July 21, 2026 SALINE COUNTY BOARD OF COMMISSIONERS

The meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m.
on Tuesday, July 21, 2026, by Chairperson Stephanie A. Krivohlavek. Present were
Krivohlavek, Brian Pribyl, Ray Rohrig ,Phil Hardenburger and Russ Karpisek
Commissioners, County Attorney David Solheim and County Clerk Diann Nettifee. Notice of
said meeting was posted in the County Clerk's Office and published in all three county
newspapers on July 15, 2026, in compliance with State Statutes;
Krivohlavek advised we will abide by the Open Meetings Act, which is posted on the wall at the
back of the room. All proceedings are electronically recorded. Please silence your phones;

Hardenburger moved to approve the minutes of the previous Board of Commissioners meeting,
seconded by Rohrig. Motion carried.

CITIZENS FORUM; No Participation;
CORRESPONDENCE; City of Crete Committee and Council Agendas, New Beginnings
(CISDA) budget request;
REPORT OF OFFICIALS; Krivohlavek attended the Western picnic helping with the SCAT
pie/ice cream social (biggest crowd thus far), Aging Service meeting – new employee is training
on SHIP program, they are busy with water aerobics, weight classes and received grant money
for food vouchers, will attend BVCA meeting tonight and final protest hearing and SCAT
meeting on Thursday; Karpisek has attended protest hearings; Rohrig attended protest
hearings, Saline County Fair, was with Friend Rescue Saturday night for the rodeo, gave all the
extension and Ag Society praise for a great fair, will attend a Planning and Zoning meeting
tonight; Hardenburger attended an Ag Society meeting and County Fair, gave kudos to Ag
Society Board for all their hard work in the incredible heat, RTSD meeting was canceled due to
lack of quorum and has a Public Health Solutions meeting on Thursday; Pribyl will attend
Planning and Zoning meeting tonight, discussion will be moratorium on data center and solar
rules;
BUSINESS FOR ACTION;
Jill Engle, Aging Partners and Lori Gude, Saline County Aging Services gave a report of
programs and activities, Engle praised Lori for being so involved with communities;
10:00 a.m. Karpisek moved to approve to open Public Hearing for solar regulations, seconded
by Pribyl. Motion carried.

County Treasurer, Hollie Zurcher updated Commissioners on investments and pledged
securities for period ending June 30 2026;
HIGHWAY SUPERINTENDENT - ROAD AND BRIDGE MATTERS; Bruce Filipi, Highway
Superintendent reported culverts and ditch work being done on southwest Road 1500 between
P and R, County Road L & Road 900-1000, replacing culverts and fixing rusted back walls of
bridge, County excavator was hit and damaged on closed road;
Karpisek moved to approve 2025-2026 surplus property log, seconded by Rohrig. Motion
carried.
