moved to adopt the minutes and Mr. Willis seconded. All were in favor and the motion
passed.

Mr. Legge opened the public hearing for Text Amendment 2026-004-T (Follow up from Ohio
Grant work).

Mr. Lucas shared RPCC staff report and approval letter dated Aug 26, 2026. Mr. Lucas stated
that there were many suggested updates from the Greene County Prosecutor’s Office review,
including sub sections that were not even addressed by the Zoning Commission in this text
amendment.

The board reviewed the suggested changes to Article 6 (Parking, Loading & Driveways) and
agreed on a version of this article that is ready to forward to the Trustees.

The board reviewed the suggested changes to Section 513 (Temporary Structures, Temporary
Uses and Public Events) and agreed on a version of this article that is ready to forward to the
Trustees. ’

The board reviewed the suggested changes to Section 1004 (Variances) and agreed on many of
the suggested edits, but didn’t complete a review of the entire section. The board agreed that
more review and analysis was necessary while considering the advice from both the township’s
attorney, Jenn Huber and Greene County Prosecutor’s Office attorney, Alex Hale.

Mr. Willis made a motion to table Text Amendment 2026-004-T (Follow up from Ohio Grant
work) until the next meeting and Ms. Adams seconded. All were in favor and the motion
passed.

Ms. Adams asked Mr. Lucas to provide the board a color version of the proposed text
amendment in color for the next meeting, so that each member could analyze the separate
comments made from each legal expert. Mr. Lucas agreed.

Resident Peter Buswinka added a comment to the board regarding the importance of having legal
advice early in the process to help make a better decision. Mr. Legge thanked him for the
comment.

Ms. Adams asked if in a future meeting, the board could address data centers or how that could
be entered into the agenda. Mr. Lucas stated that the Trustees had discussed setting up a 2 year
moratorium restricting data centers, but could not remember the details. He agreed to get the
details to the Zoning Commission.

The staff report and the Discussion Article 4 (Zoning Districts) Text Amendment were not
addressed due to time and will be discussed at the next scheduled meeting.

Mr. Corry moved to adjourn and Mr. Willis seconded. The meeting was adjourned at 8:50
p.m.
