E. Special Reports:

E.1 Well #2 – Sign Contract with Mid-West- Ben Coltrane
Council reviewed the PER and estimated costs for replacing Well #2.
After speaking with Sargent Drilling, the estimated project cost is
approximately $428,000, with a potential total of $527,000 including
additional services as needed. Engineering services would include further
studies, well productivity, financial options, and developing a
recommended plan for the project.
I make a motion to initial the lump sum of $15,000.00, giving Jon
authorization to initial the report, and review the recommendation before

E.2 Library - Kyle Sederstrom and Karla Wiscombe
Kyle, Library Director for the past 10 years, provided an update on the
library and discussed funding for the upcoming year. The library is
requesting a 1.82% increase, moving the budget authority from

$127,000 to $129,000. The mayor noted that this was a small increase
and could be supported without a formal motion.
Kyle thanked the Maintenance team for removing the wall in the
community room. The library is also working on painting, new entry
lights, and obtaining a bid for new flooring.
The library has launched a new website and catalog that provides updates
on new books and has updated its policies. New reading programs are
being offered, including a new adult reading program.
The insurance claim has been received, and a new AC unit for the
conference room has been ordered and should be installed soon.
E.3 Sewer Project Daily Report, sewer pay app:
The sewer project has begun, and significant dirt work has been
completed, including 11-foot berms. Daily reports are being provided

F.1 None
G.1 no real action itemsDan discussed interest in UTV options, with new models including a
snow plow costing $20,000+. Used 2016–2017 models are estimated at
$8,000–$9,000 but would come without a warranty and could require
additional repairs. The preference is to avoid putting significant repair
costs into used equipment.
Streets will be cleaned up ahead of the fair, and crosswalks repainted for
school starting this fall. Maintenance is continuing work on hwy 56 and
maple, to locate the source of the water in that area. Maintenance had
training for our well program High Tide.
G.2-AC in the old gym is complete and working, the thermostats are set
to see roughly what the monthly cost is going to be.
G.3- Raising funds for Overbrook Community foundation and Patterson
grant for some new buildings and pool equipment for the community.
G.4 Chief presented a draft e-scooter ordinance for Council review.
Several communities have adopted similar ordinances due to safety
concerns, particularly involving children.
The proposed ordinance would require e-scooter riders to follow traffic
signs and signals and wear a helmet. It would also establish a speed limit
but does not currently restrict e-scooter use on sidewalks.
Council discussed whether sidewalk use should be restricted and whether
operating hours should be limited. One option discussed was allowing
use from 30 minutes after sunrise until 30 minutes before dusk.

The Council will review the proposed ordinance and consider approval at
the next meeting.
G.5 Financial Report

G5. Financial Report:
A little concerned on programs funds, and projects fund. The goal of
Parks and rec services is not profit, but to cover their costs to have these
events for the community. Services from pool covered the payroll cost to
employ those at the pool this summer.
I make a motion to talk to accountant to give authority to move funds
from the savings to a 6-month CD, and report back next council meeting.

H. Unfinished Business

H.1 Surrey Lane Stormwater report/project:
Council discussed the need to place several tubes/culverts in driveways
to improve water flow through the ditches.

The engineering firm indicated that directing the water into the
agricultural ditch may be the quickest and easiest option. Council
discussed which option would provide the best long-term solution. The
consensus was to proceed with Option A, directing the water into the
field. If that option is not feasible, the tree removal option will be
considered.
A final decision will be made after receiving additional information from
the engineer and project bids. Council requested elevations and detailed
engineering drawings, including starting and ending points, top-of-slab
elevations, saw joint layout, slopes, and other information needed to
obtain accurate bids.
The City will also verify the conditions and replacement needs of three
culverts and send letters requesting proposals. Locations discussed
included 302, 210, 206, and the corner of Surrey and 2nd Street.
H. 2 Budget review and final to send to paper for hearings:
Council reviewed the 2027 budget and discussed the mill levy to be
published for the upcoming hearings. The City previously voted and
submitted 74.643 mills to the County, while the prepared 2027 budget is
based on 71 mills, which is the Revenue Neutral Rate.
If the City adopts 71 mills, reductions would be made to the General
Fund, Parks & Recreation, Streets, and Police budgets. Maintaining the
previous year's 74.643 mills would provide each department with slightly
more funding than the prior year.
Council discussed that the city cannot exceed the mill levy published in
the newspaper but may choose to levy less. Publish the 74 mils but try to
stay under that.
I make a motion to publish the 74.643 mils from last year.
(Polly, Kyle)
(4-1)
H.3 Updated Comprehensive Plan – review and send feedback:
Need feedback by this Friday the 14th of August, so students can continue
to work on the comprehensive plan for first three chapters.
H.4 Liquidated Damages Lagoon contract (for your information):
Kyle expressed that penalties for damages should be more than $500 and
should be more punitive. He also requested greater input and
involvement in contracts as they are being developed. Jon will work with
the engineering firm to ensure the City has more involvement in future
contracts.
I. New Business
