Public Hearing: Proposed Data Center Law: To amend local law to allow data centers in the
industrial zone of the Town of Massena.
Announcements/Notifications: The Massena Town Council is setting a public hearing on
February 18th, 2026, at 4:30 PM, Room 30 to close out the CDBG grant.

A. Approval of Minutes from December 17th, 2025, and January 2, 2026, Board

B. Resolutions:
1. Authorizing the Massena Town Council to approve the Town of Massena as a
stakeholder to the identification of mitigation projects regarding the proposed
Historic Resources Mitigation Plan for the Two Rivers Solar Project.
2. Authorizing the Massena Town Council to accept Kay Romeo’s resignation letter
as Trustee to the Massena Public Library Board. Effective date January 2, 2026.
3. Authorizing the Massena Town Council to appoint Ryan Muphy to the Library
Board to fill Kay Romeo’s unexpired term ending 12/31/2029.
4. Authorizing the Massena Town Council to reappoint/appoint the following for 5year terms:

from MRB Group for the Reconstruct Airport Lighting Vault (Design) for $2,850.00 and
for the Reconstruct Terminal Access Pavement & Parking Lot (Design) for $2,850.00
7. Approval from the Massena Town Council for the Town Supervisor and two Council
Members to sign the Agreement between the Town of Massena and Whitton
Construction, LLC for the South Racquette Water District.
8. Authorizing the Massena Town Council to approve Barton & Loguidice to
prepare a Preliminary Engineering Report for Phase 3 of the North Grass River
Water District.
9. Approval from the Massena Town Council to allocate $15,000 from NYCLASS
Compact Funds to the Massena Volunteer Fire Department to purchase new
portable radios and pagers for their firefighters.
10. Approval from the Massena Town Council for the Town Supervisor to sign the
Lump Sum Consultant Agreement for Administrative Services for the Replace
SRE – Rotary Snow Blower with C&S Engineers, Inc. for a lump see fee of
$12,500.00.
11. Authorizing the Massena Town Council to pay the annual dues for St. Lawrence
County Municipal Clerks Association ($40.00 per person) for Joni M Bigness and
Sean P Lynch. Total of $80.00.
