WHEREAS, in accordance with Minnesota State Statute 412.831 the City of
Wyoming is required to designate a newspaper of general circulation as its official
newspaper; and
WHEREAS, the designated newspaper is where the City will publish ordinances
and other matters as required by law; and
WHEREAS, the City Council of the City of Wyoming desires to designate the
official newspaper for the City.
NOW, THEREFORE, BE IT RESOLVED the Wyoming City Council hereby

Dear Mr. Linwood,
I would like to express my interest in continuing to serve the citizens of Wyoming as a member
of the City’s Planning Commission.
My tenure as a member of the Planning Commission began in September 2007 with the Town
Board’s appointment to the Town of Wyoming Planning Commission. I was subsequently reappointed to serve on the City Planning Commission in 2009. In 2011, I was appointed to serve
as the City’s liaison to the Comfort Lake Forest Lake Watershed District.
During my tenure as a member of the Planning Commission, I have contributed to the
preparation and approval of the City’s Comprehensive Plan, updated zoning ordinances, the
Comprehensive Water and Sewer Plan and the Comprehensive Water Resources Management
Plan as well as multiple development reviews and planning/zoning issues. I still have a
considerable amount to learn regarding the fine points of issues that will come before the
planning commission. However, I believe that my professional experience will allow me to
contribute to good decisions, with the assistance of staff and fellow commissioners.
My individual qualifications include the following:

implementing infrastructure improvements, ordinances and natural resources protection

funding.

Hi Kelly (and to whom it may concern),
My name is Heather Vandenheuvel and I am a relatively new resident of Wyoming. I am a mom and a
social worker, and am interested in the position on the Park Advisory Commission for several reasons. I
want to be connected and involved in my community, and this could be one really great way to do so. As
a resident and taxpayer, I certainly have a desire to be fiscally responsible and a good steward of
available resources. I also know that providing safe park facilities for our kids is incredibly important to
their wellbeing.
I also believe strongly in the importance of inclusion and diversity. I would like to see Wyoming parks go
beyond simple ADA compliance and strive for the development of parks that are accessible and
welcoming to children of all abilities. This is a huge draw for families who struggle to support their
children's development, and want to find opportunities to help them engage with their peers in a
meaningful way. There are several amazing parks in the Twin Cities metro, but having a fully inclusive
park would help to increase the visibility of Wyoming, and potentially give a boost to local businesses.
Park accessibility is a huge priority for me.
One other thing I will share: I live near Fireside Park and really appreciate the educational component of
the butterfly and pollination project and corresponding signage, and look forward to learning more
about future, similar plans for this and other local parks. I hope to hear from you, and thank you for your
consideration.

City of Wyoming 2022 Budget Process
One of the most important activities undertaken each year by the City is the budget process. The
quality of decisions made in the budget process conveys the City’s long-range plans and policies
for current and future services.
The budget is a financial, planning, and policy document which reflects the allocation of limited
revenue among competing uses and serves as a guide for the various departments in
implementing their goals and objectives.
Annual budgets are adopted for the General, Capital Projects, Debt Service, and Proprietary
Funds. Within the General fund, budgets are prepared for each major department. For example,
Administration, Public Safety and Public Works are departments within the General fund.
Budgeted amounts are reported as originally adopted. Budgeted expenditure appropriations lapse
at year-end. The City’s department heads may make transfers of appropriations within their
department. The budgetary level of control is at the department level.
The budget process is a year-round activity because regular reporting is necessary to provide
accountability, understanding, and confidence in the City. The City provides different types of
reporting to facilitate this process. These reports include: monthly department reports, monthly
capital project reports, monthly cash balances reports, budget document, and an audited
comprehensive annual financial statement.
The City follows the procedures below in establishing the budget:
The annual budget process begins in May or June of each year. Staff prepares and distributes
budget worksheets and instructions for department heads. City Council has a work session to
review the budget process. Departmental budgets and 5-year capital requests are due from
department heads to the City Administrator. The first draft of the budget is due to the City
Administrator at the beginning of July. The City Administrator meets with department heads to
discuss individual budget requests. Total budget requests are compared to revenue estimates to
ensure that there is funding available to fund the proposed expenditures. Budget revisions from
departmental meetings are completed and revisions are incorporated into the first draft of the
budget that is presented at the council work session. The City Administrator meets with
department heads to discuss and review council feedback from the work session. In early
September, the City sets the preliminary levy and the public hearing information which is
forwarded to the County Auditor by September 30th each year. In September/October, additional
updates are completed before the final presentation of the budget. The County mails parcel
specific tax notices in November to property owners providing taxes due the following year based
on the preliminary levy. A budget and levy hearing is held in December in accordance with State
law. The budget and tax levy are adopted through passage of resolutions.

A RESOLUTION ESTABLISHING THE ANNUAL FEES
FOR CITY SERVICES FOR 2021
WHEREAS, the City of Wyoming by law may charge reasonable fees for goods
and services provided; and
WHEREAS, the fees by law must bear a reasonable relationship to the actual cost
of providing said goods and services; and
WHEREAS, City staff has duly researched the true costs of providing such goods
and services and has proposed fee increases to reflect those true costs and
anticipated increases in City costs and probably decreases in City revenues.
NOW, THEREFORE, BE IT RESOLVED the attached list of fees 2021 City of
Wyoming Fee Schedule for goods and services provided by the City of Wyoming
is hereby adopted.

Assistant City Administrator Dumais – Gave an overview of the Wyoming Food Drive - No
Hunger November efforts. She stated that the City collected approximately 3,000 pounds of food
for donation for the Family Pathways food shelf. She noted that the Fire Department Santa Claus
event had five of “Santa’s Helpers” who traveled around the City, which meant they were able to
hit every single street within the City and the City collected more toy donations than they have
had in the past. She gave a brief overview of the Virtual Tree Lighting Event.

17. To consider Resolution 20-12-120 a resolution approving the purchase of a 2021 Fire Grass
Rig from Rosenbauer America for the amount of $135,317.00
Public Safety Director Hoppe – Explained the request to purchase a new Fire Grass Rig and
explained some of the new features and components of this truck compared to the current truck
which is 20 years old.
Mayor Iverson – Asked if this truck would be larger than the current truck and questioned what
would happen with the current vehicle.
Public Safety Director Hoppe – Noted that it is very similar in size to the existing truck and will
fit in the current spot that is allocated for the grass rig. He explained that the current vehicle will
be auctioned off.
Council Member Nanko Yeager – Asked questions about how many off-road grass fires there
have been since the Carlos Avery fire, how often the vehicle will be used, how many support
vehicles there are in the City and how much wild land the City has remaining.
Public Safety Director Hoppe – Answered the questions raised by the Council. He noted that
the primary function of the truck will be for wild land fires, but its secondary functions will be to
support medical response, haul the trailer, and transport staff. The current truck has been around
for 20 years and has about 50,000 miles on it. He gave an overview of the other support vehicles
that are in the City and what they are used for. He explained that this expense had been included
in the 2021 budget.
The Council discussed the existing fire rig, the capabilities of the proposed new rig, the difference
between a structure fire and a wild land fire, and the risk to potentially under-sizing this type of
vehicle.

City Administrator Linwood – Presented a proposed sick leave policy and explained that the
policy allows for an employee to take a negative sick leave if they have exhausted all of their

approval and noted that many other cities are adopting similar policies.

City Administrator Linwood – Explained the proposed policy regarding virtual meetings and
answered questions about the legality of the policy.
City Attorney Loonan – Clarified some legal aspects of State Statute 13D.02 and 13D.021 and
the teleconferencing technology that exists. He noted that the Council can set more stringent
policies that the State Statute requires, for example to require the Councilmembers to be on video
conferencing.
Council Member Nanko Yeager – Asked if Council Members could be forced to accept the

City Attorney Loonan – Explained that if a Council Member did not want to adhere to the
technology policy, then they would not be permitted to have a tablet. He stated that he would
have to review the policy for details but the Council Member would not be forced to take property,
however, the policy that is being considered notes that the technology is available and if a person
chooses not to take the technology, then they are choosing not to be able to participate in the
meeting unless they can find other means to adhere to the video conferencing policy.
Council Member Nanko Yeager - Stated that it appears as though a Council Member would be
forced to accept the equipment and sign the agreement, or have a working camera on their laptop.
She asked if a Council Member could be denied meeting materials or participation due to not
signing the tablet agreement if they have a working camera on their laptop.
City Attorney Loonan – Explained that the materials can be supplied electronically and if the
Council Member requested, it could be arranged with City staff to have them printed. He stated
that they would be able to participate, as long as they are able to adhere to the City’s meeting
policy.
The Council asked questions about the Code of Conduct in relation to this policy, discussed the
number of tablets purchased, their cost, and the importance of transparency.

22. To consider a Refund on 2020 On-Sale Liquor Licenses due to the Covid-19 pandemic and
the closing of restaurants by Governor’s order
Assistant City Administrator Dumais – Explained the request from a restaurant that holds an
On-Sale Liquor License to consider a refund due to the Governor’s orders that have restricted
their ability to conduct on-sale liquor sales this year. She explained that thus, far, on-sale liquor
establishments have not been able to sell for a total of 96 days, which is 26% of the year. There
are two establishments in the City that have an On-Sale liquor license and if a refund was given
it would cost the City $1,656.99. She gave an overview of what other cities have done in this
situation.
The Council discussed other licenses in the City and noted that this same request could be made
by other businesses in the City. The Council discussed alternatives to assist businesses without
giving a refund and other assistance that may be available for area businesses.
There was Consensus by the Council to not give a refund on the 2020 On-Sale Liquor
Licenses due to the COVID-19 pandemic and the closing of restaurants by Governor’s
Order.
23. Railroad Park Design Plan Public Engagement Review
Assistant City Administrator Dumais– Explained the public engagement process surrounding
the Railroad Park design. She stated that the Park Advisory Commission considered the public
feedback and recommended that the draft plan be brought back to the Council, as is, with the

note that they were interested in adding picnic tables into the green areas on the plan.
The Council discussed possible fundraising efforts to cover the cost of the park improvements
and noted that this is just the first step in moving towards these improvements.

25. To Recognize Councilmember Joe Zerwas for his Sixteen Years of Service to the City of
Wyoming
Council Member Luger – Expressed her gratitude to Councilmember Zerwas for his years of
service to the City. Councilmember Zerwas supported and guided many of the Councilmembers
and stated that it had been an honor to work alongside him.
Council Member Schilling – Stated that Councilmember Zerwas has been a huge help to him
as someone who had never served on a Council before. It has been an honor to work with him
and loves that Councilmember Zerwas has always been honest, spoken his mind, and didn’t hold
things back. He is sad to see him go and will miss him on the Sewer Commission, as well as the
Council.
Council Member Nanko Yeager – Stated that she will miss working with Councilmember
Zerwas.
City Administrator Linwood – Stated that it has been a pleasure to work with Councilmember
Zerwas. He has always been extremely fair and has represented the City and always having the
best interests of the residents at heart. He has been an asset to the City and his years of
experience will be missed by everyone.
Public Service Director Hoppe – Congratulated Councilmember Zerwas for his commitment to
community service and noted that he goes far beyond what he has done serving on the Council.
He served as a Police Chief and serving communities long before his time in the City. He stated

that it is a commitment that many people do not realize how much can consume you. He stated
that the guidance, leadership, and advice he gave him when he came in as the new Police Chief
was greatly appreciated. He stated that he will miss having him be part of the Council.
Assistant City Administrator Dumais – Stated that sixteen years serving a community is an
incredible contribution. She thanked him for the time, commitment, and care that he has offered
to the City.
Public Works Director Almhjeld – Thanked Councilmember Zerwas for always being a “yes”
vote for Public Works.
City Attorney Loonan – Stated that it has been a pleasure to work with Councilmember Zerwas
He stated that Councilmember Zerwas has passion for the City, willingness to ask questions, and
to put the interests of the citizens ahead of his own personal interests, which is respectable.
Wyoming is very luck to have had Councilmember Zerwas serve for sixteen years.
City Engineer Erichson – Thanked Councilmember Zerwas for everything and reminded him
that they had worked together since 2006. Councilmember Zerwas has been a great supporter of
the engineering projects throughout the City. His dedication and support of the community and
residents has always been unwavering.
Mayor Iverson – Shared that Councilmember Zerwas attended over 400 Council meetings in his
time serving the City and has served under 3 mayors. She stated that she has been fortunate to
have worked alongside Councilmember Zerwas for the last 6 years. She stated that he has had
many words of wisdom. She stated that they may not have always agreed on issues or voted the
same, but when the meeting was over, they were still able to be friends and there no hard feelings
or bad words said about each other. She stated that makes him a class act and she appreciates
everything he has done for the City, the residents, his family, and friends. She stated that
Councilmember Zerwas’ whole life has pretty much been dedicated to public service which says
a lot about who he really is and speaks to his character. She stated that she will miss him both
personally and professionally. She stated that she is looking forward to the time when they can
get together in person and hold a proper retirement party for him. She read aloud the inscription
on the plaque that will be presented to Councilmember Zerwas.
Council Member Zerwas – Stated that he has worked with a lot of good Councilmembers and
mayors in his time with the City. He stated that it has been a long, but good journey. He stated
that City Administrator Linwood is an excellent leader for the City and Public Works Director
Almhjeld has done a great job. He commended the leadership of Fire Chief Mulligan and Public
Safety Director Hoppe who have been excellent leaders and are dedicated to the City which
makes the Council’s job much easier. He thanked everyone for the kind words said about him
and wished everyone a Merry Christmas and Happy Holidays.

Re: Public Safety Activity Report for Jan 5th, 2020 City Council Meeting
The unexpected introduction of COVID19 certainly added unfamiliar and unexpected challenges for 2020, but it did not
halt our department goals. I had 5 major goals to be completed in 2020 which were accomplished:
1. RMS Upgrade: the RMS was implemented in January; launching new servers, mobile computers, new data
configuration, and internal software maintenance.
2. NIBRS Implementation: A Federal mandate was issued to convert our statistical reporting format from MOC
coding to NIBRS by January 2021. We have been engaged in the process of helping our vendor created a
reporting interface for nearly 2 years. We implemented the reporting change over this summer and received our
final BCA certification this past month after a 4-month error monitoring phase. In order to certify, we had to
have an error rate of less than 4%, our report error rate for the 4 month test period was 0%.
3. Over the first 8 months of 2021, we were engaged in an employee discipline process requiring significant time
commitment, documentation retrieval, hearing preparation, and testifying. The hearing outcome confirmed our
position, completing the discipline process after 13 months.
4. The Department was running short-staffed since August 2019, one of our goals was to get the department back
to full staff. This fall we went through the hiring process extending an offer to Allison Edwards, who starts
January 4th, 2021.
5. A goal originally set for 2021, was accelerated into 2020 after receiving a donation for Body Cameras. The
process for doing so included new policy development, community comment engagement, public hearing, and
implementation. Since receiving final approval, we have acquired the cameras, trained all our staff,
programmed the software, and launched the program. On December 15th the Body Camera Program went live
with all uniform patrol officers.
In addition to our 2020 goals accomplishments, we were also tasked with new policy development as a result of the civil
unrest that sparked off over the summer. Minnesota Laws makers issued a series of Police Reform Bills requiring
modification of or new policies around “Use of Force”, “Duty to Interceed”, and new reporting requirements. As 2020
comes to an end we look back at all that has been accomplished in one of the most challenging years for Public Safety.

Public Safety providers with EMR certifications have been included in the initial vaccination group, we have 37
employees between Police & Fire that qualify for the vaccination. I have surveyed our staff and only about 20% have
indicated they will receive the vaccination. The first vaccination doses for our Public Safety Employees will begin
December 31st. The second booster shots will be administered 28 days later. With the vaccination now available to
Public Safety Employees, I will begin the planning process to returning our department to more normal business
practices, phasing in employees returning from remoting working arrangements.
There are currently 3 clinic locations identified by Public Health in Chisago County, Rush City, North Branch, and
Lindstrom. Public Health is negotiating a clinic site in Wyoming as well. The vaccinations are being managed by Pubic
Health, not by local health providers, therefore Public Health is coordinating clinic locations, processes, and hours of
operations. The clinics will be operated by appointment only based on an individual's eligibility, they will be marketing
that information to the public.
One of the Federal mandates to operate a clinic requires Law Enforcement to provide site security during hours of
operations. This is going to be a challenge for us; as of now, there is no federal reimbursement to support Law
Enforcement’s expense. Public Health is requesting all agencies participate in the security detail under the Mutual Aid
agreements in response to a public pandemic. Participation will require us to hire over-time to cover any shifts, this is
an unanticipated and unbudgeted expense. As of now, Public Health is looking at operating 3-4 clinic sites, 2-3 times per
week for 6 hour durations, until approximately July 2021. Participation will have a significant impact on our overtime
budget with no guarantee or reimbursement. I would anticipate covering 2 shifts a week for 26 weeks at an estimated
cost of $17,000 - $21,000 in overtime expenses.

This letter is intended to summarize on-going commercial building projects and zoning issues within the City. Some of these
items may be separate agenda matters, while others are for informational purposes only.
Maranatha Radio Tower
The foundation for the tower has been placed. The permit for the radio tower antenna has been issued.
Midco Data Center
Interior work continues, including sheetrock and a large duct system to provide cooling for the electronic equipment room.
Framing plumbing and mechanical systems rough-in inspections have been approved. Underground plumbing and the floor
slab have been installed. Installation of the “tip-up” wall panels and the roof structure are complete. Underground plumbing
in the building has been inspected and approved. Footings and foundation have been inspected and approved. Connections to
city sewer & water have been inspected and approved. Stormwater treatment features have been constructed. The parking lot
has been paved.
Wyoming Grange Daycare
Construction has restarted with the installation of the fire separation assemblies. The building permit has been issued to remodel
the former Galleberg Chiropractic office into a daycare facility.
CU Recovery Parking Area Expansion
Ponding areas have been seeded and blacktop with parking lanes has been done as well. The contractor has not scheduled a
final inspection.
260th Street Water Tower
Antennas on the temporary poles are being placed back on to the water tower; the steel tower has been removed.
Gopher State Mini-Storage
One structure has had its final inspection approved. Framing on the other building has been delayed because of lumber prices
and availability.
Planning Commission
Planning Commission Seat D (Bryan Murdock) and Seat E (Mark Lobermeier) terms expire in 2021; both Planning
Commission members have submitted letters requesting to be reappointed to the commission. I have not received any other
requests for appointment. This is a separate agenda item.

This engineers report is intended to update you on engineering activities within the City since
the last council meeting. Some of the items below may be on the agenda with more detailed
information provided, while the other items below are for informational purposes only.
2020 Street Improvement Project
Project is substantially complete. The assessments have been certified to Chisago. No further
updates on this project are expected until spring. Final payment will be made next spring once
vegetation is established and all punch list items have been addressed.
2021 Street Improvement Project
Mailed notice to residents has gone out to residents informing them of the potential 2021
project. Survey, televising, soil borings, utility locates, and coordination with public works to
understand any infrastructure needs/repairs in this area is underway. Survey work has been
completed and staff is preparing the feasibility study.
A neighborhood meeting was held on 12/16/20 to inform property owners of the potential
project, the public improvement process, and to get feedback from property owners prior to the
finalization of the feasibility study.
MS4 Story Map
WSB had provided a demo of the MS4 story map to City staff and will have any requested edits
completed in time for inclusion on the City website prior to rate changes going into effect.

Summer Fields Development
The preliminary plat proposal has been heard by the Planning Commission and the City Council.
The preliminary plat has been conditionally approved. At the 11/24 Planning Commission
meeting the Planning Commission moved to recommend to the City Council approval of the CUP
for a planned unit development for the entire 106 lots identified in the preliminary plat as well
as moved to recommend to the City Council approval of the Summer Fields final plat consisting
of 19 lots. Council approved these items at the 12/1 City Council meeting. Staff will be
reviewing the recently submitted plans to verify all of our comments have been addressed and
begin work on the development agreement.
Certificate of Mileage
Staff has submitted the City of Wyoming Certificate of Mileage to MNDOT. Since we added to
our overall street mileage, staff will be reviewing if we can potentially add to our MSA network
of roads. Additions are due in March of 2021.
Preserve at Comfort Lake
Work on the project has ended for the construction season and will resume in the spring of
2021. The fist layer of asphalt has been placed on the development as well as the portion of
Heritage Lane that needed to be upgraded. The finalization of the filtration basin, final layer of
asphalt, and restoration are the main remaining items to be completed.
Small utility construction (electric, gas, communications) is complete. Restoration of
boulevards, pond filtration media and seeding is ongoing.
Aadland Development
No new update. Staff has approved the plans for the project. No schedule has been provided
on construction of the public infrastructure. Staff has granted a driveway access for this
property for viewing of the lots where surveyors identified lot boundaries. Staff believes this
development will be constructed in 2021.
Diamond Ridge Development
This is a plat that was approved many years ago. We have received plans after many years of no
activity on this project. It consists of 6 single family lots at the end of 261st Street and will
connect to Emerald Avenue. Staff has provided comments on the construction plans and have
also prepared a draft development agreement. Staff is awaiting revised construction plans and
expect construction will begin in the spring of 2021.
Wellhead Protection Plan
WSB had submitted for a Source Water Protection Implementation Grant from the Minnesota
Department of Health to continue to implement the actions outlined in our Wellhead Protection
Plan. We successfully received the $10,000 we requested. Staff has begun working on these
efforts. There is not a City matching funds requirement.
TH 61 and East Viking Sanitary Sewer Upsizing Project
Plans have been submitted to MNDOT for review. A meeting with the utility companies to
discuss the project was held on 10/30/2020 to ensure they are prepared for the proposed
improvements. Staff is currently working closely with MNDOT staff on communication and
public engagement components of this project as the project will be impactful to traffic

operations. Staff is looking to discuss the project at a work session to discuss the projects
impact, timeline, detours, among other items to keep the council informed. Once we receive
comments back from MNDOT, staff will request authorization to advertise for bidding.
East Viking Bridge over the Sunrise River
Plans have been submitted to MNDOT for review. Design parameters had been set with the
Minnesota Department of Natural Resources and staff worked to find the most economical and
least impactful design (both environmentally and duration of construction) to replace this
bridge. The proposed design is wider than what exists today to meet minimum design
standards. Our intention is to wait for bridge bonding to be become available to help fund the
building of this bridge. We are on the wait list.
Access will be restricted as the bridge construction will require the roadway to be closed when
this construction takes place. Coordination with Polaris, residents, Chisago City and others will
be important.

Public Works Report for January 5th, 2021 Council Meeting
Honorable Mayor Iverson and City Council Members,
The snow storms have started and Public Works has been plowing and salting streets. We had a good
number of call-backs on the 23rd and 24th. There were power outages, street signs hit, and emergency
vehicle streets that needed to be plowed twice as the wind kept blowing them in.
The hockey rink has been open and has been a success as in the past.
Public Works removed some trees, brush, and stumps from the winter trail.
The televising of sanitary sewer has been completed for the 2021 Street Project.
The wiring of the water meter reading equipment has finished being installed on the two water towers.
I attended the MS4 meeting with WSB, 2021 Street Improvement Project meeting with WSB, and the
Special City Council Meeting.

Background Information:
The Wyoming City Council approved a full-time Maintenance Worker 1 position for the 2021 budget year at a
rate of $24.31-$29.54 per hour based on qualifications. This wage is the 2021 wages per the Local 49ers
Union Contract 2021-2023. The new position is being split up equally between water, sewer, and surface water
enterprise funds. The main responsibilities are as follows:
1. Performs non-supervisory manual, semi skilled work with primary duties in surface water maintenance.
2. Assists in maintenance tasks in all public works areas.
3. Operates a variety of equipment.
4. Participates in snowplowing/salting.
5. Routine maintenance tasks.
6. Responds to emergencies and works beyond normal hours.
The position will be posted on the League of Minnesota Cities Website and in other applicable areas. Once the
position has closed, staff will review and score the applicants received from potential candidates. Qualified
candidates will be contacted for interviews and we will select based on skill set and the candidate that would
serve the City of Wyoming's Public Works Department most effectively. Once a candidate is selected, it will be
brought forward to the City Council for approval.
Recommended Action: Staff recommends that the Maintenance Worker 1 Position be advertised on the
League of Minnesota Cities Website and other applicable areas to begin the hiring process.

GENERAL PURPOSE
Performs non-supervisory manual, semi-skilled work with primary responsibility to perform
maintenance tasks related to surface water. Also assists in maintenance tasks performed in
other public works areas. Operates a variety of equipment, participates in snow
plowing/sanding, and performs routine maintenance on City-owned buildings/facilities. (This
position is highly visible to public while performing work tasks). Responds to emergency
situations and works beyond normal hours.
SUPERVISION RECEIVED
Works under supervision of Public Works Superintendent / Public Works Lead.
PERIPHERAL DUTIES
May serve as a member of various employee committees.
MINIMUM QUALIFICATIONS
(A) Graduation from high school, diploma or GED equivalent.
(B) A Class B commercial driver’s license, with air brake, tank vehicles
(C) Must hold at least Class D water license and SD sewer license, or ability to obtain with in
first year of employment.

Represents the City of Wyoming Parks Department. Attend the monthly Wyoming Park
Board Meetings when asked to attend. Takes work direction from the Public Works
Supervisor. Follows safe working practices as outlined in the City of Wyoming’s AWAIR
Program. Performs routine and skilled maintenance work on city parks, ball fields, buildings,
hockey and pleasure rinks, which includes flooding and snow removal, and warming house
maintenance. Gives work direction to part-time summer & winter park employees.
Responds to residents’ complaints and emergencies. Is on call for after-hours emergencies
or when additional public works staff are needed.
PARK MAINTENANCE – Maintains the appearance and safety of all city parks and grounds.
Maintaining buildings, cuts grass on ball fields, fertilizes fields, applies lime to the infields,
maintain trees and shrubs, control weeds, maintain fences, signs, tennis courts and nets,
bleachers, and general landscaping tasks. Purchases required tools and supplies for the
Parks department.
WATER and SEWER DEPARTMENTS – Maintain grounds around water tower sites, and lift
stations meter reading, flushing hydrants, sewer jetting, manhole repair, lift stations work,
irrigation equipment maintenance, and miscellaneous maintenance duties. Winter
operations include snow and ice removal around lift station, and well houses.
STREET DEPARTMENT – street patching, shoulder work, tree trimming, ditch cleaning, right
of way clearing, and sign repair. Winter operations include snow plowing streets, parking
lots, cul-de-sacs, lift stations, well houses, and sidewalks.
EQUIPMENT OPERATION – Operates heavy equipment which includes, dump trucks, front
end loader, bobcat, tractors, mowers, snow removal equipment, jet/vac truck, miscellaneous
power equipment and hand tools.
RECORD KEEPING – Keeps a log book on daily activities. Keeps necessary records for parks
department.
TRAINING – Keeps up-to-date on topics such as safety and hazardous materials through
meetings, seminars, and workshop; and shares in work place safety through individual and
team efforts.
Knowledge, Skills and Abilities Required:
(A) Ability to make decisions as to the extent of Public Works repair needed.
(B) Ability to skillfully operate and maintain a variety of types of heavy equipment
(C) Ability to work effectively in the absence of close supervision.
(D) Ability to establish and maintain effective preventive maintenance programs, policies and
procedures; Ability to maintain effective accounting procedures; Ability to carry out
assigned projects to their completion; Ability to communicate effectively verbally and in
writing;
(E) Read and interpret basic maps and blue prints.

(F) Assist in the training and supervision of others in the safe operation of equipment.
(G) Ability to establish and maintain effective working relationships with employees,
supervisors, vendors and the public.

Motorized vehicles, power and hand tools and equipment for Vehicle and mechanical system

repairs and routine maintenance of pumps, lift stations, vehicles and equipment; Electronic vehicle
diagnostic equipment; personal computer, calculator, phone; mobile or Portable radio/cell phone.
