Liberty Amendments Month
Commissioners will receive a presentation from the Town of Vienna regarding Liberty Amendments Month
(June 13 - July 13, 2026). This annual celebration was initiated by the Town in 2021, following the
designation of Juneteenth as a state holiday. Its purpose is to bring the community together in a spirit of
mutual respect and understanding while commemorating the 13th, 14th, 15th, and 19th Amendments, which
extended constitutional protections to individuals previously excluded. The presentation will give an
overview of the initiative and its origins, the annual structure and process, opportunities for individuals and
businesses to participate, and resources and guidance for member localities to bring Liberty Amendments
Month to their communities.

Resolution P26-13 – Authorization to Enter into a New Agreement with Effectv for 2026 Northern
Virginia Clean Water Partners TV Advertising Services
This resolution authorizes the Executive Director to enter into an agreement with Effectv for advertising
services in support of the Northern Virginia Clean Water Partners’ annual education and outreach campaign
for an amount not to exceed $75,000 over a 12-month period.

AUTHORIZATION TO ENTER INTO A NEW AGREEMENT WITH EFFECTV FOR 2026 NORTHERN
VIRGINIA CLEAN WATER PARTNERS TV ADVERTISING SERVICES
WHEREAS, Northern Virginia jurisdictions are required by law to comply with Municipal Separate Storm
Sewer (MS4) permits and watershed management plans that stipulate public outreach and education as a
required component, with behavior change as the goal in support of meeting water quality standards; and
WHEREAS, the Northern Virginia Regional Commission (NVRC) coordinates the Northern Virginia Clean
Water Partners (NVCWP) in cooperation with Northern Virginia jurisdictions, water and sanitation
authorities, businesses, and public schools to pool funding together towards an annual education and
outreach campaign that fulfills MS4 and watershed management plan requirements; and
WHEREAS, the NVCWP utilizes digital advertisements as a key mechanism to reach the campaign’s
audiences; and
WHERAS, NVRC provides administrative support for the campaign, including procurement of digital
advertisement services; and
WHEREAS, Effectv is the sole provider for cable TV advertising services in Northern Virginia and has
delivered a cost-effective means for reaching the NVCWP’s target audiences through specific broadcast
zones; and
WHEREAS, Effectv manages advertising for the cable networks in the region including Cox, Comcast,
Direct TV, Verizon FIOS, Dish Network, Atlantic Broadband, and several other smaller networks;and
WHEREAS, advertising through Effectv will allow the NVCWP to advertise on over 40 major cable channels
such as Animal Planet, Discovery, ESPN, HGTV, and National Geographic, and reach target audiences for
the NVCWP’s annual Regional Stormwater Education Campaign; and
WHEREAS, funding for this request will come from the Northern Virginia Clean Water Partners;
THEREFORE BE IT RESOLVED, that on behalf of the NVCWP, NVRC authorizes the Executive Director
to enter into an agreement with Effectv for advertising services in support of the Northern Virginia Clean
Water Partners’ annual education and outreach campaign for an amount not to exceed $75,000 over a
twelve month period.

AUTHORIZATION TO SIGN MEMORANDUM OF UNDERSTANDING WITH TOWN OF CLIFTON
FOR TECHNICAL ASSISTANCE SERVICES TO UPDATE COMPREHENSIVE PLAN
WHEREAS, the Incorporated Town of Clifton has requested the Commission's technical assistance in updating
the Town's comprehensive plan; and
WHEREAS, although the Town of Clifton does not qualify for Northern Virginia Regional Commission
membership, which is determined in part by population, it is a political subdivision within the Commission's
planning district; and
WHEREAS, the Commission has a policy of establishing consensus before undertaking projects that benefit a
single jurisdiction; and
WHEREAS, the Commission has assisted the Town of Clifton with previous comprehensive plans, including
updates in 1996 and 2009; and
WHEREAS, the Town of Clifton has prepared a proposed draft scope of work outlining mapping, demographic,
economic, and environmental technical update services to be provided by the Northern Virginia Regional
Commission's Environmental and Resiliency Planning Division in the winter and spring of 2026, at a cost of
$26,000, and a contingency fund of 20% ($5,200) to account for unforeseen works and additional items that
may need added to the scope of work. The funds would be payable to the Northern Virginia Regional
Commission upon completion; and
WHEREAS, the commencement of work under this agreement is contingent upon approval by the Town of
Clifton Planning Commission and Town Council;
THEREFORE BE IT RESOLVED, that the Northern Virginia Regional Commission authorizes the Executive
Director to sign a memorandum of understanding with the Town of Clifton for providing technical assistance
services to update the Town’s comprehensive plan as outlined herein.

NVRC Hosts Chief Administrative Officers Meeting
• On Dec. 18, NVRC hosted a
meeting of the chief
administrative officers of 11
of the region’s localities.
• The CAOs were joined by
their legislative liaisons. The
group discussed upcoming
legislation in the 2026
General Assembly session.

NVRC Director Appointed to State Veterans Board
• Vonzell Mattocks, NVRC's Director of Community
and Military Partnerships and a retired member
of the U.S. Marine Corps, was appointed last
month by Gov. Youngkin to the Virginia Board of
Veterans Services.
• The Board works with the Virginia Department of
Veterans Services to monitor the welfare of
Virginia’s veterans and set policies to enhance
veteran services across the Commonwealth.
• Vonzell -- pictured here at a recent veterans
meeting with U.S. Senators Mark Warner and
Tim Kaine -- has built extensive relationships
between NVRC and its localities, the nine major
military installations in Northern Virginia, and
many other partners and stakeholders.

• On Jan. 14, NVRC Commissioner and
Fairfax County Supervisor Rodney Lusk
completed his term as Chair of the
Board of Directors of the Metropolitan
Washington Council of Governments.

Proposals Solicited for AI Economy Plan & Action Summit
• NVRC and the AI Coalition Working Group
are soliciting proposals by Feb. 6 to
synthesize research on regional AI
Economy opportunities, challenges, and
prioritized actions; convene key
stakeholders through an AI Action
Summit; and produce an implementation
framework to guide high-impact
initiatives.

NVRC Helps Lead Effort to Increase State Funding
• NVRC, HRPDC, and VAPDC have led the
development of two budget amendments to
restore state funding for critical programs:
• Sen. Ebbin has submitted an amendment to
restore VDH’s funding cut for the Ryan White
HIV/AIDS Program – Part B
($29.8M statewide, $2.7M for NVRC)
• Sen. Favola has submitted an amendment to
raise state funding for each PDC to
approximately $360K. Most PDCs currently
receive $114K, with NVRC at $191K.

• Commissioners can help advocate to their
General Assembly members for these
amendments.

NVRC Enters Comments in SCC Net Metering Case
• Pursuant to the Commission’s
resolution on Dec. 11, 2025, Executive
Director Craig Fifer submitted written
comments on behalf of NVRC in the
SCC case opposing Dominion Energy’s
petition to revise its net metering
program (Case PUR-2025-00079).

• Dominion’s proposed changes would
reduce the expansion of solar
installations and make it more difficult
for NVRC’s localities to meet their
carbon emissions goals.
• Fifer is also scheduled to provide oral
testimony before the SCC on Jan. 20.

NVRC Holds Winter Salt Webinars
• On Jan. 21, NVRC and partners will hold a
webinar on Safe Sidewalks, Clean Water:
Smart Salting for Residents” to explain how
residents and businesses can reduce the
environmental impact of winter salt use.
• On Jan. 23, the “Community Winter Salt
Management in Action” webinar will be
tailored to HOA and other community
association stakeholders, to learn about best
practices and resources for effective winter
salt use.

Fiscal Year 2025 Audit Report
Commissioners received a briefing from NVRC’s auditor Robinson,
Farmer, Cox Associates on the results of the Fiscal Year 2025 audit
(Clean Opinion).
Federal Workforce and Economic Impacts
Commissioners received a briefing on the state of the economy from Jill
Kaneff, Senior Regional Demographer at NVRC, and Keith Waters,
Assistant Director of the George Mason University Center for Regional
Analysis, including detailed updates on the U.S., D.C. Metropolitan
Area, and Northern Virginia economies and the impacts from changes
to the federal government workforce. The presentation was followed by
discussion regarding any actions to be taken by the Commission in
support of local government response to these impacts.

ACTION ITEMS

Commissioner Hutson moved approval of the Resolution No. P26-09 –
Authorization to Enter Testimony Before SCC Concerning Net Metering.
The motion was seconded by Commissioner Carrera and carried
unanimously.
Background:
This resolution authorizes the Executive Director to develop, sign, and
submit a letter of support and testimony before the Virginia State
Corporation Commission in its hearing on Dominion Energy's desire to
limit applications of net metering policies and regulation across the
Commonwealth of Virginia.

Management Authority and Support of Producer Responsibility of
Materials. The motion was seconded by Commissioner Smith and
carried unanimously.
Background:
This resolution authorizes Commission staff to distribute the Northern
Virginia Waste Management Board's policy positions to the Virginia
Department of Environmental Quality and state legislators and provide
technical assistance from the local waste management perspective.

Commissioner Carrera moved approval of the Resolution No. P26-11 –
Authorization to Administer a Grant on Behalf of the AI Coalition
Working Group. The motion was seconded by Commissioner Greene
and carried unanimously.
Background:
This resolution authorizes the Executive Director to accept an
unrestricted grant of up to $100,000 from AttainX, Inc.; solicit proposals
from qualified contractors to synthesize research on regional
opportunities and challenges regarding artificial intelligence, convene
key stakeholders through an AI Action Summit, and produce actionable
recommendations through an implementation framework to guide
ongoing collaboration and ecosystem development; and enter into and
manage one or more contracts with such contractors.

Commissioner Carrera moved approval of the Resolution No. P26-12 –
FY2025 Audited Statements. The motion was seconded by
Commissioner Smith and carried unanimously.
Background:
This resolution accepts the audit report for fiscal year 2025, which
includes no material weaknesses and no significant deficiencies.

• Tylee Smith and Michelle Simmons Retire
o

On Nov. 14, Tylee Smith retired after more than 33
years of service to NVRC. Tylee's most recent
contributions include managing the CAREWare patient
database, publishing the Northern Virginia Quick Guide
of services, and coordinating NVRC's support of the
Northern Virginia Aging Network.

o

On Dec. 30, Michelle Simmons will retire after nearly 42
years of service to NVRC. Michelle served as Director
of Human Services, overseeing NVRC's Ryan
White CARE Act – Part B Program, Housing
Opportunities for Persons with AIDS Program, Virginia
Housing construction grants, and other work. She now
serves as Special Assistant to the Executive Director
and manages a variety of special projects for NVRC.

• NVRC Holds Strategic Planning Work Session on Housing
o

On Nov. 14, NVRC Commissioners, NVRC staff, and
locality staff participated in the first in a series of
strategic planning work sessions to explore potential
future roles for the Commission.

o

The session, which was professionally facilitated by the
Virginia Institute of Government at UVa's Weldon
Cooper Center for Public Service, focused on regional
housing issues.

• NVRC Publishes PHNST Brochure, Tourism Map
o

Coastal Program Manager Rebecca Murphy and
Senior Regional Demographer/GIS Analyst Jill Kaneff
created a new visitor brochure and tourism database
for the Potomac Heritage National Scenic Trail.

The new tourism map includes:

• NVRC Obtains Federal Grant for Precipitation Monitoring
Platform, Prince William County Gauges

Resiliency Planner Nora Jackson led NVRC's
successful application for a federal grant to evaluate
opportunities for aggregating and expanding the rainfall
monitoring network in the region.
Project funds were used to establish an open-access
platform to view and download near-real time
precipitation data from local monitoring stations across
the region, with remaining funds allocated to purchase
additional monitoring equipment.
Prince William County received 12 weather station
packages and 8 rain gauges with a total value of
$39,194. This equipment will improve community
resilience and public safety by increasing local
coverage and accuracy of rainfall-runoff data, filling
gaps in the existing network, and supporting the
development of future flood risk models and early
warning systems.

• NVRC Supports New Manassas Housing Advisory Board
o

On Dec. 2, Senior Regional Demographer and GIS
Analyst Jill Kaneff presented on the region's
demographic and housing landscape to the new
Housing Advisory Board created by the City of
Manassas.

• NVRC Co-Hosts Data Center Heat Reuse and District Energy
Workshop
o

On Dec. 10, NVRC co-hosted a working session
on data center heat reuse and district energy
integration
with
the
International
District Energy Association, the Danish Ministry of
Foreign Affairs, and Ramboll.

o

The session, held at George Mason University's
Manassas campus, convened leading stakeholders to
identify viable pilot projects linking data center heat
reuse
with
local
energy
networks.

o

Senior Regional Planner Dale Medearis helped
coordinate this cutting-edge event.

• NVRC Participates in GIS Day Events

• Catherine Read Elected President of MWCOG
o

On Dec. 4, NVRC Commissioner and City of Fairfax
Mayor Catherine Read was elected corporate president
of the Metropolitan Washington Council of
Governments.

• Bob Lazaro Receives MWCOG Annual Award
o

On Dec. 4, former NVRC Executive Director Bob
Lazaro was recognized by the Metropolitan
Washington Council of Governments with the 2025
Ronald F. Kirby Award for Collaborative Leadership.

o

MWCOG Board Chair and NVRC Commissioner
Rodney Lusk presented the award, which recognizes
non-elected government executives who work
collaboratively with elected officials, stakeholders, and
their communities to shape a better region.

VICE CHAIR’S REPORT

The Vice Chair noted that the Chair was unable to attend the meeting
due to a minor medical procedure involving the Chair’s child and asked
that the Commission keep the Chair and family in their thoughts. She
then congratulated Tylee Smith and Michelle Simmons on their
retirements and thanked them for their service. The Vice Chair also
expressed her sincere appreciation to the Commissioners for the many
messages, thoughts, and prayers she received following the recent loss
of her mother, noting how much the support meant to her. She

Commissioner Karantonis moved approval of the Commission meeting
minutes of October 23, 2025. The motion was seconded by
Commissioner Carrera and carried unanimously.
