There are still a few spots available for Summer Playground. The program will be held
from June 29, 2026, through July 31, 2026 (closed Friday, July 3rd), Monday through
Friday, from 8:30AM-1:30PM. This program is open to East Amwell Township School
students only. Cost is $225 per attendee. For a registration form and instructions, please
see the township website. As per township ordinance, there is a $10 late fee for
registrations received on June 15th or later.



Municipal Offices will be closed on Friday, June 19, 2026, in observance of Juneteenth
and July 3, 2026, in observance of Independence Day.



The July Recycling Depot Day will be held on Saturday, July 11th from 9AM – Noon in
the Municipal Building Parking Lot. Please note this is one week later than normal as the
first Saturday in July is a holiday.



Dumpster Service Permits are being sold for July 11th at the East Amwell Grit Yard from
7:00AM – 12:00 Noon for East Amwell residents ONLY. You must purchase a permit at
the municipal building prior to the day you intend to drop off your items. $50 for cars and
pick-up trucks per trip. $75 for open trailers (maximum length of 16 feet) per trip. Any
questions, please call the Clerk’s office at 908-782-8536, ext. 10. Please note – there is no
fee to drop-off brush.

Residents are strongly encouraged to regularly check the East Amwell Township website for
updates regarding the Township.

BE IT ORDAINED by the Township Committee of the Township of East Amwell in the County
of Hunterdon, New Jersey, as follows:
SECTION ONE:
The Township of East Amwell, in the County of Hunterdon, State of New Jersey, (“Township”) is
hereby authorized to purchase new or replacement equipment and vehicles for use by the
Department of Public Works, including, but not limited to a pick-up truck with snow plow, safety
lighting and associated equipment.
SECTION TWO:
The sum of $70,000.00 is hereby appropriated from the Capital Improvement Fund, of the
Township, for the payment of the cost of the improvements authorized and described in Section
One hereof.
SECTION THREE:
Said improvements are a lawful capital improvement of the Township have a period of usefulness
of at least five (5) years. Said improvements shall be made as general improvements and no part
of the cost thereof shall be assessed against the property specially benefited.
SECTION FOUR:
The following matters are hereby determined, declared, recited and stated: The said purposes
described in Section Tow of this Ordinance are not a current expense and are the property of the
Township of East Amwell, County of Hunterdon, State of New Jersey.
SECTION FIVE:
The capital budget hereby amended to conform with the provisions of this ordinance to the extent
of an inconsistency therewith and the resolution promulgated by the Local Finance Board Showing
full detail of the amended capital budget and capital program as approved by the Director of the
Division of Local Government Services is on file with the Municipal Clerk and is available for
public inspection.
SECTION SIX:

This ordinance shall take effect ten days after publication after final adoption.

AN ORDINANCE AMENDING CHAPTER 97 OF THE EAST AMWELL MUNICIPAL
CODE REGARDING MAINTENANCE OF SIDEWALKS
BE IT ORDAINED AND ENACTED BY THE MAYOR AND COUNCIL OF THE
TOWNSHIP OF EAST AMWELL, HUNTERDON COUNTY, NEW JERSEY, AS FOLLOWS:

Chapter 97 of the East Amwell Municipal Code is titled “Sidewalks, Yards, Gutters and
Catch Basins” is hereby amended as follows:
§ 97-10 Sidewalks, yards, gutters and catch basins.
It shall be the duty of the owner, lessee, tenant, occupant or person in charge of any
structure to keep and cause to be kept sidewalks, backyards, courts and alleys free from
litter. No person shall sweep into or deposit in any gutter, street, catch basin or other
public place any accumulation of litter from any public or private sidewalk or driveway.
Every person who owns or occupies property shall keep the sidewalk in front of his or her
premises free of litter, ice, snow and other obstructions.
§ 97-14 Enforcement.
The provisions of this chapter shall be enforced by the Police Department and/or other
municipal officials of the Township of East Amwell.
Upon written notice to the Township, a resident may be entitled to a hardship exception to
the snow and ice removal requirements of this section for physical disability or other
compelling reason. The resident shall notify the Township prior to any snowstorm or
significant weather event.
§ 97-15 Violations and penalties.
Any person(s) who is found to be in violation of the provisions of this chapter shall be
subject to a fine not to exceed $2,000; and/or up to 90 days community service; and/or up to
90 days imprisonment. For a first violation, residents failing to remove snow or ice from
their sidewalks in a timely manner may receive a written warning.

WHEREAS, the Alcoholic Beverage Control Act provides the authority to a governing body of a
municipality to issue and renew Plenary Retail Liquor Licenses as set forth in N.J.S.A. 33:1-12; and
WHEREAS, the applicants listed below have complied with the NJ Division of ABC on-line

RESOLUTION AUTHORIZING THE EXECUTION OF A SHARED POLICE
SERVICES AGREEMENT BETWEEN THE TOWNSHIP OF DELAWARE AND THE
TOWNSHIP OF EAST AMWELL
WHEREAS, the Township of East Amwell has a need for increased enforcement of traffic laws
within its borders; and
WHEREAS, the Township of Delaware is able to provide police coverage by Township of
Delaware Police employees on their off hours; and
WHEREAS, the Township of Delaware agrees to offer two (2) four-hour shifts per month to its
officers at their current off-duty hourly rate to be paid for by the Township of East Amwell as per
the shared services agreement.
NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of
East Amwell, County of Hunterdon, State of New Jersey, that they hereby approve the Mayor to
sign and authorize an agreement with Delaware Township to share police services for a period of
time through December 31, 2028 with a copy of the signed agreement on file in the Clerk’s Office.

RESOLUTION AUTHORIZING THE EXECUTION OF A SHARED SNOW AND ICE
REMEDIATION ROADWAY AGREEMENT BETWEEN THE TOWNSHIP OF
DELAWARE AND THE TOWNSHIP OF EAST AMWELL
WHEREAS, Delaware Township (“Delaware”) and East Amwell Township (“East Amwell”)
(Delaware and East Amwell collectively “Parties”) previously executed “An Agreement to
Maintain Roadways” on January 23, 1995 which was amended in writing by the Parties on
December 10, 2009 (collectively “Prior Agreement”); and
WHEREAS, the “Prior Agreement” has since expired and is no longer in effect; and
WHEREAS, the Parties have met and conferred about the desire to enter into a new shared routine
maintenance agreement; and
WHEREAS, the Parties have decided that a new comprehensive Road Maintenance Agreement
is not necessary as the parties will assume maintenance responsibility for all roadways owned by
each municipality with the exception of entering into this limited agreement to solely address snow
and ice removal, including salting and/or sanding.
NOW THEREFORE, this Agreement is made this 11th day of June, 2026, the Township of East
Amwell hereby approves the Snow and Ice Removal Agreement attached to and incorporated into
this Resolution and authorizes the Mayor to execute the Agreement on behalf of the Township of
East Amwell.

RESOLUTION ADOPTING AN AFFORDABLE HOUSING TRUST FUND SPENDING
PLAN
WHEREAS, on March 20, 2024, Governor Murphy signed P.L.2024, c.2. into law, establishing a
new framework for determining and enforcing municipalities’ affordable housing obligations under
the New Jersey Supreme Court’s Mount Laurel doctrine and the New Jersey Fair Housing Act (the
“FHA”) (N.J.S.A. 52:27D-301 et al.); and
WHEREAS, pursuant to Administrative Directive #14-24 issued by the Administrative Office of
the Courts on December 13, 2024, “[a] municipality seeking a certification of compliance with the
[Fair Housing Act] shall file an action in the form of a declaratory judgment complaint and Civil
Case Information Statement (Civil CIS) in the county in which the municipality is located”; and
WHEREAS, the Township filed a Declaratory Judgement on January 8, 2025, captioned IMO
Township of East Amwell, Docket No. HNT-L-11-25, identifying its present and prospective fair
share obligation for the Fourth Round and committing to adopting and submitting a fourth round
housing element and fair share plan as required by the FHA; and
WHEREAS, Fair Share Housing Center (“FSHC”) and Safe in Hunterdon (“Safe”) filed challenges
pursuant to N.J.S.A. 52:27D-304.1(f)(2)(b) regarding the Township’s HEFSP on August 31, 2025;
and
WHEREAS, the Township attempted to mediate the challenges through the Program and proposed
changes to the HEFSP; and
WHEREAS, the Township was unable to amicably resolve the challenges; and
WHEREAS, the Court entered an Order on February 12, 2026, dismissing the challenges and
directing the Township to adopt an Amended HEFSP and other implementing ordinances and
resolutions in compliance with a report of the Special Adjudicator; and
WHEREAS, the Township has in place a Development Fee Ordinance (Township Code Chapter
75, Art. III) that establishes standards for the collection, maintenance, and expenditure of
development fees to be used for providing low- and moderate-income housing in the Town; and
WHEREAS, the Development Fee Ordinance establishes an affordable housing trust fund that
includes development fees, payments from developers in lieu of construction of affordable units
on-site, barrier free escrow funds, repayments from affordable housing program loans, recapture
funds, proceeds from the sale of affordable units; and
WHEREAS, N.J.A.C. 5:97-8.1(d) and N.J.S.A. 52:27D-329.2 require a municipality with an
affordable housing trust fund to receive approval of a spending plan from a court of competent
jurisdiction prior to spending any of the funds in its housing trust fund; and

WHEREAS, the Township Planner has prepared a spending plan consistent with N.J.A.C. 5:97-8.10,
which is attached hereto; and
WHEREAS, the Township wishes to continue to provide affordable housing opportunities through
expenditure of funds through the Affordable Housing Trust Fund.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Committee of the Township of East
Amwell as follows:
1. The Township Committee approves and adopts the Spending Plan attached hereto.
2. The Township Committee directs its professionals to file the attached Spending Plan with
the Court.
3. The Township Committee reserves the right to amend the Spending Plan, should that be
necessary.
4. This Resolution shall take effect immediately.

RESOLUTION OF INTENT TO APPOINT AN AFFORDABLE HOUSING ADMINISTRATIVE
AGENT IF NECESSARY

WHEREAS, pursuant to N.J.A.C. 5:80-26.14, affordable units are required to be administered by a
qualified administrative agent; and
WHEREAS, existing affordable units in the Township (i.e. Women’s Crisis Center) are
administered by a private non-profit and anticipated affordable units resulting from overlay zoning
are required to be administered by an agent hired by the developer or property owner; and
WHEREAS, the only units existing within the Township that require administration are four
market-to-affordable for-sale units; and
WHEREAS, therefore, the Township does not have an immediate need for an administrative agent;
and
WHEREAS, the Township desires to acknowledge its intent to comply with N.J.A.C. 5:80-26.14
when the need for an administrative agent arises.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Committee of the Township of East
Amwell as follows:
1. At such time as the services of an administrative agent are required (i.e. 6 months prior to
occupancy of new affordable units without a designated administrative agent or upon notice
of an intent to sell a market-to-affordable unit), the Township will retain the services of a
qualified administrative agent.
2. This Resolution shall take effect immediately.

RESOLUTION AUTHORIZING CHAPTER 78 CONTRIBUTION CHANGES
AS PER N.J.S.A. 40A:10-21.1
WHEREAS, the State of New Jersey adopted Chapter 78 of the Laws of 2011 (the law) affecting
the State’s public employee pension systems, and increases the share of health benefits coverage
paid by public employees and retirees who receive employer paid health benefits; and
WHEREAS, the health benefit contribution calculation is the percent of premium contribution
(derived from salary and type of coverage within the tables from Section 39 of (the law)) is
multiplied by the total premium due for each employee and deducted from base salary, including
any cost-of-living amount paid; and
WHEREAS, for payroll purposes, the employee contribution is treated as a payroll deduction and
remitted as the health care provider requires; and
WHEREAS, the Township of East Amwell, due to national economic conditions resulting in
significant inflation and an increase in health benefits to be proportionately assessed to employees
as per Chapter 78, the Township of East Amwell seeks to reduce employee chapter 78
contributions effective July 1, 2026, and future years for all full-time employees within every
department.
NOW, THEREFORE, BE IT RESOLVED, that the Township of East Amwell hereby reduces
the percentage contribution of each full-time employees’ Chapter 78 contribution to 17% effective
July 1, 2026, and onward.

WHEREAS, the Local Finance Board, on October 20, 1975, adopted a resolution for providing for
certification in writing to the governing body of the availability or lack thereof for adequate funds for each
contract which is pending approval; and
WHEREAS, Resolution 2026-24 authorized a “professional services” contract for the services of
Township Planner in an amount not to exceed $7,000; and
WHEREAS, the Municipal Clerk has determined that additional funds are required for these services and
recommends authorization of an additional $7,000.
