Board of Supervisors Meeting – July 22, 2026

The Gage County Board of Supervisors met on July 22, 2026, at 8:45 a.m. as per public notice
given on the county website and in the Beatrice Daily Sun on July 7, 2026, copy of the proof of
publication being on file in the County Clerk’s Office. The agenda for all meetings is kept
continually current and is available for public inspection at the County Clerk’s Office during
normal business hours and was communicated in the advance notice of the meeting. The Board of
Supervisors has the right to modify the agenda to include items of an emergency nature only, at
such public meeting. All of the proceedings shown hereafter were taken while in the convened
meeting which was open to the attendance of the public.
Supervisors Rex Adams, Rick Clabaugh, Emily Haxby and Gary Lytle, present, Erich Tiemann,
Eddie Dorn, and Terry Jurgens absent.
Let the record show that all proceedings are electronically recorded.
Pledge of Allegiance recited.
Vice Chairman Haxby announced that a complete copy of the Open Meetings Act is posted at the
back of the Board of Supervisors Room.
Consent Agenda included the following items: 1. General Agenda; 2. Minutes from previous
meeting and committee meetings; 3. claims audit in the amount of $703,720.91; 4. approve
correspondence received and place on file; 5. Approve 6-month Board Settlement Report for
Gage Co funds ending June 30, 2026; 6. Approve specs and call for bids on 2026 Gage County
Culvert Project Group 1. Bids to be opened on August 19, 2026, at 9:15 a.m.

Motion made by Lytle, seconded by Clabaugh to approve the consent agenda. Motion carried 40.
Debra Ideus, Ryan Dorn, and Jeff Becker spoke under public comments about wanting a public
hearing for the discussion about a moratorium on data centers.
Committee reports were given by Dave Jones on Bldg. & Grounds/Winter Lights; Haxby on
Equalization; Lytle on Finance/Insurance; and Mark K on Road & Bridge.
Motion by Lytle, seconded by Adams to approve Agreement for EPC Services between Region 5
Systems and Gage County for July 1, 2026 – June 30, 2027. Motion carried 4-0.
Recess at 9:03 a.m. Back in session at 9:13 a.m.
Motion by Adams, seconded by Lytle to move into closed session at 9:13 a.m. for contract
negotiations. Motion carried 4-0.
Motion by Lytle, seconded by Adams to come out of closed session at 9:53 a.m. Motion carried
4-0.
Vice Chairman declared Board of Supervisors meeting adjourned at 9:53 a.m. until August 5,
2026.
