Notice is hereby given that the City Council of the City of Seagoville, Texas will meet in a Regular Meeting at
6:30 PM, to be held at City Hall 702 N. Hwy 175 Seagoville, Texas 75159.
Section 551.071 of the Texas Government Code:
This meeting may be convened into closed Executive Session for the purpose of seeking confidential legal
advice from the City Attorney on any agenda item listed herein.
The City of Seagoville reserves the right to reconvene, recess or realign any session or order of business at
any time prior to adjournment. The purpose of the meeting is to consider the following items:

10. Consider approving the City Council meeting minutes: July 7, 2025.

11. Consider an Ordinance amending Chapter 19 of the Code of Ordinances by repealing
Article 19.07 in its entirety and replacing it with a new Article 19.07, "Water
Conservation Plan And Drought Contingency Plan"; providing for the adoption of a
Water Conservation and Drought Contingency Plan; providing for a penalty of fine not
to exceed the sum of two hundred dollars ($200.00) for each offense; and providing for

the disconnection of water service for noncompliance with the provisions of the
drought contingency plan.

12. Consider a Resolution suspending the July 31, 2025 effective date of Oncor Electric
Delivery Company’s requested rate change to permit the City time to study the request
and to establish reasonable rates; approving cooperation with the Steering Committee
of Cities served by Oncor to hire legal and consulting services and to negotiate with the
company and direct any necessary litigation and appeals; finding that the meeting at
which this Resolution is passed is open to the public as required by law; requiring
notice of this Resolution to the company and legal counsel for the Steering Committee.

13. Consider a Resolution designating American National Bank of Texas as a depository;
and authorizing signatories for the City's depository accounts with American National
Bank of Texas.

14. Consider a Resolution amending the master fee schedule, by amending the section
titled “Public Works”, subsection titled “Submittal Fee”, as set forth on the attached
Exhibit “A”.

15. Continue and conclude the public hearing regarding an Ordinance amending the
comprehensive zoning ordinance and map by granting a change in zoning for an
approximately 236.344 acre tract of land situated in the Herman Heider Survey, Abstract
No. 541, Dallas County, Texas, and being more commonly known as 2401 Simonds
Road from Planned Development (PD) to Planned Development with a base zoning of
Light Manufacturing and to allow data center use (PD-03-2025); and consider a request
by the applicant for withdrawal without prejudice of the request for zoning amendment.

and assessment plan and assessment roll for the Santorini Public Improvement
District, including the collection of the 2025 annual installments.

17. Discuss and consider a Resolution appointing TXGovSolutions, LLC as special
assessment collector for the Public Improvement Districts located within the City;
approving an agreement for special assessment collector services with

18. Discuss and consider a Resolution authorizing the City Manager to sign a cooperative
purchasing agreement with the Purchasing Cooperative of America (PCA) to allow

Texas Government Code and Subchapter F, and Chapter 271 of the Texas Local
Government Code.

19. Discuss and consider a Resolution approving an agreement with Infrastructure
Rehabilitation USA, Inc., for the rehabilitation of five manholes in an amount not to
exceed one hundred nine thousand one hundred thirty dollars and zero cents
($109,130.00); and authorizing the City Manager to execute any and all necessary
documents.

20. Discuss and consider a Resolution approving a change order to the contract with Felix
Construction Company, an Arizona for-profit corporation, for the construction of Ard

sixty three thousand three hundred ninety three dollars and zero cents ($463,393.00);
and authorizing the City Manager to execute any and all necessary documents.
