There were 47 arraignments at the Centralized Arraignment Program for the month of May. The Assigned Counsel office
calendared fifteen attorneys to cover the 7am and 7pm arraignments. The attorney cost associated with CAP for May was
$9,080.00. These expenses were paid from an ILS (Indigent Legal Services) grant. Of the 47 arraignments, 26 (55%) were
for town/village courts, 21 (45%) were for Auburn City Court. 25 (53%) defendants were released (ROR) and 22 (47%)
defendants were held on bail or held for other reasons. Of the 47 arraignments, 14 (28%) were brought in on arrest/bench
warrants. 18 Orders of Protection were issued.
There were 55 Counsel at First Appearance for Auburn City Court and 12 Counsel at First Appearance in town/village courts.
The Assigned Counsel office calendared seventeen attorneys to cover the “on-call” arraignments. The attorney cost associated
with Counsel at First Appearance for May was $10,360.00. These expenses were paid from an ILS (Indigent Legal Services)
grant.
The Assigned Counsel office made attorney assignments to 49 defendants in Auburn City Court, 3 defendants in County Court
and 22 defendants in Justice courts for May. A total of 54 assignments were made in Family Court.

OPCA is conducting an audit of our IID cases on June 3.

Conducted ten interviews for our open Probation Officer I position. We had a great pool of candidates and will
be making a decision sometime this week.
We had to submit paperwork to OPCA regarding a Critical Incident from a couple of months ago.

At the time of this report, we are holding 114 incarcerated individuals in the jail. We have 15 Federal and 4 local
board-ins. We also have 9 NY State Parolees detained for new charges and 1 Parolee detained for a violation of
parole.
We received notice that two more Custody Deputies in the jail are retiring. Both are females. We are beginning
to work on a contingency plan to board out female individuals from the jail should we need to. If the need does
arise, we will be responsible for board in fees to another facility and we will have a loss of revenue. We may be
able to close a pod if this occurs and reduce our staffing by one person per shift for that area; however, this will
ultimately result in additional unbudgeted costs.
To date we have received 272 community survey responses from individuals throughout Cayuga County. The most
common requests are for additional traffic enforcement, visibility, crime and drug enforcement, community
engagement, youth programs, and mental health initiatives in a fiscally responsible manner. We will provide all
of the survey responses when completed.
We have received a request from the Cayuga County Deputy Sheriff’s Police Association CCDSPA, the union
representing our Road Patrol Division, to begin negotiating a successor labor agreement as their contract expires
at the end of 2026.

and effective response to Fire, EMS, and law enforcement incidents in Cayuga County; and
WHEREAS, the failure to maintain adequate staffing levels places strain on current employees, increases the risk of
mandatory overtime, and may compromise the quality and timeliness of emergency responses; and
WHEREAS, there is money in the 911 budget account A30201 51001 to fund the position; and
WHEREAS, the personnel committee has reviewed this request at their June 2, 2026 meeting; now therefore be it

where existing Staff must cover more than one Battalion; and
WHEREAS, this is a Non-Competitive, part-time, stipend based position; and
WHEREAS, it is anticipated that the filling of the vacant Part-time Deputy Fire Coordinator positions will occur by
advertising the position externally through fire departments in Cayuga County by Human Resources; and
WHEREAS, these positions are critical to the efficiency of the Office of Emergency Services; and
WHEREAS, the Office of Emergency Services currently has one budgeted vacancy within the Office of Emergency

OES Amend and Restate COOP-Volumes One and Two rev3

Authorizing the Cayuga County Legislature to adopt the amended and restated Cayuga County Continuity of
Operations Plan (COOP) – Volume I for Cayuga County and adopts (COOP) Volume II for the Cayuga County
Departments

WHEREAS, New York State Executive Law Section 27 requires local Governments and Political Subdivisions to establish a
plan for Continuity of Operations / Continuity of Government in Emergency and Disaster (herein referred to as the “COOP
Plan”); and
WHEREAS, Cayuga County has provided for the continuity of County government in the event that a natural or man-made
disaster or other emergency prevents an elected County government official from performing his or her duties pursuant to Local
Law No. 2-2013; and
WHEREAS, in 2017, the County Emergency Preparedness Assessment (CEPA), conducted with Cayuga County officials,
State officials, and other stakeholders, identified the need for a COOP Plan to implement and assist with the continuity of
County government as established under the Local Law; and
WHEREAS, consistent with Local Law No. 2-2013, Cayuga County Legislature initially adopted a COOP Plan by Resolution
#299-18 in July 24, 2018, which set forth continuing operations, lines of succession, delegations of authorities, restoration of
vital services, continuing operations of civil and criminal justice systems, and predetermined resource needs (to include facility
needs); and
WHEREAS, the Cayuga County Office of Emergency Services, the Operations Officer, Cayuga County Department Heads,
and other identified critical staff, have reviewed the critical operations of County government, gathered the necessary
information, and have recommended necessary and appropriate revisions to update, amend and restate COOP Volume I and
update COOP Volume II Departmental Plans in order to reflect current services provided by the County, the relevant staff for
same, and to meet or exceed the set standards identified in Article 2B of the Executive Law; and
WHEREAS, the Cayuga County COOP Volumes I and II are the identified plans for the County’s operations in the event of an
emergency, including providing protections in the event of a domestic terrorist incident or other threat to the security of Cayuga
County and its residents, and therefore Volume I and Volume II shall be considered for Official Use Only and dissemination
limited to County officials; public safety representatives; and designated local, state, federal, tribal, and military officials with a
need to know to protect against any threatening individuals or groups who may use such information in a nefarious manner,
and;
WHEREAS, the edits to Volume I include adding the alternate County locations of 63 Genesee Street, and the Community
College and the edits to Volume II have designated laptops and take-home laptops as policy for employees operating in those
environments; and
WHEREAS, the amended and restated 2022 Cayuga County COOP Volume I and Volume II have been reviewed and now
updated in 2026 requiring revision for Volume I in 4 Years and Departmentally as needed; now therefore be it
RESOLVED, that the Cayuga County Legislature hereby adopts and restates the amended Cayuga County Continuity of
Operations Plan (COOP) Volume I and the finalized COOP Volume II Departmental Plans as this jurisdiction’s Continuity of
Operations Plan in its entirety; and be it further
RESOLVED, that the County Chairperson, County Operations Officer, County Office of Emergency Services, Department
Heads, and other stakeholders execute the actions identified in Volume I and II of the COOP Plan under its jurisdiction
authority when it becomes deemed necessary and appropriate.

& LAND RECORDS FOR MICROSOFT AZURE GOVERNMENT HOSTING SERVICES & SYSTEM

WHEREAS, the Probation Department currently has a contract with Catalis for Caseload Explorer, the operating system
used in the Probation Department, and
WHEREAS, Caseload Explorer is currently hosted on our server, and
WHEREAS, we have found that automatic upgrades to the system and the overall operation of the system have been
limited due to us hosting, and
WHEREAS, Catalis hosting would include the following services:
•
Installation of Caseload Explorer and all County Probation data
•
Installation and configuration of all required NY State interfaces
•
On-demand database scalability
•
Remote access to Caseload Explorer outside of the County network without a VPN (assuming County
IT approval)
•
Disaster Recovery measures, including geo-replication of all databases to different regions, providing
data redundancy from any potential datacenter failure
•
Apply Windows/SQL Patches (weekly)
•
Disk cleanup (bi-weekly)
•
Re-boot (bi-weekly)
•
35-day Point-in-Time Recovery
•
Set up and Maintain SQL backups with a 7-day retention policy
•
Set up and monitor Database Maintenance plans to ensure database health
o Perform Index ReBuild (Monthly) and Index ReOrganize (Weekly)
• Monitor (CPU, Memory, and SQL Performance); Resolve Issues
o Real-time performance monitoring
• Install all New Releases, Versions, and Hotfixes (Standard)

Attorney and the IT Department; and
WHEREAS, this agreement is to be paid for under account A16104 54018; now therefore, be it
RESOLVED, that the Chair of the Cayuga County Legislature is hereby authorized to execute the contract amendment
with Catalis Court & Land Record for Ce Analytics for Microsoft Azure Government Hosting Services & System
Administration for the term of the existing contract that expires June 30, 2029.

WHEREAS, this position is fully funded by the Union Springs Central School District; and

WHEREAS, there is a Part Time STOP DWI Coordinator position vacancy for Cayuga County (Position Control No.
002002-SYS) due to a resignation; and
WHEREAS, “Special Traffic Options Program for Driving While Impaired”, the STOP-DWI Program was created by the
State Legislature in 1981by Vehicle and Traffic Law § 1678- h , superseded by Vehicle and Traffic Law § 1197,
empowers counties to coordinate local efforts to reduce alcohol and other drug related traffic crashes; and
WHEREAS, the STOP-DWI Program reduce the number of persons killed or injured in alcohol and other drug-related
traffic crashes, promotes DWI prevention as a public priority, and coordinates local efforts in Law Enforcement,
Prosecution, Probation, Rehabilitation, Public Information, Education, and Administration; and
WHEREAS, the personnel committee approved the request to fill the Part Time STOP DWI Coordinator position at the
May 5, 2026 meeting; and
WHEREAS, the STOP-DWI (‘the Program”) functions as a financially self-sustaining alcohol and highway safety
program since the Program efforts are funded entirely from fines paid by convicted drunken drivers, no tax dollars are
used; now therefore be it
RESOLVED, the Chairman of Cayuga County Legislature be hereby authorized to fill the STOP DWI Coordinator

WHEREAS, NICK'S RIDE 4 FRIENDS, INC. is a duly organized non-profit organization that provides peer counseling,
treatment, education, vocational assistance and related support services to assist with the treatment of substance abuse and
substance dependence; and,
WHEREAS, pursuant to Resolution No. 207-24 the Sheriff currently contracts with Nick’s Ride to provide Peer Support
Counseling to the incarcerated population within the Cayuga County Jail for a maximum number of 20 hours per week at a
rate of $26.00 per hour; and,
WHEREAS, funding to pay for Peer Support Counseling in the jail exists in the Sheriff – Jail Professional Services budget
line A31504-54059; and,
WHEREAS, due to the increasing costs associated with offering peer support services in the Cayuga County Jail, Nick’s
Ride 4 Friends, Inc. is requesting an increase of their hourly rate to $27.00 per hour to cover their costs, now therefore be it
RESOLVED, that the Chair of the Cayuga County Legislature and the Sheriff be authorized to amend and sign the contract
with Nick’s Ride 4 Friends to provide Peer Support Services in the jail at an increased cost of $27.00 per hour upon approval
by the County Attorney as to form; and be it further
RESOLVED, that these services be paid for utilizing funding from the Sheriff – Jail Professional Services budget line

SHR CLPS Contract Amend rev

AUTHORIZING THE CHAIR OF THE CAYUGA COUNTY LEGISLATURE AND THE CAYUGA COUNTY
SHERIFF TO ENTER INTO A CONTRACT WITH CLPS LLC (CLPS) TO PROVIDE A THREAT ASSESSMENT
AND MANAGEMENT SOFTWARE PLATFORM THAT WILL BE UTILIZED BY THE CAYUGA COUNTY
BEHAVIORAL THREAT ASSESSMENT AND MANAGEMENT TEAM AND AREA SCHOOL DISTRICTS.

WHEREAS, in 2022 the Cayuga County Sheriff’s Office, in partnership with Cayuga County Mental Health, formed a
multidisciplinary Behavioral Threat Assessment and Management Team to address threatening behaviors in our
community and to address individuals that are on a potential pathway to commit violence that has addressed over 150
cases, primarily connected to our area schools, to date since the team’s development; and
WHEREAS, the NY State Division of Homeland Security & Emergency Services has established the
Domestic Terrorism Prevention Grant Program to allow counties, including Cayuga County, to apply for
funding to administer their Domestic Terrorism Prevention Plans in accordance with Executive Order 18 which
will reimburse the County for costs related to administering our local plan; and
WHEREAS, the Cayuga County Behavioral Threat Assessment and Management Team is seeking to
implement a threat assessment and management software platform that will allow the team to effectively assess
and manage cases in close partnership with our area schools, the members of the multi-disciplinary team, and
our community pursuant to our Domestic Terrorism Prevention Plan; and
WHEREAS, CLPS is a sole source provider of a threat assessment and management software platform (“TAMSP”) that
is designed to allow for effective assessment and management of threat cases by multidisciplinary teams, schools, and the
broader community; and
WHEREAS, on April 28th, 2026, the Cayuga County Legislature passed Resolution Number 178-26 authorizing the
Chairman of the Legislature and Cayuga County Sheriff to contract with CLPS to provide said platform and licensing to
Cayuga County for use by our local Behavioral Threat Assessment and Management Team in partnership with our area
schools at a cost of $43,450 annually; and
WHEREAS, since passing the Resolution the Cayuga County Sheriff was able to renegotiate a lower cost for said
platform and licensing by eliminating additional public safety technology that would have been provided by CLPS to area
school districts at the original cost but would not be utilized in the behavioral threat assessment process; and
WHEREAS, CLPS can provide their threat assessment and management software platform (“TAMSP”) and licensing at
a cost of $16,500.00 for one year; and
WHEREAS, the NY State Domestic Terrorism Prevention Grant can be utilized to fully fund the purchase and annual
cost of the CLPS threat assessment and management software platform; now therefore be it
RESOLVED, that the Chairman of the Legislature and the Sheriff be authorized to sign the necessary documentation to enter
into a contract with CLPS after review by the County Attorney and approval as to form to purchase and implement a threat
assessment and management software platform at a cost of $16,500.00 for a contract term of one year that will be used by the
Cayuga County Behavioral Threat Assessment and Management Team in partnership with our area schools; and be it further
RESOLVED, funding from the NY State Domestic Terrorism Prevention Grant Program will be utilized to fully fund the
purchase and licensing; and be it further
RESOLVED, that the Finance Department is authorized to make the journal and accounting entries required to implement the
intent of this Resolution; and be it further
RESOLVED, that Resolution No. 178-26 is amended and superseded as herein above set forth.

WHEREAS, a vacancy in the Cayuga County Sheriff’s Office Patrol Division exists due to the resignation of a Deputy
Sheriff Patrol Sergeant (Position Control No. 001901-SYS) as of
April 30, 2026; and
WHEREAS, the services provided by the position of Deputy Sheriff Sergeant are critical for maintaining the safe,
smooth, and efficient operation of the Sheriff’s Office Patrol Division; and
WHEREAS, this position is clearly designated and accepted in the 2026 Cayuga County Sheriff’s Budget Line- Salaries
Full Time (A31101-51001); and
WHEREAS, the personnel committee has reviewed the request to fill one (1) Deputy Sheriff Sergeant (Police) position;
now therefore be it
RESOLVED, that the Sheriff be hereby authorized and directed to fill one Patrol Sergeant; and, be it further
RESOLVED, the employees hired will be placed at the appropriate step within the Cayuga County Deputy Sheriff’s
Police Association Compensation Plan for 2023-2026; and be it further
RESOLVED, that this position be filled in accordance with the Civil Service Rules and Regulations and the Policies of
the County of Cayuga.

Authorize the Chair of the Cayuga County Legislature to execute an approved 2025-2026 Statewide Targeted
Reductions in Intimate Partner Violence (STRIVE) grant award to the Cayuga County Sheriff’s Office in the amount
of $19,000.00 and amending 2026 Budget

WHEREAS, the Sheriff’s Office has been awarded grant funding in the amount of $19.000.00 from the New York State
Division of Criminal Justice Service for the 2026-2027 Statewide Targeted Reductions in Intimate Partner Violence
(STRIVE) grant; and
WHEREAS, the Division of Criminal Justice Services requires that jurisdictions budget funding for specific strategies,
staffing and agencies to enhance the effectiveness of their STRIVE program with necessary funding, guidance and
training to directly respond to, mitigate, and prosecute intimate partner violence through evidence-based, survivor
sentenced, trauma informed, and culturally responsive interventions; and
WHEREAS, the grant funds will be used for staffing and training within the Sheriff’s Office; now therefore be it
RESOLVED, that the Chair of the Cayuga County Legislature and the Cayuga County Sheriff be authorized to sign the
necessary documentation to accept the STRIVE funding; and be it further
RESOLVED, that the Cayuga County Finance Director be authorized to make the following budget amendments to the

WHEREAS, there are insufficient monies in the Sheriff’s Office 2026 Jail Salaries Overtime line (A31501-51003); and
WHEREAS, there is excess money in the Sheriff’s 2026 Jail Salaries Fulltime line (A31501-51001) to compensate for
the Overtime shortfall; therefore, be it
RESOLVED, that the Cayuga County Finance Department is authorized to transfer the amount of $550,000.00 from the
Sheriff’s Office Jail Salaries Fulltime Line (A31501-51001) to the Sheriff’s Office Jail Salaries Overtime Line (A3150151003) and be it further,
RESOLVED, that the Cayuga County Finance Department make the necessary accounting journal entries to accomplish
