader proposal. Staff
recommends terminating the retail street designation on the east side of Skokie Boulevard at
8345 Skokie Boulevard which is separated from the subject site by an east-west alley. Mr. Voitik
noted that retail street designations have been periodically reevaluated and adjusted since the
downtown mixed-use zoning framework was established in 2009, citing a similar adjustment
made in 2022 for a segment of Main Street.
Mike Voitik presented the request for a zoning map amendment for the subject property, from
CX Core Mixed-Use to B2 Commercial. He explained that when the CX district was established in
2009, the intent was to encourage higher-density mixed-use development. Since that time, the
transitional corridor along Skokie Boulevard between Madison Street and Main Street has
remained stable and consists primarily of lower-intensity commercial uses including legal
nonconforming auto service establishments and a drive-through restaurant. Staff noted that
VOSDOC#639625 DRAFT Plan Commission Meeting Minutes April 16, 2026
the site's limited size constrains its ability to accommodate a mixed-use development and that
rezoning to B2 would better reflect the character of the area and enable viable reuse of the
property. Staff also considered B3 zoning but recommended against it, as that zoning
designation would permit uses such as car washes and vehicle dealerships that are not
desirable at that location.
Mike Voitik presented the site plan for a proposed Dunkin'/Baskin-Robbins limited service
restaurant with drive-through. The proposal includes the removal of a southern portion of the
existing building to allow a drive-through lane to circulate around the structure to a pickup
window on the north side. The drive-through is designed to accommodate stacking for 10
vehicles and is fully contained on-site without alley access. The site will include 17 parking
spaces, outdoor dining with three tables and chairs, pedestrian access pathways from both
street frontages, bicycle parking, and waste receptacles. Existing driveways will not change, and
supplemental landscaping will be added. The existing pylon sign will be retained with a new
static face.
Staff presented two staff supported variations as part of the special use permit: related to the
pylon sign location (§118-52): relief to allow the existing pylon sign to remain within the
required 15-foot sight distance triangle and related to parking (§118-218(b)(4)): relief to
provide 17 parking spaces rather than the required 20.
Staff recommended conditions including on-site signage restricting left turns onto southbound
Skokie Boulevard from the site's southern driveway during the hours of 7–9 AM and 4–6 PM,
annual outdoor dining permit review and IES-compliant exterior lighting. A wood fence is
proposed to be installed along a portion of the south lot line and along the east side of the
property to screen the drive-through area from the adjacent multifamily residential property,
and the fence offset from the south lot line is one-half foot, not one foot as previously stated in
the staff report.
Commissioners raised several questions. They asked for confirmation that the sign restricting
left turns is advisory and that the proposed building orientation and site plan could not be
altered upon approval, they inquired about proposed on-site litter management, asked about
regulation of the volume output of the order board, about the hours of operation, requested
confirmation that tree removal permit regulations apply, asked for confirmation that the Skokie
Fire Department reviewed and approved the proposal, and about whether the stacking
provided was adequate.
The petitioner, Reena Panjwani Khowaja representing Panjwani Network Inc., addressed the
Commission, noting that the family-owned franchise group has operated Dunkin' locations in
VOSDOC#639625 DRAFT Plan Commission Meeting Minutes April 16, 2026
Skokie for 40 years and that the existing Dunkin' at Main and Skokie is their last non-drivethrough location. She emphasized the group's commitment to sustainability, noting that
approximately 20 design iterations were required to find a configuration that could adaptively
reuse the existing structure rather than demolish it entirely. She stated that the drive-through
audio system (HME) automatically adjusts to ambient noise levels and that sound transference
to the adjacent multifamily property across the 16-foot alley is expected to be negligible, citing
no complaints at a comparable location at Dempster and Crawford with a similar distance from
the audio speaker to residential properties.
4741 Main Street
Case 2026-08P
Staff presented Case 2026-08P as a companion case to the 8357 Skokie Boulevard proceedings,
involving no construction or redevelopment activity. The subject property at 4741 Main Street
is currently occupied by the Pho Phu Lin Vietnamese restaurant and has housed some form of
restaurant or bar use since at least the early 1970s. The building has been on the site since the
mid-1950s.
Staff explained that if this property were not rezoned concurrently, it would remain as a
standalone CX-zoned parcel at the corner—an outcome that would make future redevelopment
difficult for the same reasons cited in the 8357 Skokie Boulevard zoning map amendment. Staff
recommended rezoning the property from CX Core Mixed-Use to B2 Commercial. Staff
confirmed that a full-service restaurant use is currently permitted under the existing CX zoning
and would remain a compatible use under B2.
Two written public comments were received from the public. No members of the public spoke
regarding the case at the public hearing.
A motion to approve Case 2026-06P Zoning Chapter Amendment was made by Commissioner
Jeff Burman and seconded by Commissioner Franklin. The motion passed by a vote of 8 ayes, 0

CONTINUATION OF CASE 2025-21P: ACCESSORY DWELLING UNITS (ADUs)
Staff encourages the Plan Commission to reach a decision on providing a recommendation to
the Village Board regarding Case 2025-21P. As of the May 7, 2026 meeting, this case has been
before the Plan Commission for 168 days and has been discussed on 4 occasions. Given the
Commission’s future agenda and the time devoted to this matter, the interest and the desire by
the Village Board to review and discuss this particular matter, staff requests that this case be
advanced to the Village Board. All materials, analysis, and prior discussion (including any
additional discussion and/or recommendations from May 7, 2026 meeting) will be fully
transmitted to ensure the Board is prepared to act.
While the Plan Commission is permitted to forward items without a recommendation, Section
118-6 of the Village Code establishes the Commission’s duty to provide recommendations to
the Village Board.

Request
Staff requests that the Plan Commission recommend approval of the
proposed zoning text amendments that would permit and regulate
Accessory Dwelling Units (ADUs) in the R1 and R2 single-family residential
zoning districts.
Background
The Plan Commission previously reviewed proposed amendments to
§118-60 and §118-91 of the zoning code to permit ADUs in residential
zoning districts at the following meetings:
November 20, 2025
The Plan Commission conducted an initial review of proposed
amendments and engaged in extensive discussion and received public
comment. The Commission directed staff to return with additional
information, clarification, and refined draft ordinance language.
639558-Staff Report_ADUs_2025-21P

February 19, 2026
Staff presented revised drat language and the Commission continued its
discussion, receiving additional public comment. Staff’s presentation
included pending State legislation on ADUs and broader housing policies,
including Illinois House and Senate bills (HB1813, HB5626, SB3726, and
SB4071). At the Commission’s direction, the item was continued to the
March 19, 2026 meeting for further review.
March 19, 2026
Staff presented analysis illustrating the potential applicability of ADUs
across a sample of residential districts based on existing impervious lot
coverage. The Commission discussed these scenarios as well as the status
of pending State legislation. The item was continued to the May 7, 2026
meeting.
SUMMARY OF PROPOSED ILLINOIS STATE LEGISLATION REGARDING ACCESSORY DWELLING
UNITS
The Illinois Senate and House of Representatives have proposed substantially similar legislation
related to ADUs. Staff has summarized the House and Senate bills utilizing communications and
updates from Village Corporation Counsel regarding proposed housing policy, particularly
accessory dwelling units.
Topic Addressed
Proposed Parameters for Permitting Accessory Dwelling Units
(ADUs)
Illinois House Bill 1813
A municipality may not prohibit the building or usage of
accessory dwelling units in the municipality. A municipality
may provide reasonable regulations relating to the size and
location of accessory dwelling units similar to other accessory
structures unless a regulation would have the effect of
prohibiting accessory dwelling units.
See ILGA.GOV_HB1813
Illinois House Bill 5626
(HB5226)
If approved as presented, would prevent municipalities from
adopting or enforcing rules regulating ADUs. More specifically:
•
639558-Staff Report_ADUs_2025-21P
Municipalities must permit at least one ADU on any
property zoned for single-family homes and may not
impose additional zoning controls on ADUs that are
more stringent than what is required for a single-family
home (lot size, setbacks, aesthetic requirements,
design review requirements, frontages, space
2
limitations, or other zoning requirements).
•
Municipalities cannot require additional off-street
parking for properties with ADUs that exceeds the
parking requirements for a single-family home.
•
Municipalities are prohibited from requiring a familial
relationship between the occupant of the primary
house and occupants of the ADU.
•
Municipalities may not establish minimum or maximum
limits on the square footage or the number of
bedrooms in an ADU.
•
Municipalities may not impose impact fees for the
addition of an ADU to a single-family property, even
though a new dwelling unit is being added to the
property.
•
If approved, these provisions could become effective as
early as January 1, 2027
See ILGA.GOV HB5626
Illinois Senate Bill 3726
A municipality may not prohibit the building or usage of
accessory dwelling units in the municipality. The municipality
may provide reasonable regulations relating to the size and
location of the ADUs similar to other accessory structures
unless a regulation would have the effect of prohibiting ADUs.
See ILGA.GOV SB3726
Illinois Senate Bill 4071
Beginning January 1, 2027, each municipality shall authorize
the development of ADUs in all zoning districts that permit
single-family dwellings. No municipality shall:
•
Require additional parking spaces for a property with
an ADU
•
Require the establishment of a familial relationship
between the occupants of the ADU and the principal
dwelling unit
•
Establish a minimum or maximum limit on square
footage of an ADU.

PETITIONER’S SUBMITTAL
The petitioner is requesting a special use permit for an automotive repair facility at 8246
Christiana Avenue in an M2 Light Industry zoning district, and any relief that may be discovered
during the hearing.
Fahad Wahid, the owner of Detail Driven, is seeking to establish his land use as a legal vehicle
paint protection wrapping and window tinting business. The business commenced operations
within the north half of the building in April of 2024 and subsequently expanded south into the
adjacent 8244 Christiana Avenue space in December of 2025. The business, which occupies
4,620 total square feet, contains 4 offices, 4 bathrooms, and 4 service bays. The business
operates from 9:00 am to 5:00 pm, Mondays through Fridays, and from 9:00 am to 2:00 pm on
Saturdays, and is staffed by approximately 3 employees. Vehicle services are scheduled
primarily by appointment.
The 4-bay service area is located within the rear of the south half of the business. Once work
has been completed on a vehicle, the vehicle is moved to the rear of the north half of the
business for a period of time to allow the wrapping film to cure without being exposed to the
elements. The business also utilizes this area to securely store more expensive vehicles that are
#639576

awaiting body wrapping services. A maximum of four vehicles are able to be cured and stored
within this area. The service bays and the post-work vehicle curing/storage area are accessible
from two separate overhead doors on the rear of the building.
In addition to the existing 12 tandem parking spaces located in front of the building, the
petitioner will be adding one accessible parking space behind the building. The new space will
be located between the two existing overhead doors.
STAFF ANALYSIS AND RECOMMENDATIONS
Staff recommends that the petitioner’s request for a special use permit for an automotive
repair facility at 8246 Christiana Avenue in an M2 Light Industry zoning district be APPROVED,
subject to the recommended conditions and attached Proposed Positive Findings of Fact.
Staff further recommends that relief be granted from §118-218(b)(4) in order to provide a total
of 13 parking spaces rather than the required 14 spaces. Per Village Code, automotive repair
facility uses require 1 parking space per 3.5 service bays. The petitioner shall not be permitted
to operate more than four service bays at the business. Staff is supportive of the granting of
relief as the curing/storage spaces adjacent to the service bays provide four additional indoor
locations where vehicles are able to be kept.
The business shall only operate within the hours stated in the Petitioner’s Submittal. No
vehicles other than those displaying accessible parking permits and/or license plates shall be
permitted to park behind the business.
APPEARANCE COMMISSION
No modifications are being made at the subject site that require Appearance Commission
review.

PETITIONER’S SUBMITTAL
The petitioner is requesting a special use permit for a hand car wash with accessory window
tinting services in the M2 light industry zoning district. The hand car wash will occupy 8019
Monticello Avenue, the southernmost unit of a larger multi-tenant property owned by 8047 Cello
LLC. The proposed use will rely on a shared parking lot serving four tenants, which is expected to
sufficiently accommodate customer and employee parking needs.
HMaint Detailing Studio is a professional automotive detailing business specializing in interior and
exterior detailing services for standard passenger vehicles such as sedans, SUVs, and trucks. The
business will not service heavy-duty commercial or industrial vehicles.
The business will operate on an appointment-only basis, which helps maintain predictable traffic
flow and efficient workflow management. HMaint anticipates servicing 6–10 vehicles per day,
depending on the type of detailing requested. All services will be performed indoors, using
professional-grade equipment.
HMaint Detailing Studio will employ 3–4 workers, including automotive detailers and a windowtint specialist. Operating hours are Monday through Sunday, 9:00 AM to 7:00 PM, which is
consistent with typical commercial operations in the area.
The business will have minimal noise impact with all operational activity occurring indoors.
Employee vehicles will be parked on-site in the shared lot, and no parking conflicts or spillover
are anticipated.
The petitioner seeks approval to operate HMaint Detailing Studio as a low-impact and fully
compliant automotive detailing service within the southernmost unit at 8019 Monticello. The use
is compatible with the multi-tenant property and aligns with the expected character of industrial
activity in the area.
STAFF ANALYSIS
Staff recommends that the petitioner’s request for a special use permit be APPROVED, based on
the proposed Findings of Fact and subject to the recommended conditions.
Under current off-street parking requirements in the Zoning Ordinance, the proposed automotive
service use at 8019 Monticello requires a total of 7 off-street parking spaces based on a rate of
3.5 parking spaces per work bay, with two work bays proposed.
The subject property is located within an existing building constructed prior to March 2, 1965. As
such, the site is eligible for consideration under Section 118-203 of the Village Zoning Code, which
provides parking relief for older structures that predate modern parking standards and were not
originally designed to accommodate current automobile-dependent development patterns.
The multi-tenant site has 17 off-street parking spaces, including one ADA-accessible space.
Pursuant to this section, the petitioner is not required to provide additional off-street parking
beyond existing conditions and in addition, the use is anticipated to generate a lower parking
demand than the previous occupant (a manufacturing use).
#639416
3 of 6
The property owner has established parking allocation agreements with all tenants on-site,
ensuring that the existing shared parking supply is distributed in an organized and equitable
manner among building occupants.
The business will operate on an appointment-only basis and will not store vehicles on-site or
within the parking lot. Vehicles will be staged, serviced, and removed in a controlled manner,
reducing the potential for long-term parking occupancy or congestion on the site.
For these reasons, staff finds that no additional off-street parking is required for the proposed
use under Section 118-203, and that existing parking conditions are sufficient to support the
operation as proposed.
Staff further finds that the proposed hand car wash with accessory window tinting services is
appropriate for this location and is compatible with surrounding uses and the character of the
area.
APPEARANCE COMMISSION
This case is not required to appear before the Appearance Commission, as no exterior
modifications to the building are proposed.

To Whom It May Concern,
This statement is submitted in support of our request for a Special Use Permit to operate
HMaint Auto Detailing in Skokie, Illinois. The following outlines how our business will operate
and its expected impact on the surrounding area.
Character of the Neighborhood:
HMaint Auto Detailing will be a professional automotive detailing facility focused on high-end
vehicle care services. The business will operate with a small, trained team and all services
will be performed indoors within the leased commercial space. This ensures that noise,
tools, and equipment remain contained inside the building.
We are committed to maintaining a clean and organized property at all times, including the
exterior, parking areas, and overall presentation of the facility. Our goal is to operate a
professional and respectful business that integrates well within the surrounding commercial
and industrial area.
Surrounding Property Values:
The proposed use is not expected to negatively impact surrounding property values. On the
contrary, a clean and well-maintained detailing facility can enhance the overall appearance
of the area. We will ensure the property remains neat, organized, and free of clutter,
reflecting a high standard of professionalism.
Traffic Conditions:
The business will operate primarily by appointment, which helps manage and control traffic
flow. On average, we expect to service approximately 6–10 vehicles per day depending on
the type of service.
Customer vehicles will be parked on-site, and no excessive traffic or congestion is expected.
The nature of detailing services does not create continuous high-volume traffic like retail
businesses.
Public Utilities:
The operation will have minimal impact on public utilities. Water and electricity usage will be
consistent with a typical commercial unit. All detailing activities will follow proper procedures,
including responsible use of water and approved cleaning products.
Any waste generated will be handled and disposed of in accordance with local and state
regulations to ensure environmental compliance.
Storm Water Detention:
No changes will be made to the existing structure or pavement that would affect storm water
drainage. The current drainage system will remain unchanged, and we will comply with any
village requirements if future adjustments are needed.
Public Health, Safety, and Welfare:
All operations will be conducted indoors in a controlled environment. Equipment, chemicals,
and materials will be stored safely and handled according to industry standards.
Noise levels will be minimal, as detailing work does not involve heavy mechanical repairs.
The business will prioritize cleanliness, safety, and professionalism at all times to ensure a
positive presence in the community.
Conclusion:
HMaint Auto Detailing will be a clean, professional, and responsibly operated business. Due
to the nature of detailing services, the operation will not create excessive noise, traffic, or
environmental concerns.
We are committed to being respectful neighbors, maintaining the property to a high
standard, and contributing positively to the Skokie community.
