This quarter, Leavenworth County 4-H Youth Development concentrated its efforts on
preparing youth, volunteers, and exhibits for successful participation in the Leavenworth
County Fair. The Leavenworth County Fair serves as a key measure of the impact and
reach of the 4-H Youth Development program. In 2026, Leavenworth County 4-H members entered 2,810 static and animal exhibits, demonstrating strong youth engagement in project-based learning and educational programming.
These exhibits represent measurable outcomes of year-round participation, including
the development of technical skills, leadership abilities, communication proficiency, record-keeping practices, and responsibility. Through the process of planning, completing,
and exhibiting projects, youth apply knowledge gained through 4-H experiences and
receive formal evaluation of their work.
The volume and quality of exhibits showcased at the fair reflect the significant investment of youth, volunteers, families, and community partners in positive youth development. The Leavenworth County Fair not only highlights individual achievement but also
demonstrates the collective impact of 4-H in preparing young people to become
skilled, engaged, and contributing members of their communities.

Agriculture & Natural Resources

During the third quarter, the Agriculture and Natural Resources program area continued to provide valuable horticulture education and support to Leavenworth County residents through the Master Gardener program. Volunteer Master Gardeners responded
to 48 homeowner inquiries through the Master Gardener Hotline, addressing questions related to gardening, turf, insects, plant diseases, and landscape management.
Due to the program's popularity and continued community demand, hotline services
were extended through the end of October to ensure residents have continued access
to research-based gardening information during the fall season. This quarter also
marked the beginning of training for a new cohort of Master Gardener trainees. Participants are completing 48 hours of intensive horticulture education covering topics
such as basic botany, soils and fertility, turfgrass management, landscape management,
ornamental trees and shrubs, herbaceous plants, vegetable gardening, indoor gardening, pest management, and plant pathology.

Family & Consumer Sciences

During the third quarter, Family and Consumer Sciences programming continued to
meet the health and nutrition needs of Leavenworth County residents through community outreach, educational programming, and strategic partnerships. Nutrition education and Extension outreach were provided at both the Leavenworth and Tonganoxie
Farmers Markets, connecting residents with research-based information on healthy eating and local food resources. Additional nutrition classes were delivered through a Dementia Day Camp, local libraries, a homeless resource center, and an employee wellness
Lunch and Learn, reaching diverse audiences across the county. Ongoing support was
provided to participants from the spring Dining with Diabetes program through a follow-up session focused on sustaining healthy lifestyle behaviors and diabetes selfmanagement. The Knowledge at Noon series also continued during the quarter, offering accessible education on nutrition, wellness, and healthy living topics. These efforts
helped increase community awareness and knowledge of healthy lifestyle practices
while strengthening partnerships and expanding access to nutrition education throughout Leavenworth County.

Leavenworth County Emergency Management
300 Walnut
Leavenworth, Kansas 66048
(913) 684-0455

October 14, 2026
Board of County Commissioners;
This is a brief summary of a snap shot of what Emergency Management has either
accomplished or been involved in.
Emergency Management report October 2026.
Incidents:
So far this year we have responded to 30 incidents that Emergency Management
was call to assist responders. Highlights include the Following:
7 large wildland fires throughout the County, we assist responders with resources
and deployable assets if needed.
10 Semi Crashes along the Kansas Turnpike one of which was a fatality. The semi
accidents we assist in the State and Federal reporting and mitigating the fuel run
off with responders. One accident was a tanker truck carrying road oil which is still
in the process of clean up once temperatures allow for the harden oil to be
removed.
2 illegal dumping of hazardous material we are responsible to the one identify the
owner for proper clean up with the State KDHE clean up methods.
1 oil tank battery explosion as a result of a lightning strike off 207 th street.
Assisted in the search of a 1-year-old that walked away from the home in
Tonganoxie the toddler was found safe.
Assisted the Sheriff with the search of an adult male that threaten suicide at the
Tonganoxie State Lake, subject was located un harmed.

2 oil dumping incidents in the County where someone dumped used motor oil in
the grader ditch. Assisted in the proper removal of the product with KDHE
guidance.
Several injuries and Non injury accidents that resulted in vehicles, Trucks or
contractor equipment rolled into the grader Ditch and into a water stream.
Weather:
I have provided a spread sheet of all of the weather events we have had to date.
This has been an incredible higher than normal year for severe storms across the
area with winds physically capture in excess of 85 to 92 miles per hour. We did
have one tornado that went undetected just South of Tonganoxie and Hemphill
Road. This storm just ½ mile North of that area had 70 MPH winds reported from
myself and was in very late night when it passed through. The insurance notified us
on the next morning thinking this was a micro burst, upon my arrival to see the
damage it was a tornado that came through the residents and continued on the
ground for 2.10 miles to the South East. The latest storm that hit the County was
August 18,19 that started with many micro bursts from Easton to just North of
Basehor. This storm resulted in according to our damage assessment team of the
Appraisers of 7 building destroyed with a total amount of $191,210. There was
other damages throughout the area of new construction of homes with roof damage
in the Falcon Lakes that according to the Appraiser did not have a value since the
home was under construction. The storm resulted in a Small Business
Administration disaster declaration since Wyandotte was hit with Millions of
damages to residents in the North East part of KCK. The SBA make disaster loans
available to all contingent counties to Wyandotte to include Leavenworth. As of
last week, Leavenworth County has residents that have taken advantage of the SBA
Loans to assist in recovery. We have been in regular contact with the SBA
representative during the process.
We have 50 volunteers that assist with weather call outs during the worst of the
worst, they are always ready to serve their community day or night. They provide
the eyes on a storm and report back to us which we report to the National Weather
Service for warnings of ground truth.

This has been the 4th on the record books for the National Weather Service of heat
related days. From the month of June through the end of August almost every day
had an average heat index of 100 degrees through this time frame.
Programs:
We provided several educational programs to the general public at several service
groups. We had the Leavenworth County Fair which we are present 4 of the 5 days
of the fair providing family preparedness and other preparedness activities.
Presented to the Chamber of Commerce of Lunch and learn regarding business
continuity for local business in business preparedness. We have done several
school tours reviewing the school’s emergency plans for active shooter, fire drills
and tornado shelter.
I presented to the peers of Emergency Management, National Weather Service of
Kansas and state media on statewide radio communications during a severe
weather outbreak. I also presenting to the same group on the local level here in the
Kansas City Metro region regarding outdoor siren policies across the nation. This
presentation was the outcome of a committee I serve on for the Nation Institute of
Research and Technology for the National Weather Service.
Plans;
We continue to review the County’s Emergency Operations plan and Mitigation
plan to meet the goals set forth in the plan. We will be stating a reviewing the roles
and responsibilities for various Emergency Support Functions (ESF) as laid out the
plan. This training will consist of reviewing all the 14 Emergency Support
Functions followed by a table top exercise with each ESF partner. This will be
Elected Offcials and Department heads starting in November. When all EFS have
been reviewed we will be conducting a larger table exercise to bring all of the
partners together in December/January time frame.
We are currently working on the County’s Community Wildfire Protection Plan
(CWPP). This was a $90,000 Grant we submitted for aback in 2024 through the
Kansas State Forestry and was 0ne of 4 in the State of Kansas to receive. The plan
is one that looks at the County’s comprehensive land use plan, Public Work needs,
and GIS mapping as well as all fire departments in the county. We have a team that
meets regularly to discuss the updates and community involvement as well as the
Stakeholders response to various needs of the County in the mitigation of wildfire
protection. This plan will be completed in March of 2027 with the Contractor of
the plan CHLOETA. Several surveys have already been distributed through the

course of the planning process with the latest for the community input. The grant
will allow for future education, clearing of wildland hazards and suppression
equipment in the future.
Grants:
Zach has been searching for grants and has been successful in obtaining several
grants for the department. He has received several items we give away at various
presentations. He has received 20 weather alert radios, emergency kits for residents
to use at home. He has secured an 2000 Watt battery operated generator that is
portable and can be used where electric may not be available. This unit has been
used several times in presentations and when we were at the County fair. The other
grant he is working on through the Mitigation Grant is a large generator to assist
with the replacement of the Courthouse generator. This is a very competitive grant
across the nation. We do not know the status of this grant since it was submitted
during the Government shut down.
Comments:
I still remain active in the MARC region as the Plans Co-chair of the MARC
Region. I serve as the current Chair of the Kansas Regional Homeland Security
Committee overseeing the 7 Homeland Security regions of the State. Reviewing
grant investments and working with the Kansas Highway Patrol and the Adjutant
General to see that grants are awarded and vetted properly. I Serve as the Kansas
Liaison to local counties in the Incident Support Program to make sure jurisdiction
can get the help, they need during a disaster such as floods, wildfires, tornado and
so on. I was able to serve as the Plans Section Chief during World Cup in the
regional coordination center. All the time spent at the Coordination Center was
during the match days and the remaining was virtual when needed.
911:
The budget for 911 remains stable with Leavenworth City paying quarterly their
share of the system. Revenue to date is at $362,221 we still have a few large
contracts that will be coming due in the next few weeks where we will need to
transfer the funds set aside in the Emergency Management budget to cover the
expenses. Expenses to date is $297,883.
I am available for any comments you may have.
Respectfully submitted,
Chuck Magaha
