A. Discuss Funding Requests for Chamber/Main Street Programs
Kuennen stated that over the last few years the EDA has included funding in the annual
budget for “other programs” as proposed by outside agencies that further the economic
development goals of the city and fit within the EDA’s work plan. The Faribault Area
Chamber of Commerce has developed two proposals for the EDA’s consideration – for
programs aimed at bringing additional people and investments into the downtown.
These program fit within the EDA’s “gateway” focus – specifically “continue investments
into the downtown – partnering with City/HRA/HPC/Others on downtown initiatives.
1.
Upstairs Downtown Digital Experience
Funding Request: $5000. Kelly Nygaard shared with the EDA the success of the
program and explained that the funding would allow additional units to be photographed
and shared – expanding access to the transformations to a broader audience. After
discussion regarding the ease to update the information, the EDA voiced their support.
Action: Motion was made by Albers and seconded by Voracek to approve funding in
the amount of $5000 for the Upstairs Downtown Digital Experience, and directed Staff
to prepare any necessary agreements.

Creative Placemaking
Funding Request: $6900. Kelly Nygaard presented information about possible
placemaking initiatives that would support downtown businesses, proposing a program
that would provide small grants to businesses. The program would also include involve
working with the Max Musicant Group to build upon the placemaking session held in
January and bring those ideas to downtown Faribault. After much discussion, the EDA
expressed concerns about the program becoming another “grant” program for
businesses – and instead wanted to see refinements to the program to have a broader
impact and not just benefit individual businesses. The EDA continued the item, and
directed Staff to bring the item back to a future meeting.
6.
Updates/Project Reports
Staff provided a summary of projects. Included was an overview of current site
selector/business development projects; status of the CARES Act Funding and the
additional Rice County program; mural selection (the EDA agreed to provide funding for
the mural); and a joint marketing effort with Owatonna. In addition, Staff requested that
the EDA name a subcommittee to work with Staff on some larger economic development
initiatives and planning efforts, which will be brought back to the EDA for review and
discussion. Chair Gramse and Voracek volunteered.

Permit Activity Report

BACKGROUND:
Permit activity (building permits, etc.) is a reflection on the status of the economy.
Over the last few years, the City of Faribault has seen an increase in permit
activity – which translates into investment in our community. However, COVID-19
is likely to have an impact on investment activity moving forward.
In 2020 – the number of building permits slightly decreased, but the valuation of
those permits increased.

PURPOSE:
The EDA is a seven (7) member-board originally established in May 1986
pursuant to Minnesota Statutes. Per the enabling resolution, EDA members may
serve a maximum of two (2) consecutive terms (full or partial) and all terms shall
expire at the first City Council meeting of January. Commissioners may re-apply
for additional terms after a one (1) year absence from the EDA.
The EDA officer positions include President, Vice President, Secretary,
Treasurer, and Assistant Treasurer. Annually the EDA must elect officers for the
positions of President and Treasurer/Secretary – and traditionally the EDA has
also elected Vice President on an annual basis.

Annual Review of EDA Enabling Resolution

BACKGROUND:
Section 469.092, Subdivision 3 of Minnesota Statutes requires the EDA to submit to the
City Council a report each year stating whether and how the enabling resolution should
be modified. Under the Statute, the City Council has 30 days after receipt of the
recommendation to review the enabling resolution, consider the recommendations of the
EDA, and make any updates it considers appropriate. Any proposed changes must be
made in accordance with the procedural requirements of section 469.093.

Over the years, the EDA has recommended updates to the enabling resolution to the City
Council. These recommendations generally have focused on ensuring that the enabling
resolution is consistent with state statues. Staff and legal counsel have conducted a review
of the current language in the Enabling Resolutions again this year, and have identified
additional modifications for consideration. These modifications – clarify City Council terms
of office and more accurately reflect when terms for all EDA Commissioners expire. These
proposed changes for consideration will ensure that the EDA Enabling Resolution is
consistent with state statues.

Site Location Partnership Contract Update

BACKGROUND:
The purpose of this report is to provide a summary of activities associated with the Site Location
Partnership (SLP) contract. At the February, 2020 EDA meeting the EDA approved a 12-month
contract with SLP to market Faribault more broadly across the site selector community. Faribault first
came onto the radar for SLP at the time of a response to a Request for Proposals for a prospective
business. Since that time, Staff has worked with SLP to execute the contract and leverage the
deliverable and connections despite the unforeseen circumstances of 2020.
SLP services capitalize on their connection to the site selection community, and leverage various
trade shows and in-person meetings to market their clients. Unfortunately, COVID-19 caused a shift
in how they deliver their services. SLP still provided us meaningful content and connections
throughout the course of our 12-month contract, including: virtual trade show representation and
virtual site selector meetings.
The approved contract with SLP identified the following components:
1. Targeted Industry Prospect Development – 2 industries (600 total target companies)
2. Site Consultant Appointment Setting – 4 Meetings
3. Trade Show Representation – 6 National Shows
4. Site Selector Networking Forum Access – 6 Events
The following is an overview of the deliverables and a summary of next steps:
TRADE SHOWS
Staff was unable to attend any trade shows in person in 2020, and many tradeshows were cancelled.
However – there were still some tradeshows that pivoted to a virtual platform. SLP actively
participated in those virtual trade shows, and provided virtual trade show reports, including attendee
list, etc. for the following trade shows:
1. IFT – Food Expo, Chicago IL
2. GATS – Multi Industry, Dallas TX
3. MRO – Aviation, Dallas TX
4. FABTECH – Metalworking, Las Vegas NV

SITE SELECTOR MEETINGS
Originally Staff had planned on participating in, in-person meetings with site selectors in different
markets. Again due to COVID, the visits shifted from in-person to virtual. During the month of January
numerous virtual meetings were set up with representatives in the Chicago market, focusing on site
selectors who specialize in industry sectors relevant to Faribault. Some meetings were deferred to an
agency’s contact in Minneapolis which had the added benefit of allowing us to connect with
representatives familiar with the local market and familiar with some of Faribault’s existing industries.
In total, Staff connected with seven different agencies across the Minneapolis and Chicago markets.
TARGETED INDUSTRY PROSPECT DEVELOPMENT
The Targeted Industry Prospect Development was sent to the following two industries: Advanced
Manufacturing and Food Processing. The below media was sent by email to over 800 individuals
within those sectors. From those e-blasts, SLP provided behind the scene analytics for the success
and number of “hits” each of those target industries had in the response rate to the email notification.
A summary of those is listed below:

In addition to the above analytics, Staff also received specific information for each company that was

etc. Staff will continue to work through this information and find ways to continue conversations with
those interested in learning more about Faribault.
NEXT STEPS
At this time, Staff is not recommending a renewal of the SLP contract for 2021. The contract allowed
a lot of additional exposure to Faribault, and Staff has identified a number of additional steps that can
be pursued based on the information obtained from SLP and the connections that were made through
the contract. As we continue to look for additional marketing opportunities and as the ability to more
freely travel to attend events in person becomes available – a future contract may be considered.

Economic Development Website Review

BACKGROUND:
The website is an important tool for businesses and site selectors evaluating different communities.
The type of information they look for, and how that information is presented has changed over the
years. In addition, COVID-19 has amplified the importance of the website and how we use it. Staff
has been continually refining the economic development pages on the City’s website – to ensure the
information site selectors and businesses seek is readily available.
Staff will provide a brief walk-through of the current website and share plans and ideas for how Staff
will continue to buildout the pages with the information that is relevant, timely, and on-point with what
we know and understand is important to those who access this resource as part of the site selection
and evaluation process.
