The collection of all County and Town tax liens is continuing. Auburn Enlarged City School taxes for Fleming,
Owasco, and Sennett are also being collected.
Working with all 23 Towns to process Town tax batches which are being processed daily as tax collection season
continues. Apportionments and corrections on properties are also being processed as well as utility tax payments.
First Installment balancing will be also finished this month with the Town Tax Collectors.
The 2025-2026 Foreclosure process is ongoing. Redemption date will be May 20, 2026. The Post Office address
lists have been given to Post Office for review and will be returned to the Deputy Treasurer to obtain any possible
new address information.
Receiving and disbursing of bail funds and court fees and fines is ongoing.
Installment Agreements payments continue to be received and processed, and new Installment Agreements continue
to be written and started.
Certificates of residence continue to be issued for County residents going to community colleges. Invoices from the
colleges are also being processed.
The collection of room occupancy tax continues for the 4th quarters of 2025, as well as registration of new room tax
vendors. Late notices have been mailed out.
Continued administration of estates by Treasurer with outside attorneys.

The Finance Department staff continue to work on 2025 year-end.
 1099s for 2025 were mailed out to vendors and electronic files have been uploaded to the IRS Fire site,
prior to the 1/31/26 deadline.
 Meeting with Payroll staff to discuss the new overtime reporting for employees due to the (OBBBA)
requirements.
 Continue to balance encumbrances with open POs to make sure we are still in balance prior to closing
MUNIS for the year.
 The Tobacco Asset Securitization Corporation (TASC) Audit has begun.
• Currently processing all year-end closing journal entries and balancing accounts.
 Reviewing accounts and preparing year-end reconciliations, journal entries and balancing.
 Working with Departments to update MUNIS with any Capital asset acquisitions, disposals and transfers.
 Utilized the last 4 hours of training with Tyler Technologies to go over the year-end capital asset closing
process.
Participated in a Payroll/Time & Attendance RFP scope building meeting with Operations Director, HR Director,
Purchasing Director & Chief Information Officer.
Updated Sales Tax Report for February 2026.
Received Quarterly (AUC) Adult Use Cannabis Sales tax payment and issued payment to the City of Auburn &
Town of Victory for their 75% share.
Participated in the Monthly Health Consortium Meeting
Various Meetings with Accounting & Payroll Staff to discuss the Retiree billing process, capital asset entries,
monthly issues and deadlines, etc.
Attended January’s Department Head Meeting
Meeting w/ Budget Director & Stop DWI Coordinator to discuss DWI appropriations to various County
Departments and City of Auburn.

Received payment from the State for State owned land and processed payments to make the Towns of Locke, Niles,
Sempronius and Summerhill whole.
Balanced & issued final 4th quarter sales tax payments to Towns & Villages.
Issued 1st Long-Term Debt & Interest payment for 2026.
Continue to have meetings and work in collaboration with the County Treasurer and Deputy Treasurer with regards
to banking needs and cash flow as we pay our monthly warrants, payroll, health insurance, and other expenditures.

Sent Escrow files to banks for tax collection.
Processed Splits/Merges of parcels from the prior year so that apportioned tax bills could be issued to the new
property owners.
Processed Village of Weedsport tax bills and rolls. Bills are scheduled to be mailed on February 27th.
Provided State with updated Board of Assessment Review membership information from Towns.
Collecting and reviewing exemption applications received for Assessment Towns (Niles, Moravia, and Sempronius).

We are working with various departments on their recruitment and hiring needs.
 We currently have 23 open positions
We are working on our Annual Report for submission to the State by March 1, 2026.
Provided support to departments relating to employee issues and other employment matters. Continue to consult
with legal counsel on several issues.
We are scheduling candidates for the Deputy Sheriff physical fitness exam which will be given on February 21,
2026.
We attended the NYS Civil Service Regional Forum on Transformation.
We completed the December and January payroll certifications for the Villages and Towns.
Attend the quarterly Safety Committee Meeting.
A member of the HR staff will be going to Meridian to meet the Village Clerk and provide training on how to use
the EGov software.
Finalized paperwork for HELP title positions for the Public Hearing meeting which was held on February 10, 2026.
We are working on the 2025 Exam Fee report which is due March 2, 2026.
We are reviewing employees serving in provisional appointments and will be moving these individuals into HELP
Program positions.

FIN MUNIS Software Agreement rev

Authorizing the Chair of the Legislature to renew the Service Agreement for the Annual Support Agreement and
License Agreement with Tyler Technologies for MUNIS Software

Hon. Elane Daly, Chair of the Ways & Means Committee

WHEREAS, the County requires annual maintenance and support for its financial software system; and
WHEREAS, Tyler Technologies, Inc., MUNIS division, is the provider and licensor of said software, support, and
maintenance; and
WHEREAS, Tyler Technologies, Inc. has proposed an annual cost of $202,465.55 for the period of 1/31/26 through
1/30/2027; and
WHEREAS, this agreement has been reviewed and approved by the County’s Chief Information Officer; and
WHEREAS, this agreement has been budgeted within the IT Department and is to be paid from line item A16104 54018;
now, therefore, be it
RESOLVED, the Chair of the Legislature is authorized and directed to renew and execute the Service Agreement for the
Annual Support Agreement and License Agreement with Tyler Technologies for MUNIS Software; and be it further
RESOLVED, that the Cayuga County Finance Department be authorized and directed to make the necessary journal and
accounting entries to accomplish the same.

RPS Extend Auction Contract rev

Adopting Resolution to extend the contract with Auctions International, Inc. to
provide Real Property Auction Services

WHEREAS, Cayuga County utilized a piggyback contract off a Herkimer County
Request for Proposal for real property auctioneer services to adopt resolution 445-23
authorizing Cayuga County to enter into a contract with Auctions International, Inc. to
provide professional auctioneer services for the sale of tax foreclosed real property; and
WHEREAS, the term of the contract was set to terminate December 31, 2024, with up to
four (4) additional one-year extensions; and
WHEREAS, resolution 57-25 to enter into the first annual extension of the contract
through December 31, 2025 was approved on February 25, 2025; and
WHEREAS, the Director of Real Property Services would like to enter into the second
annual extension of the contract through December 31, 2026;
WHEREAS, this is in compliance with the County Purchasing Policy; now, therefore be
it
RESOLVED, that the Cayuga County Legislature approve the annual extension of the
contract with Auctions International to provide professional auctioneer services to
Cayuga County through December 31, 2026.
