A. Keefer House Hotel, LLC OPRA Resolution Amendment
On April 1, 2019, the City of Hillsdale approved Resolution #3372, granting Keefer House Hotel,
LLC an Obsolete Property Rehabilitation Exemption Certificate (OPRA) for property located at 96,
100, 102, 104 N. Howell Street, Hillsdale, Michigan. This certificate was approved for a period of 12
years, beginning December 31, 2019, and ending December 30, 2032, pursuant to the provisions of
Public Act 146 of 2000, as amended.
Resolution #3372 originally required that the rehabilitation of the facility be completed by
December 31, 2021. Following its approval, the developer faced significant delays caused by the
COVID-19 pandemic, labor and material shortages, cost increases, and major water/foundation
issues. As a result, on December 15, 2025, Hillsdale City Council approved an amendment to extend
the project’s completion date to June 30, 2026.
Lengthy discussion on the current progress of the Keefer House Hotel.
Motion by Councilman Bentley, support by Councilman Bruns, to decline the extension of the
OPRA Abatement to Keefer House Hotel, LLC.

LSLR – Lead/Galvanized Service Line Replacement

BACKGROUND PROVIDED BY STAFF: Rob Stiverson, City Engineer
In 2021, the City bid Lead/Galvanized Services for replacement for the 2021-2022, 2022-2023,
and 2023-2024 Fiscal Years, which was extended for 2024-2025 and 2025-2026 Fiscal years. As
we come into the 2026-2027, I am requesting a change order to be approved to extend the contract,
with a unit price increase in keeping with the Original Contract, and as requested by the General
Contractor; RJT Construction Company.
The Contract is structured as Time and Material per locations with Pay Items for the different types
of work. The work is prioritized to supplement Street Reconstruction, with the focus on this year
and next years street reconstruction, with the scheduled being filled in with potholing to verify
service line type on future street projects, City Side replacements, Disconnects, and Resident
Cooperation.
A Typical House side (Curb Stop to Meter) will change from an average of $2,300 to
$2,650/Service.
A Typical City Side (Corp Stop to Meter) will Change from an average of $1,700 to $2,000.
Based on these Unit Prices, expect to replace 100-115 Service Lines.
If approved, the average cost per service is still below the second bidder’s bid from 2021.
RECOMMENDATION
BPU Board recommends Council to approve the Change Order for RJT’s Unit Price adjustment

29, 2026. There was no insurance on the property and the property owner has indicated that he
did not have the financial means to demolish the unsafe structure. A civil infraction was issued
on June 23, 2026.
In addition to the unsafe structure, the property owner has been cited for solid waste/sanitation
violations and an inoperable vehicle. No civil infractions have been issued yet for this violation.
Following the fire, the property owner submitted an application for a zoning permit to change the
use of the garage to a residence. The stipulations for approval of this permit included clear
language that the structure could not be occupied as a residence until a Certificate of Occupancy
was issued by the Hillsdale County Building Official, verifying compliance with the minimum
requirements under the Michigan Residential Building Code. Despite this stipulation, the owner
has subsequently been cited for occupancy of the garage by himself and others without the
required approved permits. No civil infractions have been issued for this violation, but the
structure has been posted as unsafe for occupancy.
Sec. 14-31. Generally.

Agenda Item Summary

Agenda Item:

SUBJECT:

PACE Scheduler Software Purchase

BACKGROUND PROVIDED BY: Kristopher Joswiak, Chief of Police & Fire
The Hillsdale Police and Fire Department currently utilizes manual scheduling processes that are
time-consuming and increase the potential for scheduling conflicts, errors, and administrative
inefficiencies. PACE Scheduler is a public safety scheduling platform specifically designed for
fire and EMS agencies. The software provides automated scheduling, shift trades, leave
management, overtime tracking, staffing notifications, and reporting capabilities.
Implementing PACE Scheduler will improve operational efficiency, provide greater
accountability, reduce administrative workload, and assist in maintaining minimum staffing
requirements while enhancing communication with department personnel.
The total first-year cost, including implementation and the annual software subscription, is
$2,350. Staff recommends entering into a one-year subscription, with the option to renew
annually. Funding for this purchase was included in the approved FY 2026-27 Police and Fire
Department Budget.
RECOMMENDATION:
Authorize the City Manager and the Police and Fire Chief to execute all necessary agreements
and purchase the PACE Scheduler software, including implementation services and any
associated first-year subscription costs, in accordance with the approved departmental budget.

SECURITY STATEMENT
The Pace Scheduler is a cloud based software solution, which therefore poses little risk to any internal IT networks.
Further, no highly sensitive data is stored anywhere within the Pace Scheduler databases. We do not collect social
security numbers, payment information, health information, or external passwords. For all of the data that we do
collect, we keep it secure in the following ways:
The Pace Scheduler uses 256-bit secure sockets layer encryption for all communications with our servers.
All data is password protected and multiple security and permission layers are enforced at the application level to
ensure only the proper users view the data they are entitled to view. Passwords are encrypted using the PBKDF2
algorithm with a SHA256 hash, a password stretching mechanism recommended by NIST. This means even members of
the Pace Scheduler development team cannot gain access to a user’s password.
The data is physically stored on the highly secured AWS technology infrastructure. The AWS data center operations have
been accredited under ISO 27001, SOC 1 and SOC 2/SSAE 16/ISAE 3402 (Previously SAS 70 Type II), PCI Level 1, FISMA
Moderate, Sarbanes-Oxley (SOX). These centers also provide environmental/disaster safeguards, network security
safeguards, and system security safeguards that all comply with industry standards.
Database backups are taken and stored at regular intervals, no less than once per day, and are also stored within the
secure AWS technology infrastructure. Every change to your data is written to write-ahead logs, which are shipped to
multi-datacenter, high-durability storage. In the unlikely event of unrecoverable hardware failure, these logs can be
automatically 'replayed' to recover the database to within seconds of its last known state.

UPTIME AND AVAILABILITY
Uptime
The Pace Scheduler application is hosted on Amazon Web Services servers, which guarantees a 99.99% uptime. To date,
Pace Scheduler has kept a historical 99.996% uptime (including both planned and un-planned outages), while frequently
releasing features and making many improvements on the application.
Scheduled Maintenance
When Pace releases new functionality that may require downtime, releases updates to existing features that may require
downtime, or needs to bring the website down for maintenance for any other reason, Pace will schedule these updates
or outages between 12:00AM CST and 5:00AM CST unless extenuating circumstances exist. Releases that require 0
seconds of downtime may happen at alternate times. During the vast majority of releases there will be no downtime. The
reason for scheduling certain releases in the night is to ensure that if downtime happens it will not affect users during
normal business hours. There may occasionally be exceptions when the Pace team may need to do maintenance during
business hours, and in these instances the Pace Scheduler team will communicate as appropriate to any affected clients.

SUPPORT TERMS
Company will provide Technical Support to Customer via both telephone and electronic mail on weekdays during the
hours of 9:00 am through 5:00 pm US/Central time, with the exclusion of Federal Holidays (“Support Hours”).
Customer may initiate a helpdesk ticket during Support Hours by calling 630-395-2185 or any time by emailing
[email protected].
Company will use commercially reasonable efforts to respond to all Helpdesk tickets within one (1) business day.

SUBJECT:

Bid Award – Juniors Renovation

BACKGROUND PROVIDED BY: Library Director Rebekah Dobski / Library Board
The Library Board along with the Library Director have discussed at length the decision to assess
the building and specifically the youth spaces to allow for a more creative and experiential space
for the children. While the intent is to redevelop a space in the near future, the Library Board is
only actively bidding out for a space assessment.
We received three bids from companies that all come from a different background or specialty.
Because of the intended nature of creative work, the discussion mainly involved the different kinds
of design/styles offered between the bid documents and how that pertains to the Library Board’s
vision of the spaces.

$8,800

Option C
$56,440.89
$46,000

RECOMMENDATION:
The Director, with the Board’s discretion, suggests for City Council to award the Juniors
Renovation “beginning phase” to MCD Architects, at the price of total price of $20,800.00, billed
at a month-to-month basis, as the work/process takes place. The company will first assess our
current spaces and their usages, and will take this data to then create a detailed schematic/plan to
redesign the youth spaces.
